<p>The opportunity</p>
<p>A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027.</p>
<p>We are hiring two business analysts to sit at the engine room of the programme. A regulated financial market infrastructure being built from a blank sheet generates an enormous volume of design, process, and operational documentation that needs to be produced, standardised, kept current, and used to drive downstream artefacts including test plans, training materials, runbooks, and regulatory submissions.</p>
<p>This programme operates as a highly AI-leveraged programme office, with Claude adopted as the standard productivity tool. The business analyst is the human who knows the business, knows the documentation standards, prompts Claude well, and rigorously checks and refines its output. The principle is clear: AI is the servant, never the master. Human accountability for accuracy, judgement, and domain interpretation is non-negotiable.</p>
<h4>What the role covers</h4>
<ul>
<li>Producing, structuring, and maintaining the programme's delivery documentation: process maps, workflow diagrams, design documents, decision logs, operational procedures, runbook drafts, training materials, and papers</li>
<li>Driving consistency of documentation across the programme: common templates, terminology, structure, and version control</li>
<li>Operating as a skilled user of Claude: prompting effectively, iterating, refining, and treating AI output as a first draft to be improved, never as a finished product</li>
<li>Identifying opportunities to use AI to compress effort across the programme, for example generating test plans from design documents or training material from runbooks</li>
<li>Mapping current-state and target-state processes across the operating model in collaboration with the product owner, operations lead, head of operations control, and other business owners</li>
<li>Maintaining the programme RAID log; supporting the project manager on plan maintenance, dependency tracking, and status reporting</li>
<li>Generating test artefacts from upstream design documentation: test plans, test cases, test data requirements, and traceability matrices</li>
<li>Absorbing domain knowledge actively: how a CSD works, how settlement happens, how registry is maintained, how corporate actions flow, and what the regulator requires</li>

<h4>Who we are looking for</h4>
<ul>
<li>At least three years in a business analyst, process analyst, or documentation-heavy role, ideally in financial services or another regulated industry. Strong process mapping and documentation skills: able to translate verbal discussion into clear, structured written output.</li>
<li>Fast learner: able to absorb new domain knowledge quickly and use it accurately. High proficiency in Microsoft Office and standard process-mapping tools (Visio, Lucidchart, Miro, or equivalent). Fluent in English.</li>
<li>Demonstrable, hands-on fluency with Claude or equivalent large language models as a productivity multiplier in real work is required. Candidates should be able to describe specific examples. Candidates without prior Claude experience but with strong evidence of fast AI adoption will be considered.</li>
<li>Exposure to financial market infrastructure or capital markets and post-trade processes is an advantage. So is experience producing documentation subject to regulatory inspection or external audit.</li>

<h4>Key responsibilities and accountabilities</h4>
<p>During the onshore construction and commissioning phase on yard, the start-up MultiTech will assist the Start-up Supervisor with:</p>
<ul>
<li>The witness of the Operational Test Procedure (OTP).</li>
<li>The execution of the OTP.</li>
<li>The execution of the commissioning (leak test, function test, etc.).</li>
<li>Preparation of the start-up procedures and the operation.</li>
</ul>
<p>The Multi-Tech will accommodate with the project on the offshore temporary accommodation. They will follow the commissioning activities as seconded to the Start-up Supervisor as Field Operation representative and prepare the first oil of the new wellhead platform.</p>
<h4>Activities</h4>
<ul>
<li>Identify, in conjunction with the Start-up Supervisor and Operating Authority (OTL), the procedures and precautions to be taken to provide a safe place for the intended start-up activities.</li>
<li>Assist the Start-up Supervisor and finalize on-site start-up procedures, sharing them with the Field Operation core crew to make them applicable on site.</li>
<li>Assist the Start-up Supervisor to finalize a detailed start-up sequence in close collaboration with the core Field Operation crew on site.</li>
<li>Participate in the preparation of the kick-off meeting for start-up activities.</li>
<li>Participate in the preparation of the risk assessment of the activities to be performed during the start-up.</li>

