<p>Position Summary Looking for a highly experienced and certified Construction Quality Manager (CQM) to lead all Quality Control (QC) activities for a major QLNG project at the Sohar Yard. The successful candidate will be the senior quality authority on-site, responsible for ensuring all fabrication, construction, installation, and commissioning activities are executed in strict compliance with project specifications, international codes & standards, and QatarEnergy/Qatargas requirements. This role demands a strategic leader capable of managing a large, multi-disciplinary QC team, driving a culture of quality excellence, and ensuring flawless project delivery and turnover.</p>
<h3>Key Responsibilities & Accountabilities</h3>
<h4>Quality System & Strategy Leadership</h4>
<p>Develop, implement, and maintain the Project Quality Control Plan, Inspection & Test Plans (ITPs), and all related quality procedures. Establish and manage the project's Quality Management System (QMS), ensuring alignment with ISO 9001:2015 and project-specific requirements. Perform gap analyses of quality resources versus project needs and implement actions to close gaps. Promote quality awareness through targeted training sessions for construction and quality teams. Implement and manage electronic QC tracking systems (e.g., SharePoint, e-Alps) for seamless documentation and data management.</p>
<h4>Team Leadership & Resource Management</h4>
<p>Lead, mentor, and manage a large, multi-disciplinary QC team of 50+ inspectors and engineers across Mechanical, Piping, Welding, Structural, Civil, E&I, Painting/Coating, and HVAC disciplines. Develop detailed plans for quality resource deployment, assigning tasks and duties effectively. Conduct performance evaluations, provide coaching, and ensure team competency and adequate coverage for all project phases.</p>
<h4>Inspection, Testing & Compliance Oversight</h4>
<p>Oversee all inspection, testing, and material verification activities, including FAT/SAT. Ensure rigorous compliance with international codes and standards (ASME, API, AWS, ACI, IEC, NFPA, etc.). Review and approve Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Qualifications (WQR). Monitor and validate Non-Destructive Examination (NDE) activities (RT, UT, MT, PT, PAUT). Manage the preservation program, ensuring logs and check sheets are maintained per standards and manufacturer recommendations.</p>
<h4>Non-Conformance, Corrective Action & Continuous Improvement</h4>
<p>Lead the investigation, documentation, and resolution of Non-Conformance Reports (NCRs) and Corrective Action Requests (CARs). Drive root cause analysis and ensure timely closeout of all corrective and preventive actions. Establish and lead a comprehensive audit and assessment program for contractors, vendors, and internal processes. Capture, manage, and communicate lessons learned to prevent recurrence and drive continuous improvement.</p>
<h4>Contractor, Vendor & Subcontractor Quality Assurance</h4>
<p>Audit and oversee all contractors and subcontractors to ensure adherence to QLNG quality requirements. Review and approve contractor QC plans, procedures, staffing, and quality records. Manage vendor surveillance and fabrication yard inspections as required.</p>
<h4>Client, Regulatory & Management Interface</h4>
<p>Serve as the primary quality interface for the QatarEnergy/Qatargas QA/QC team, facilitating approvals and joint inspections. Liaise with project management and client representatives to report on quality performance, issues, and updates. Ensure project compliance with all relevant local regulatory and Qatari client requirements.</p>
<h4>Documentation & Turnover Management</h4>
<p>Ensure the timely preparation, review, and control of all quality deliverables, including ITPs, test packages, Material Traceability, Manufacturer Data Records (MDR), and certifications. Support mechanical completion, pre-commissioning, and commissioning phases by ensuring all quality records and punch lists are complete. Lead and support system walk-downs (A, B, and C punch classifications) and manage the punch list clearance drive to achieve a "Zero Punch" goal for flawless handover.</p><p><strong>Desired Candidate Profile</strong></p><p>Education: Bachelor s degree in mechanical engineering. Experience: Minimum of 20 years of progressive QC/QA experience within Offshore Oil & Gas construction and fabrication projects. Proven prior experience on megaprojects. Experience with Qatar LNG (Qatargas/ QatarEnergy), Aramco/ ADNOC/ / ONGC Oil Gas offshore projects is preferred Demonstrated experience in leading and managing large QC teams (50+ inspectors) across multiple disciplines. Strong, hands-on knowledge of international codes and standards: ASME, API, AWS, ACI, IEC, ISO 9001 .</p>

