Reporting both to the ARISE Program Lead (Program Director) and working closely with the HQ of Procurement Team, the Senior Associate will manage end-to-end procurement processes from drafting the Procurement strategy and managing bidding processes to awarding the contracts for complex consulting services, feasibility studies, and infrastructure construction. This role requires strict adherence to GGGI's E-Procurement and ERP systems, as well as donor and government regulations.</p><p><strong>PURPOSE</strong></p><ul><li>Collaborate with the Program Director to develop and finalize the Phase 1 ARISE Program Procurement Plan</li><li>Monitor the execution of the procurement plan ensuring that all the procurement activities are planned, have allocated budgets and are being implemented within the approved timeline</li><li>Collaborate with the Program Director and the Team to ensure the Procurement Plan is periodically updated, as per the workplan needs</li><li>Provide periodic updates to the Program director and the team on any delays, challenges or bottlenecks, identify and escalate potential procurement risks, delivery delays, market shortages, and suggest proactive solutions to the Program Director and the team</li><li>Assist the team in drafting Terms of Reference (ToRs) and technical specifications for goods and services in compliance with GGGI Rules and Regulations and the Grant Agreement conditions</li><li>Prepare contracts, ensuring the technical clearance before submission.</li><li>Take procurement actions in compliance with GGGI Procurement rules and regulations, manage the end-to-end procurement process using GGGI internal systems and GGGI s Templates for Quotations requests and Invitations to BID</li><li>Follow up on the delivery of key milestones by the contractors, as relevant and applicable..</li><li>Ensure transparent, efficient, and cost-effective acquisition of equipment, and services</li><li>Maintain and track records for the audit purposes</li><li>Ensure all procurement actions strictly adhere to GGGI Procurement Policies, delegation of authority limits, and specific donor procurement requirements where applicable</li><li>Provide the support to organize, facilitate and/or deliver onboarding, training, and learning initiatives on procurement for MENA personnel.</li><li>Provide the support to deliver training and support capacity building of MENA staff to ensure widespread knowledge and understanding of procurement processes, policies and procedures.</li></ul><p><strong>ENGAGEMENT</strong></p><ul><li>Reports directly to the ARISE Program Director and works closely with the Financial Control Senior Associate and the broader PIU technical team.</li><li>Works closely and collaboratively with the GGGI HQ Procurement Unit in Seoul to coordinate processes, ensure institutional compliance, and proactively solve any technical or system-related procurement issues.</li><li>Collaborates actively with internal technical teams to ensure that technical specifications, TORs, and evaluation criteria are highly accurate and aligned with procurement standards.</li><li>Engages with local and international vendors, contractors, and consulting firms to facilitate bidding and contract negotiations.</li><li>Liaises with Omani government entities to ensure alignment on logistics, customs, and administrative arrangements.</li></ul><p><strong>DELIVERY</strong></p><ul><li>Launch the procurement process timely, using GGGI systems and in compliance with GGGI rules and regulations and the donor requirements, when applicable</li><li>Assist the ARISE Program Team effectively and timely provided when needed to develop quality ToRs and Technical specifications documents</li><li>Maintain procurement plan of the Phase 1 Oman ARISE initiative, including regular, timely updates and risk assessment to align with project implementation plan and budget</li><li>Track records maintained for audit-ready documentation</li><li>Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA Regional PIU Support team</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Bachelor's degree in business administration, supply chain management, procurement, finance, law, or a related field.
