<p>INTRODUCTION TO GGGI The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. In the Sultanate of Oman, GGGI has partnered with the Government through the leadership of the Environment Authority (EA) to develop the "Accelerating Resilience and Innovation for Sustainable Ecosystems management" (ARISE) Program . The ARISE Program is a USD 100 million initiative spanning six years, designed to deliver climate action, ecosystem restoration, and economic growth through Nature-based Solutions (NbS) integrated into the Bioeconomy and Sustainable Special Economic Zones (SSEZs) . The program ultimately targets the restoration of 30,000 hectares of land, an estimated 750,000 tCO2e/year in greenhouse gas emission reductions, and the creation of over 1,000 green jobs. The implementation of the ARISE Program is structured around two phases. Phase 1 will cover 2 years, and Phase 2 will be over 4 years. The funding has been approved for Phase 1.</p><p>POSITION SUMMARY Based in Salalah, in Dhofar Governorate, Oman, the MEL & Data Officer plays a key role as the MEL focal point for the Oman ARISE Program. Reporting directly to the ARISE Program Lead, this position supports the on-the-ground delivery of the multi-year program s results framework. The Officer will work in close collaboration with the Regional MEL Senior Officer for the Middle East and North Africa (MENA) to implement GGGI s organizational-wide MEL framework at the program level. This role involves coordinating MEL implementation, data collection, analysis, and visualization, learning & reporting following the comprehensive MEL plan for ARISE, including supporting baseline assessments such as Knowledge, Aptitude, and Practices (KAP) surveys and ecological data tracking. Additionally, the Officer will collaborate with the Program Implementation Unit (PIU) to create tailored MEL tools, assist in internal and external reporting, and contribute to the capacity of local partners and government stakeholders.</p><p>PURPOSE • Coordinate the implementation and periodic review of MEL framework and MEL Plan specifically for the Oman ARISE Program, ensuring alignment with overall program objectives and GGGI s global MEL standards. • Support updates to the Theory of Change (TOC) and Detailed Implementation Plan (DIP) based on field validations and data collection. • Coordinate and execute formal baseline assessments including integrating GIS spatial data, GHG emission tracking, and socio-economic data within the first months of the inception phase. • Collaborate with the Program Lead and technical experts to design tailored mobile data collection tools and dashboards that effectively monitor and evaluate program outputs and outcomes. • Compile lessons learned and best practices to refine the program s adaptive management strategies.</p><p>ENGAGEMENT • Collaborate with program team members to design, test, and implement tailored MEL and data collection tools that effectively monitor and evaluate community-level project activities. • Maintain close communication with the RO-MENA and collaborates closely with the Regional MEL Senior Officer (MENA) to ensure adherence and contribute to GGGI s Project/Program Cycle Management (PCM) guidelines and MEL methodologies. • Engage actively with key Omani government stakeholders, including the Environment Authority (EA), the National Centre for Statistics and Information (NCSI), and the Oman Zero Carbon Center, to align program MRV methodologies with national tracking systems and NDCs. • Partner with local academic institutions, primarily the Dhofar University Biodiversity Research Center (BRC), to execute randomized field surveys, focus group discussions, and ecological data triangulation.</p><p>DELIVERY • Coordinate and support mixed-methods baseline assessments, including large-scale KAP surveys targeting Dhofar communities, ensuring high-quality data collection following statistically valid random sampling frameworks. [JY1] • Compile and analyze secondary data analysis using historical government records, GIS mapping platforms, and localized emission factors to establish accurate Zero-Point Baselines for rangeland degradation and GHG emissions. • Clean, process, and analyze complex quantitative and qualitative datasets, utilizing data visualization to regularly produce stakeholder-friendly update briefs to [JY2] [JY3] support evidence-based decision-making for the Program Steering Committee (PSC) and Program Management Committee (PMC).Develop [JY4] [JY5] the official ARISE Program MEL Plan and is data collection mechanisms to monitor and measure the program s progress against environmental and socioeconomic performance indicators and Ensure all the program data is collected on time on the GGGI Online.. • Maintain internal project reporting, including tracking the 750,000 tCO2e/year emission reduction and 30,000 ha restoration targets via GGGI Online (GO). • Program and deploy mobile data collection tools (e.g., Open Data Kit, MS forms, Google survey, Kobo Toolbox, Ona) utilizing XLS form-building. • Prepare Annual End-Of-Year-Results (EOYR) reports, impact case studies, and donor progress reports in a timely and highly professional manner. • Ensure the preparation, accuracy and timely submission of monitoring reports.</p><p>WORKING CONDITIONS The MEL & Data Officer is an G8NAT grade level in GGGI's national salary scale, details of which can be found in the GGGI Staff Rules on GGGI s website. Ces systèmes reposent notamment sur les technologies suivantes : capteurs inertiels, récepteurs GNSS et des architectures hybrides combinant plusieurs sources de données. <br>La définition des exigences système est une étape fondamentale, dont la validation (vérification de la clarté, de la non-contradiction, de la testabilité…) est obligatoire, rigoureuse et suit des normes stirctes.