The position is responsible for HSE IMS governance, documentation management, assurance activities, certification readiness, surveillance and recertification audits, management reviews, performance monitoring, and continual improvement initiatives across OQEP operated assets and corporate functions. The role serves as the focal point for management system integration across OQEP, coordinating with Quality, Energy, and other functional system owners to maintain an effective and aligned Integrated Management System framework supporting ISO 9001, ISO 14001, ISO 45001, ISO 50001, and other applicable standards. The position is responsible for establishing, maintaining, and continuously improving HSE IMS documentation including manuals, standards, procedures, guidelines, frameworks, forms, and associated records in accordance with OQEP requirements and industry best practices. The role coordinates with certification bodies, consultants, auditors, process owners, and stakeholders to ensure effective implementation, maintenance, certification, and continual improvement of management system requirements throughout the organization. Main Tasks and Responsibilities: Develop, maintain, govern, and continually improve the OQEP HSE Integrated Management System (HSE IMS) to ensure compliance with applicable statutory, regulatory, and international standards requirements. Coordinate the identification, availability, and implementation of applicable local, international, and industry standards within the HSE IMS. Develop, review, update, and maintain HSE IMS documentation, including policies, standards, procedures, guidelines, checklists, forms, and records, and coordinate with department focal points, SMEs, and interfacing functions to ensure effective review, acceptance, and implementation. Ensure the control, distribution, retention, and maintenance of HSE IMS documents and records in accordance with the IMS Manual and Documented Information Control requirements. Coordinate and facilitate HSE IMS workshops, working sessions, meetings, awareness programs, and training activities to support effective implementation, continual improvement, and stakeholder engagement. Lead the integration, alignment, and continual improvement of the HSE IMS in accordance with ISO 9001, ISO 14001, ISO 45001, ISO 50001, applicable legal requirements, and industry best practices. Develop and maintain the annual internal and external audit programme, coordinating with auditors, process owners, and relevant stakeholders to verify the effectiveness of the HSE IMS. Conduct and coordinate internal and external HSE IMS audits, including audit planning, execution, facilitation, and preparation of audit reports. Ensure audit findings, observations, non-conformities (NCR), and action items are recorded in the HSSE reporting system and effectively tracked through to verification of effectiveness and close-out. Support and coordinate certification, surveillance, and recertification audits for ISO management systems, ensuring timely closure of findings and sustained certification compliance. Coordinate Management Review Meetings (MRMs), including agenda preparation, collection and analysis of inputs, facilitation of review activities, and monitoring the closure and effectiveness of resulting actions and internal audit non-conformities. Develop and deliver HSE IMS performance reports, dashboards, data analytics, forecasts, and trend analyses to support management decision-making and continual improvement. Lead HSE IMS development and improvement projects, coordinating with internal stakeholders and external parties as required. Promote and support the effective use, maintenance, and continual improvement of digital document and information management systems related to the HSE IMS. Promote and monitor contractor compliance with HSE IMS requirements, specifications, and procedures through engagement, assurance activities, and performance reviews. Maintain and administer the HSE IMS corporate document library, ensuring accessibility, accuracy, and availability of templates, reports, records, drawings, and other controlled information. Participate in periodic HSE assurance audit, including worksite inspections, contractor/ vendors audits, incident investigations, and HSE programme reviews to monitor the effectiveness of the HSE Management System. Conduct periodic site visits to OQEP assets to verify effective implementation of HSE IMS requirements, assess document effectiveness, and obtain feedback for continual improvement. Keep the HSE IMS updated with statutory, legal, regulatory, and technical changes through gap assessments, management reviews, and internal/external assurance activities. Represent OQEP in external industry committees, working groups, and forums to support the development, review, and implementation of HSE-related standards and industry initiatives (e.g., OPAL). Assist the Department Manager in undertaking other HSE-related studies, projects, and assignments as directed. Key interactions Internal: Liaise with colleagues and stakeholders for day to day work. Moderate to intensive computer screen use.</p><p><strong>Desired Candidate Profile</strong></p><p>Minimum qualifications for this position is a Bachelors degree in engineering and safety science or equivalent. Holder of NEBOSH IGC would be a plus. Holding Lead Auditor for ( ISO 9001,45001,14001 & 50001) would be a plus</p><p>Excellent knowledge of written, read, and spoken English (required) | Arabic - Native (desirable)</p><p>5+ years of relevant experience in a similar role or an IMS / HSE position within an Oil and Gas industry preferable in Upstream operations.