<p>The primary objective of this role is to provide strategic guidance, technical leadership, and expertise in Supervisory Control and Data Acquisition (SCADA) systems to support the organization's goals and objectives. This role plays a critical role in advising on the design, implementation, optimization, and maintenance of SCADA systems, ensuring alignment with industry best practices, regulatory requirements, and business needs. This Role aims to drive innovation, efficiency, reliability, and scalability in SCADA system projects and operations. Additionally, the role involves mentoring junior engineers, collaborating with cross-functional teams, staying abreast of emerging technologies and trends.</p>
<p> Responsible for Managing SCADA Master systems, Data Analytics & other related applications of OETC transmission network.</p>

<p>JOB PURPOSE</p>
<p>HR Specialist is responsible for the day-to-day management of HR operations, including recruitment, employee records and documentation, HR reporting, employee relations, payroll processing, training coordination, and employee engagement. The role ensures accurate, compliant, and efficient HR administration in line with Omani Labour Law and company policy, and supports a positive and productive workplace for all employees.</p>

<p>RECRUITMENT & ONBOARDING</p>
<p>1. Recruitment</p>
<p>- Coordinate end-to-end recruitment activities, including job postings, screening, shortlisting, and scheduling interviews.</p>
<p>- Liaise with hiring managers to understand staffing needs and prepare job descriptions.</p>
<p>- Manage new hire onboarding, including offer letters, contracts, and orientation.</p>
<p>- Maintain and update the recruitment tracker and candidate database.</p>
<p>2. Employee Records & Filing</p>
<p>- Maintain accurate and up-to-date employee personnel files (physical and electronic).</p>

<p>4. Payroll</p>
<p>- Process monthly payroll inputs (attendance, leave, overtime, deductions).</p>

<p>- Maintain payroll records and respond to employee payroll-related queries.</p>
<p>- Ensure compliance with Social Protection Fund (formerly PASI) and Wage Protection System (WPS) requirements.</p>

<p><h4>Facilities maintenance clerk</h4>
<p>The facilities maintenance clerk performs all technical support, administrative tasks and duties as required supporting the operations of the Amentum facilities maintenance staff. Responsible for PSO headquarters and GPMS sites' facilities special initiatives and preventive maintenance program, implementation of computerized maintenance management system (CMMS) and coordinating activities. Manages scheduling and tracking of work orders from initiation through completion. <p> Coordinate weekly and monthly maintenance schedules with Operations and Maintenance teams.</p>
<p> Monitor schedule compliance and planning effectiveness.</p>
<p> Ensure maintenance backlogs are effectively managed and prioritized.</p>
<p> Support development of maintenance strategies for critical equipment.</p>
<p> Own and govern the site's maintenance work management process, ensuring compliance with planning, scheduling, execution, and close-out standard</p>
<p> Coordinate with warehouse and procurement teams to ensure timely availability of critical spares and shutdown materials</p>
<p> Develop and maintain maintenance performance dashboards, reporting automation, and planning analytics tools to improve decision-making</p>
<p> Coordinate and lead weekly, monthly and quarterly planning meetings in coordination with stakeholders</p>
<p>WORK MANAGEMENT & CMMS ADMINISTRATION</p>
<p> Manage maintenance work management processes within ERP/CMMS systems.</p>
<p> Ensure work order quality, data accuracy, and system compliance.</p>
<p> Develop and maintain equipment hierarchies, asset registers, and maintenance plans.</p>
<p> Monitor key work management KPIs.</p>
<p> Maintain planning and scheduling standards across all maintenance disciplines.</p>
<p> Ensure historical maintenance records are maintained for reliability analysis.</p>
<p> Drive continuous improvement of CMMS utilization and effectiveness.</p>
<p>CONTRACTS ADMINISTRATION</p>
<p> Administer maintenance service contracts and agreements.</p>
<p> Monitor contractor performance against contractual obligations and KPIs.</p>
<p> Coordinate tender evaluations and contractor selection processes.</p>
<p> Review scope-of-work documents, service agreements, and technical specifications.</p>
<p> Support commercial negotiations and contract renewals.</p>
<p> Ensure contract compliance with company policies and procurement procedures.</p>
<p> Manage contractor claims, variations, and contract close-out activities.</p>
<p> Maintain contract documentation and administration records.</p>
<p>SHUTDOWN & TURNAROUND PLANNING</p>
<p> Lead planning and preparation for plant shutdowns, turnarounds, and major maintenance campaigns.</p>
<p> Develop integrated shutdown schedules and resource plans.</p>
<p> Coordinate labor, equipment, materials, and contractor requirements.</p>
<p> Monitor shutdown planning milestones and readiness reviews.</p>
<p> Support execution teams during shutdown implementation.</p>
<p> Facilitate shutdown governance meetings, readiness reviews, and critical path monitoring activities</p>
<p> Conduct post-shutdown reviews and lessons learned assessments.</p>
<p>PERFORMANCE MONITORING & REPORTING</p>
<p> Develop maintenance planning and execution performance dashboards.</p>
<p> Monitor KPIs including: </p>
<p>o Schedule Compliance</p>