<li>Check any type B and C punch list and investigate if requested by the Start-up Supervisor, Field Operations Lead, the OTL or the OIM.</li>
<li>Ensure the list of inhibitions and isolations, with associated certificates and risk assessments, is properly signed and validated by the relevant persons.</li>
<li>Be aware of potential downgraded situations on site and update the core crew on any changes associated with start-up activity.</li>
<li>Participate in HazId, JSA and Pre-Startup Safety Reviews of new facilities.</li>
<li>Prepare, update and check on site the red line mark-up P&ID at the end of the construction and during commissioning phase. Ensure a set of up-to-date P&IDs is always available for the Field Operation team.</li>
<li>Contribute to the Incident Free initiative on site by reporting any anomaly, defect, bad practice, lack of equipment or lack of competence.</li>
<li>Assist the Start-up Supervisor to ensure all operators on site are well aware of the new safety systems and process upgrades brought by the project.</li>
<li>Maintain local signage and barriers adapted to the situation over time, with special attention to the boundaries of the SimOps area, the exit walkways and scaffolds.</li>
<li>Assist the teams with procedures for mechanical isolations, de-isolations and draining.</li>
<li>Suggest improvements and request modifications if Operating Procedures are not satisfactory.</li>
<li>All staff must be willing to participate in crisis response training and to assist during emergency response situations if required.</li>

<h4>Context and environment</h4>
<p>Position will be full-time onshore work during engineering and construction in yards. Offshore rotation during HUC and start-up. Travel between sites will be necessary. During the offshore phase work will be on a rotation of 28 days on / 28 days off offshore Al Shaheen Field.</p>
<p>The position will transition to Offshore FOPS on completion of the project.</p>
<h4>Requirements</h4>
<h4>Minimum qualifications and experience</h4>

The COO leads the asset through Mechanical Completion, Commissioning, Ramp-Up, and into sustained, safe, and reliable commercial production. The role carries full operational accountability across Mine Operations, Processing Plant, Process Engineering, Maintenance, Tailings, Utilities, and all site infrastructure, and leads the transition from a construction-led organisation to a fully functioning operating business.</p><p>DUTIES AND RESPONSIBILITIES:</p><p>COMMISSIONING & OPERATIONAL READINESS</p><ol><li>Operational Readiness & Transition Lead the seamless transition from Mechanical Completion through Cold Commissioning, Hot Commissioning, and Commercial Production. <p>We are hiring two business analysts to sit at the engine room of the programme. A regulated financial market infrastructure being built from a blank sheet generates an enormous volume of design, process, and operational documentation that needs to be produced, standardised, kept current, and used to drive downstream artefacts including test plans, training materials, runbooks, and regulatory submissions.</p>
<p>This programme operates as a highly AI-leveraged programme office, with Claude adopted as the standard productivity tool. The business analyst is the human who knows the business, knows the documentation standards, prompts Claude well, and rigorously checks and refines its output. The principle is clear: AI is the servant, never the master. Human accountability for accuracy, judgement, and domain interpretation is non-negotiable.</p>

<p>Qualifications*</p><br><p>Diploma in Electrical or Instrumentation</p><br><p><strong>Knowledge and/or Experience:-</strong></p><br><p> 8 years experience of large offshore decks/topsides/living quarters in a E&IT supervisory position<br> Experience with multinational teams<br> Good knowledge of Project Execution procedures and field management and techniques including fabrication, welding,lifting, mechanical testing and completions.</p><br><p><strong>Technical and Business Skills:-</strong></p><br><p>Experience with Oil and Gas companies, contractors, service companies, or heavy construction companies.<br> Knowledge of design standards, specifications, codes, and appropriate safety criteria related to major fabrication, transport,installation, brownfield execution, and hook-up, as applicable to<br>the project scope.<br> Knowledge of offshore facilities and structures, onshore facilities,or yard operations as applicable to a project scope.<br> Knowledge of execution methods and risks associated with sour gas and LNG production facilities.<br> Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.</p><br>