<br>Actuellement, cette validation repose sur une analyse humaine basée sur une checklist exhaustive. Ce processus, bien qu'efficace, est chronophage. L'objectif de ce stage est de développer un outil d'aide à la validation basé sur l'Intelligence Artificielle Générative (LLM) pour automatiser le premier niveau de revue des exigences.<br>Sous la supervision d'un Ingénieur Système Architecture, vous serez chargé(e) de concevoir et de qualifier un prototype d'outil d'analyse automatique d'exigences. Vos missions se décomposeront en quatre phases :<br>1. The funding has been approved for Phase 1.</p><p>PURPOSE The Water Resource Management Officer (Civil Engineer) applies specialized civil engineering concepts under close supervision to support the planning, technical design, and implementation of water resource and related infrastructure under Phase 1 of the project. S/he assists in conducting engineering assessments, preparing technical specifications, drawings, and cost estimates, and ensuring that all infrastructure complies with applicable standards, environmental requirements, and project work plans. Working closely with project teams and local counterparts, the Officer ensures that deliverables are produced in a timely manner to support broader project objectives within established scope, schedule, and budget.</p><p>ENGAGEMENT • Work closely with the Chief of Party (ARISE Program Lead), Regional Director, the Program Implementation Unit (PIU), the Regional PIU Support Team, and Stakeholders to support technical design of infrastructures and engineering assessments, complying with established GGGI policies, and Omani Government standards, while ensuring timely action and response. • Keep abreast on civil engineering changes in policies and regulations, and undertake timely strategic review of GGGI's country program ensuring continued relevance. • Maintain close communication with the PIU Team, MENA Regional Support Team, and Omani Authorities to share project requirements, coordinate field activities, and facilitate smooth technical collaboration. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Chief of Corporate Support Officer provides strategic leadership and operational oversight of the administrative, human resources, technology, and communications functions of Mazoon Mining Company.</p><p>The CCSO ensures all supporting functions operate efficiently, compliantly, and in alignment with the Company's strategic objectives, applicable Omani law, MDO shareholder governance requirements, and the directives of the CEO and Board of Directors.</p><p>DUTIES AND RESPONSIBILITIES:</p><p>STRATEGIC PLANNING & ADMINISTRATION</p><p>1. Strategic Planning & Administration</p><ul><li>Develop and implement the administrative strategy in alignment with the Company's overall strategic plan.</li><li>Provide strategic advice to the CEO on HR, IT, and communications matters.</li><li>Lead the annual planning, budgeting, and performance monitoring for all functions under the CCSO's oversight.</li><li>Ensure all administrative policies and procedures are current, compliant with Omani law, and aligned with MDO governance requirements.</li></ul><p>2. Human Resources & Omanisation</p><ul><li>Oversee the HR & Admin Manager in executing recruitment, onboarding, performance management, training & development, and employee relations.</li><li>Ensure full compliance with the HR Policy and Procedures Manual as approved by the Board and with Omani Labour Law.</li><li>Champion Omanisation targets and structured nationalization plans across the organization.</li><li>Drive a positive organisational culture, employee engagement, and workforce wellbeing initiatives.</li><li>Oversee general administrative operations including facilities management, fleet, and site support services.</li></ul><p>TECHNOLOGY & INFORMATION SYSTEMS</p><p>3. Technology & Information Systems</p><ul><li>Oversee the Technology & Systems Manager to ensure robust, secure, and efficient IT infrastructure across the Company.</li><li>Approve IT strategies, digital transformation initiatives, and technology investment decisions.</li><li>Ensure cybersecurity policies, data governance frameworks, and business continuity plans are in place and enforced.</li><li>Oversee implementation and maintenance of enterprise systems including ERP, HRMS, and document management platforms.</li></ul><p>COMMUNICATIONS & GOVERNANCE</p><p>4. Communications & Stakeholder Engagement</p><ul><li>Oversee the Communication and Stakeholder Engagement Manager in developing and executing internal and external communication strategies.</li><li>Ensure effective engagement with local communities, government entities, and media.</li><li>Review and approve all official communications, press releases, and public relations materials.</li><li>Maintain positive relationships with relevant government ministries, regulatory bodies, and the shareholder (MDO).</li></ul><p>5. Governance & Compliance</p><ul><li>Ensure all administrative and support functions operate in compliance with applicable Omani laws, MDO governance requirements, and Company policies.</li><li>Develop and maintain an up-to-date suite of administrative policies and procedures aligned with best practice.</li><li>Submit regular reports to the CEO regarding the performance of all functions under the CCSO's supervision.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Bachelor's degree in Business Administration, Human Resources, Public Administration, or a related field. A Master's degree (MBA or equivalent) is highly desirable.</li><li>CIPD, SHRM, PMP, or equivalent professional qualification is preferred.</li><li>Minimum 15 years of experience in heavy industrial management, with at least 5 years in a senior leadership position.</li><li>Progressive experience in administration, HR, or corporate services management.</li><li>Experience in the mining, oil & gas, or heavy industry sector is an advantage.</li><li>GCC regional experience is preferred.</li></ul><p></p></section>
