<p>The opportunity</p>
<p>A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository regulated under the CPMI-IOSCO Principles for Financial Market Infrastructures.</p>
<p>We are hiring a Regulatory and Risk Lead to head the second line of defence. The role is accountable for the enterprise risk framework, regulatory relationship and compliance, financial crime prevention, and oversight of information security. The intention is that the post-holder progresses into the Head of Risk and Compliance role in the Run phase.</p>
<p>The first-line functions own the day-to-day execution and the controls that surround it. The Regulatory and Risk Lead independently reviews, challenges, and reports on that first-line execution; sets the policy and framework standards within which it must operate; and owns the relationship with the regulator across all matters except specific operational regulatory reporting. The post-holder must be willing and able to challenge their peers, including those above them, without flinching, and to escalate to the Board where necessary.</p>

<li>Owning the regulatory engagement plan: notifications, periodic submissions, supervisory meetings, thematic reviews, and ad hoc requests</li>
<li>Providing second-line oversight of adherence to CPMI-IOSCO Principles for Financial Market Infrastructures; leading engagement with PFMI assessors and international supervisory bodies</li>
<li>Designing and owning the financial crime framework: AML, counter-terrorism financing, sanctions, and anti-bribery and corruption; discharging or designating MLRO accountability</li>

<h4>Requirements</h4>
<p>Who we are looking for</p>
<ul>
<li>At least 12 years in risk, compliance, or regulatory roles in financial services, with substantial time in a second-line capacity at a regulated firm. Direct, demonstrable experience as the second-line risk and compliance owner, or a senior member of the second-line function, at a financial market infrastructure, custody bank, exchange, payment system, or major regulated financial institution: this is non-negotiable.</li>
<li>Direct experience engaging with a senior financial-services regulator on licensing, supervisory matters, inspections, and policy development. Working knowledge of CPMI-IOSCO Principles for Financial Market Infrastructures.</li>
<li>Direct experience designing and operating an AML and financial crime framework, including MLRO accountability or close support of an MLRO.</li>
<li>Track record of independently challenging first-line decisions and escalating to Board level where necessary.</li>
<li>Fluent in English.</li>
<li>A professional qualification (ICA Diploma, CISI, ACAMS, or equivalent) is an advantage. So is familiarity with the IFC Oman regulatory framework, direct experience in a CSD, CCP, or exchange, and Arabic language skills.</li>

<h4>What this is</h4>
<p>The second-line function does not exist yet. The risk framework has not been written, the compliance monitoring plan has not been set, and the regulatory relationship is in its earliest stages. The person who takes this role will build all of it and carry it through licensing and into operation.</p>
<p>If you are unquestionably credible with senior regulators, have the independence to challenge upward when the evidence demands it, and want to build a second-line function at a regulated FMI from a blank sheet, this is worth a conversation.</p></p><p></p>

