The implementation of the ARISE Program is structured around two phases. Phase 1 will cover 2 years, and Phase 2 will be over 4 years. The funding has been approved for Phase 1.</p><p>PURPOSE The Water Resource Management Officer (Civil Engineer) applies specialized civil engineering concepts under close supervision to support the planning, technical design, and implementation of water resource and related infrastructure under Phase 1 of the project. S/he assists in conducting engineering assessments, preparing technical specifications, drawings, and cost estimates, and ensuring that all infrastructure complies with applicable standards, environmental requirements, and project work plans. Working closely with project teams and local counterparts, the Officer ensures that deliverables are produced in a timely manner to support broader project objectives within established scope, schedule, and budget.</p><p>ENGAGEMENT • Work closely with the Chief of Party (ARISE Program Lead), Regional Director, the Program Implementation Unit (PIU), the Regional PIU Support Team, and Stakeholders to support technical design of infrastructures and engineering assessments, complying with established GGGI policies, and Omani Government standards, while ensuring timely action and response. • Keep abreast on civil engineering changes in policies and regulations, and undertake timely strategic review of GGGI's country program ensuring continued relevance. • Maintain close communication with the PIU Team, MENA Regional Support Team, and Omani Authorities to share project requirements, coordinate field activities, and facilitate smooth technical collaboration. In consultation with the Regional PIU Support Team, advise the Program Director and PIU Team on general Engineering rules, standards of internal and external best practices, and supervision of construction works. • Provide timely and high-quality support to the ARISE Program Director and PIU Team for the effective end-to-end execution of the engineering assignments. • Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA Regional PIU Support team.</p><p>DELIVERY • Assist in conducting engineering assessments, site investigations, and feasibility studies for water resource infrastructure, ensuring technical, environmental, and economic viability. • Prepare and review technical designs, technical specifications, drawings, bills of quantities (BoQs), and cost estimates for project infrastructure. • Oversee the design and construction supervision of boreholes, water harvesting dams, storage facilities, distribution networks, irrigation systems, and associated civil works. • Design and supervise the installation of fog water harvesting (fog catchment) systems tailored to the climatic conditions of Dhofar Governorate. • Provide technical leadership for water conservation measures, including fencing, erosion control, and watershed protection structures. • Ensure all engineering works and documentation comply with national regulations, international engineering standards, environmental safeguards, and climate resilience requirements. • Coordinate with contractors, consultants, government entities, and local communities to facilitate effective implementation, quality assurance, and timely delivery of infrastructure works. • Monitor construction progress, conduct site inspections, review contractors' deliverables, and certify completed works in accordance with contractual requirements. • Identify engineering risks and propose practical, cost-effective solutions to address technical challenges during design and implementation. • Support procurement processes by preparing technical documentation, evaluating bids, and providing technical recommendations for contractor and consultant selection. • Contribute to project planning, budgeting, reporting, and knowledge sharing by documenting engineering progress, lessons learned, and best practices. • Strengthen the capacity of project staff and local stakeholders through technical guidance and on-the-job support in sustainable water resource infrastructure development. • Maintain a reputation for quality and reliability through the provision of services consistently and in keeping with the policies and principles of the organization</p><p>WORKING CONDITIONS Water Resource Management Officer is a G8NAT grade level in GGGI s national salary scale. <p>Mindrift is looking for highly skilled senior python data scraping engineers to join the Tendem project and drive specialized data scraping workflows within our hybrid AI + human system.</p>
<p>In this role, as an AI pilot – that’s how we refer to this role at Mindrift – you’ll collaborate with Tendem agents that handle repetitive tasks, while you provide critical thinking, domain expertise, and quality control to deliver accurate and actionable results.</p>
<p>This part-time remote opportunity is ideal for technical professionals with hands-on experience in web scraping, data extraction, and processing.</p>