<p>Job Purpose To perform radiographic film interpretation (RTFI) activities for welded joints and fabricated components, ensuring compliance with project specifications, client requirements, and applicable international codes and standards. The role is responsible for identifying welding discontinuities, preparing interpretation reports, and supporting quality assurance activities throughout the fabrication process. Key Responsibilities Interpret radiographic films and digital radiographic images of welds, piping systems, pressure vessels, and structural components. Evaluate radiographs for weld discontinuities including: Porosity Slag Inclusions Lack of Fusion Lack of Penetration Cracks Undercuts Tungsten Inclusions Miscellaneous weld defects Review radiographs against applicable acceptance criteria. Coordinate with Engineering, Construction, Marine, and QA/QC teams to ensure readiness for loadout operations. Verify load distribution, bearing pressure calculations, stability calculations, and transportation analysis.</p><p>Execution & Coordination Supervise module loadout operations using SPMTs, skidding systems, trailers, and load transfer systems. Coordinate with marine contractors, vessel representatives, surveyors, and clients during loadout activities. Monitor critical lifting, ballasting, de-ballasting, and vessel positioning activities. Ensure all loadout activities are executed as per approved method statements and risk assessments. Conduct pre-loadout inspections and readiness reviews.</p><p>HSE & Compliance Ensure compliance with company HSE policies, project specifications, and international marine transportation standards. Participate in HAZID, HAZOP, SIMOPS, JSA, toolbox talks, and risk assessments related to loadout activities. Monitor implementation of safety controls during transportation and load transfer operations. Investigate and report loadout-related incidents, near misses, and non-conformities.</p><p>Technical Coordination Liaise with structural, transportation, marine warranty surveyors, and client representatives. <p>Logistics Planning & Coordination Develop logistics plans for material movement, module transportation, and project cargo shipments. Coordinate inbound and outbound logistics activities for fabrication projects. Plan transportation routes, lifting arrangements, and shipment schedules for oversized and heavy-lift cargo. Liaise with project teams, procurement, construction, and clients to ensure logistics requirements are met. Material Management Monitor receipt, storage, and dispatch of materials within the yard. <p>The Project HSE Lead will act as the focal point for all Health, Safety, and Environmental (HSE) matters related to project activities within the fabrication yard. The role ensures full compliance with COMPANY (e.g., Qatar Energy/Aramco) HSE requirements, local statutory regulations, and CONTRACTORs HSE Management System while supporting safe and efficient project execution. <p>To plan, coordinate, and supervise fabrication, assembly, installation, testing, and commissioning activities related to static equipment, rotary equipment, and packaged units for offshore oil & gas projects, ensuring compliance with project specifications, quality standards, HSE requirements, and schedule commitments.</p><p><strong>Key Responsibilities</strong></p><p><strong>Production Planning & Execution</strong></p><ul><li>Execute fabrication and installation activities for equipment and rotary packages in accordance with approved drawings, procedures, and project specifications.</li><li>Coordinate daily production activities to achieve planned targets and project milestones.</li><li>Review engineering drawings, layouts, isometrics, vendor documents, and construction work packs before execution.</li><li>Ensure optimum utilization of manpower, equipment, materials, and subcontractor resources.</li><li>Monitor productivity and identify opportunities for improving efficiency and reducing rework.</li></ul>
<p>Develop, qualify, and approve NDT procedures. Establish techniques and ensure compliance with applicable codes and standards (ASME, AWS, ASTM, etc.) Procedure demonstration by validating PAUT and TOFD blocks, as per the customer requirements and codes/standards. Review Inspection reports and certificates Train and supervise Level I and II technicians as per Company written practice Ensure personnel understand procedures and techniques thoroughly. Maintain and audit quality manuals and NDT documentation. Resolve Day to day problems at site in coordination with Cleint. Conduct detailed reviews and approvals of inspection data to ensure accuracy and compliance with customer requirements and industry standards. Develop, prepare, and approve procedures for all Advanced NDT related services, as per the customer requirements and codes/standards. Carry out investigation and provide correction / corrective actions for non- conformances/customer complaints. Carryout technical audits / witness monitoring. Data Interpretation and reporting.</p>
<p>To develop, coordinate, and deliver Health, Safety, and Environment (HSE) training programs for employees, workmen, subcontractors, and visitors, ensuring compliance with company HSE standards, client requirements, and statutory regulations while promoting a strong safety culture across the organization.</p><p>Key Responsibilities</p><p>Training & Development</p><ul><li>Conduct HSE induction programs for new employees, subcontractors, and visitors.</li><li>Deliver safety training sessions on topics such as:</li><ul><li>Work at Height</li><li>Confined Space Entry</li><li>Lifting & Rigging</li><li>Hot Work Safety</li><li>Electrical Safety</li><li>Permit to Work (PTW)</li><li>Fire Prevention & Emergency Response</li><li>Incident Reporting & Investigation</li><li>Defensive Driving</li><li>PPE Usage and Awareness</li></ul><li>Identify training needs through site inspections, audits, and incident analysis.</li><li>Develop and update HSE training materials, presentations, handouts, videos, and assessment tools.</li><li>Evaluate training effectiveness through assessments, examinations, and field observations.</li></ul>