<p>STAGE 2027 – AERO - Intégration d'un modèle d'erreur de pesanteur dans nos simulateurs F/H</p><br><br><p>Stage</p><br><br><p>6 mois</p><br><br><p>Etudiant</p><br><br><p>Temps complet</p><br><br><p>Une centrale inertielle est un équipement dont le but est de fournir à chaque instant sa position, sa vitesse et son orientation à un porteur (dont les types sont variés, de la fusée Ariane 5 au sous-marin, en passant par les avions et les moyens de transport terrestre par exemple).<br>Une centrale inertielle est constituée entre autres :<br>• de capteurs inertiels (3 gyromètres et 3 accéléromètres) permettant d'estimer la quantité de mouvement subis par le porteur,<br>• de capteurs non-inertiels (baromètre, odomètre, loch, récepteur GNSS, caméra, …) améliorant la localisation du porteur à l'aide d'un algorithme de fusion de données (généralement un Filtre de Kalman Etendu)<br>Dans une démarche d'amélioration des performances, il devient nécessaire d'adopter un modèle de pesanteur de haute résolution, basé sur des mesures effectuées à la surface du globe, plutôt que de s'appuyer sur le modèle classique de la Terre ellipsoïdale.<br>Ce stage vise à intégrer un modèle d'erreur correspondant à ces modèles de pesanteur de haute résolution dans nos simulateurs simplifiés, afin d'en analyser les conséquences sur les performances évaluées.<br>Le stage débutera par la réalisation d'un état de l'art sur le comportement des erreurs associées aux modèles de pesanteur de haute résolution. Sur la base de cette analyse, un modèle mathématique traduisant ce comportement sera développé. Ce modèle sera ensuite intégré dans nos simulateurs simplifiés de performance (Matlab), afin de permettre l'évaluation de sa qualité. The role sets how solutions are designed, built, deployed, and integrated ensuring they are secure, scalable, well-governed, and reliably delivered into production. The Enterprise Document and Records Management System (EDRMS) is a core platform within the architect s portfolio.</p><p>The role provides technical direction across the application landscape: it defines reference architectures and CI/CD and deployment standards, governs solution designs (internal and vendor), and ensures changes meet security, records, and data-governance requirements.</p><p>The position will act in accordance with the OQEP s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani s government & other legal justifications, and best international practices in consonance with national objectives.</p><b>Main Tasks and Responsibilities</b><p>Solution Architecture & Design</p><p>Define and maintain reference architectures, solution designs, integration designs, and data-flow diagrams for the enterprise application portfolio, including EDRMS.</p><p>Translate business requirements into secure, scalable, and maintainable technical solutions, selecting appropriate patterns and technologies.</p><p>Provide hands-on design, prototyping, and proof-of-concept work to validate architecture decisions and de-risk delivery.</p><p>Architecture Governance & Standards</p><p>Define, maintain, and enforce solution-design, coding, and integration standards and technical guardrails across applications.</p><p>Operate design-authority / solution-review gates: review and approve internal and vendor technical designs against architecture, security, and data-governance principles.</p><p>Maintain Architecture Decision Records (ADRs) and ensure changes follow change-management, access-control, audit, and IT-governance requirements; provide architecture input to audits and assurance reviews.</p><p>Delivery Standards & CI/CD</p><p>Define the CI/CD strategy and standards (e.g. Azure DevOps, GitLab CI, GitHub Actions) covering source control, branching, automated build/test, code quality, and artifact management.</p><p>Set expectations for automated testing and security scanning (SAST/DAST/dependency) within pipelines, and govern adherence across teams and vendors.</p><p>Guide engineers and vendors in implementing pipelines to the agreed standard, and review delivery practices for quality and consistency.</p><p>Deployment & Release Strategy</p><p>Own deployment architecture and environment strategy (development, test, staging, production), including environment promotion and configuration management.</p><p>Define release governance deployment runbooks, rollback/back-out plans, and post-deployment verification and oversee controlled releases of significant changes.</p><p>Coordinate change windows and cutovers with IT Operations, Infrastructure, Database, Cybersecurity, and vendor teams to protect availability and performance.</p><p>EDRMS / ECM Platform Architecture</p><p>Own the architecture and roadmap of the EDRMS platform (e.g. OpenText Documentum, D2, Content Server, or similar) as a core managed platform.</p><p>Design document-management workflows, metadata models, taxonomy, classification, retention rules, access controls, and integration points, ensuring records compliance and data quality.</p><p>Direct migration, indexing, metadata improvement, OCR, and search-optimisation activities, working with specialist engineers and vendors for deep configuration and build.</p><p>Integration Architecture</p><p>Design secure, resilient integrations between EDRMS / business applications and ERP (e.g. SAP), SharePoint/M365, databases, portals, and identity-management systems using APIs, web services, and connectors.</p><p>Define standards for authentication, error handling, monitoring, and data quality across integrations.</p><p>Technical Leadership, Support Oversight & Vendor Management</p><p>Act as technical authority and escalation point for complex incidents, performance problems, and integration issues, ensuring solutions are supportable and root causes are addressed without owning first-line incident resolution.</p><p>Coordinate with vendors, review technical deliverables for quality and compliance, and follow up on support and enhancement activities.</p><p>Provide technical guidance and knowledge transfer to internal teams and business users, and identify opportunities to automate manual processes and improve usability, efficiency, and reliability.</p><p>Perform other related duties as assigned.</p><b>Key interactions</b><p>Internal: IDS & CI function, IT Operations, Infrastructure, Database, and Cybersecurity functions, business application owners and users across all OQEP functions and streams.</p><p>External: Software and platform vendors (EDRMS/ECM vendors, ERP vendors), system integrators, specialist technical consultants.</p><br><p></p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"><b>Education Requirements</b><br>Required: Bachelor's degree in Computer Science, Information Technology, Software Engineering, or related field.<br>Preferred: Postgraduate qualification or professional certifications such as TOGAF, Azure Solutions Architect, OpenText/Documentum certification, or equivalent;