<p>This is a freelance role for a Tendem project. As a senior python data scraping engineer, you'll handle data scraping tasks requiring technical precision for web extraction and processing, utilizing various tools such as our provided Apify and OpenRouter alongside your own resourceful approaches.</p>
<h4>Key responsibilities:</h4>
<ul>
<li>Own end-to-end data extraction workflows across complex websites, ensuring complete coverage, accuracy, and reliable delivery of structured datasets.</li>
<li>Leverage internal tools (Apify, OpenRouter) alongside custom workflows to accelerate data collection, validation, and task execution while meeting defined requirements.</li>
<li>Ensure reliable extraction from dynamic and interactive web sources, adapting approaches as needed to handle JavaScript-rendered content and changing site behavior.</li>
<li>Enforce data quality standards through validation checks, cross-source consistency controls, adherence to formatting specifications, and systematic verification prior to delivery.</li>
<li>Scale scraping operations for large datasets using efficient batching or parallelization, monitor failures, and maintain stability against minor site structure changes.</li>
</ul>
<h4>Requirements:</h4>
<ul>
<li>At least 5+ years of relevant experience in data engineering, web scraping, automation, or software development (required).</li>
<li>Bachelor’s or master’s degree in engineering, applied mathematics, computer science, or related technical fields is a plus.</li>
<li>Candidates should have a strong technical foundation and practical experience with scripting, automation, and AI-assisted workflows. We are looking for specialists who can solve non-trivial problems, work confidently with LLMs, and systematically collect, structure, and validate data from diverse sources. A methodical, detail-oriented approach and the ability to work independently are essential.</li>
<li>Strong experience in python web scraping (BeautifulSoup, Selenium or similar), including dynamic content (JS, AJAX, infinite scroll) and APIs via proxies.</li>
<li>Proven ability to extract data from complex structures (hierarchies, archived pages, inconsistent HTML).</li>
<li>Solid background in data cleaning, normalization, and validation, delivering structured datasets (CSV, JSON, Google Sheets).</li>
<li>Demonstrated experience handling anti-bot mechanisms and dynamic site structures at scale.</li>
<li>Experience with cloud infrastructure (AWS or equivalent) and containerization (Docker) as part of real workflows.</li>
<li>Hands-on experience with LLM frameworks (LangChain, OpenRouter, or similar) applied to automation tasks.</li>
<li>Strong attention to detail and commitment to data accuracy.</li>
<li>Self-directed work ethic with ability to troubleshoot independently.</li>
<li>A link to GitHub is a plus.</li>
<li>English proficiency: upper-intermediate (B2) or above (required).</li>

<h4>Project time expectations</h4>
<p>For this project, tasks are estimated to require around 10–20 hours per week during active phases, based on project requirements. This is an estimate, not a guaranteed workload, and applies only while the project is active.</p>
<h4>Compensation</h4>
<p>On this project, contributors can earn up to $37 per hour equivalent, depending on their level and pace of contribution.</p>

<h4>Principal responsibilities</h4>
<p>To ensure safety of commissioning activities, with good coordination with other parties involved, and in respect with company regulations.<br>
To manage and supervise pre-commissioning and commissioning activities in a safe and professional manner performed by a team of supervisors and technicians and ensure a smooth transfer of the facilities to the company operations team in compliance with the company standards within the priorities defined.<br>
To be the technical referent for all matters related to his trade and provide solutions to technical issues.</p>
<h4>HSE</h4>
<p>Demonstrate HSE leadership by promoting HSE and quality policy and procedures to all personnel within the work environment in line with company HSE rules.<br>
Conduct all activities in a safe and efficient manner in accordance with company policies, standards, and procedures.<br>
Ensure implementation within commissioning team of project standing instructions related to LOTO and authorizations by relevant authority.<br>
Ensure that all accident, incident, and near miss are reported in a factual and professional way and that evidence is available for further investigations.<br>
Ensure all PTW/JSA requirements are met for any activity and prepare as required.<br>
Participate in the client safety performance program and training.</p>
<h4>Technical requirements</h4>
<h4>Commissioning preparation:</h4>
<p>Manage preparation of commissioning according to the responsibility matrix in respect with company methodology (OPERCOM) and all applicable company specifications - task identification, procedures, requirements for tools, vendors, equipment, manpower and ensure that these resources will be mobilized in time.<br>
Ensure interface with the project team to integrate the commissioning schedule to the overall project schedule.<br>
Ensure the preparation of system limit drawings.<br>
Ensure the preparation of commissioning test procedures for approval and identify resource requirements for its performance.<br>
Populate or supervise as required the completion database (ICAPS) in his trade.<br>
Approve, follow, record and test all software modifications with the approval from the company.</p>
<h4>Commissioning execution:</h4>
<p>Ensure interfaces and requirements between commissioning team and contractor construction team in his trade.<br>
Lead the sub-system completion walkdowns for his trade.<br>
Lead and coordinate pre-commissioning and commissioning activities in his trade (loop testing, control panels energization and testing, functional tests, troubleshooting and support to other disciplines, assistance to start-up and operations teams, etc.).<br>
Participate in and validate the site acceptance tests for his trade.<br>
Supervise the vendor(s) activities related to his trade.<br>
Consolidate the commissioning red-line marked-up drawings for his trade.<br>
Produce, witness and track punch list items.</p>
<h4>Reporting:</h4>
<p>Ensure all documentation is filed and updated in the completion dossiers for his trade.<br>
Report daily activities and progress in his trade to client’s representative.<br>