</p><p>Comprehensive & Solid knowledge of HSE Management System and the fundamentals of HSE aspects (HSE MS, HSE plans, Hazard and Risk Assessment, Permit to Work System, Incident Investigations & Root cause analysis, Energy Isolation systems, Confined Space requirements, Lifting & Excavations works, machine/ equipment safety).</p><p>Solid knowledge Integrated Management System and all related ISO Certificates such as but not limited to ISO 9001, ISO 14001, ISO 45001.</p><p>Knowledge of local HSE regulations MD 286/2008, OPAL Standards.</p><p>Knowledge of relevant International HSE related standards IOGP, OSHA, ISO, NFPA</p><p>Adaptable and motivated general management strategist who relishes challenges.</p><p>Experience in HSE / IMS audits preferably a certified ISO 45001 Lead Auditor.</p><p>Knowledge of HSE systems & techniques such as: INTELEX HSE reporting system. The role provides SAP-specific technical design assurance within the SAP Technical domain and aligns with OQ architecture principles, target-state direction, and cross-platform standards.</p><p>The government & other legal justifications, and best international practices in consonance with national objectives.</p><p><strong>Main tasks and responsibilities</strong></p><p><strong>SAP System Architecture</strong></p><ul><li>Provide expert-level guidance and design assurance for SAP technical architecture, including SAP S/4HANA landscapes, technical components, integration touchpoints, and architecture principles, to support scalability, performance, reliability, resilience, and clean-core alignment.</li><li>Collaborate with SAP Basis, Integration, SAP Security/GRC, ABAP, infrastructure teams, SAP-managed service counterparts, and business stakeholders to review and align SAP technical architecture with business needs, approved standards, and OQ s SAP operating model.</li><li>Review SAP technical designs before build and provide recommendations through the Manager SAP Technical approval route to ensure alignment with approved architecture, security, compliance, integration, and governance standards.</li></ul><p><strong>Application</strong></p><ul><li>Provide expert SAP technical guidance and design assurance to support SAP solutions being designed, enhanced, and integrated in line with approved standards, business requirements, clean-core principles, and OQ s SAP operating model.</li><li>Review SAP technical specifications and solution designs before build to ensure alignment with architecture standards, extensibility patterns, interface requirements, security-by-design, and compliance expectations.</li><li>Provide technical guidance to demand, delivery, SAP Basis, Integration, SAP Security/GRC, ABAP, and business teams to ensure proposed SAP changes are technically feasible, scalable, supportable, and aligned with business priorities.</li><li>Promote SAP technical best practices, knowledge sharing, and design consistency across SAP application changes, enhancements, integrations, and technical solution decisions.</li><li>Identify SAP technical risks related to application changes and recommend mitigation actions covering integration impact, system compliance, security, performance, resilience, and operational supportability.</li></ul><p><strong>SAP Development and Customization</strong></p><ul><li>Provide design assurance and technical input for SAP development and customization delivered by ABAP, Fiori/UI5, integration, vendor, and delivery teams.</li><li>Review custom development approaches for alignment with clean-core principles, approved extensibility patterns, coding standards, security expectations, upgrade impact, and operational supportability.</li><li>Provide technical oversight and quality assurance for custom development deliverables without owning ABAP, Fiori/UI5, or integration delivery execution.</li></ul><p><strong>SAP Integration and Interface Management</strong></p><ul><li>Provide high-level SAP technical architecture input on integration and interface requirements to ensure alignment with approved SAP standards, business needs, security requirements, and OQ s SAP operating model.</li><li>Review SAP integration designs at architecture and risk level to identify key risks related to data flow, security, performance, resilience, monitoring, and operational supportability.</li><li>Coordinate with SAP Basis, Integration, SAP Security/GRC, ABAP, SAP-managed service counterparts, and vendors to support integration-related technical reviews and issue resolution.</li><li>Support the definition and improvement of SAP interface documentation, monitoring expectations, error-handling principles, and ownership clarity across integration touchpoints without replacing SAP Integration Expert ownership of detailed integration design and delivery.</li></ul><p><strong>SAP Upgrade and Migration</strong></p><ul><li>Support SAP upgrades, release changes, and platform transitions by providing SAP technical governance input from planning and preparation through execution readiness and post-go-live stabilization.</li><li>Provide technical review of upgrade and migration impacts covering OQ-owned dependencies, interfaces, security, testing, business continuity, operational readiness, and SAP-managed service responsibility boundaries.</li><li>Coordinate with SAP Basis, SAP-managed service providers, project delivery, functional teams, integration, security, and business stakeholders to ensure technical risks and dependencies are identified, tracked, and addressed.</li></ul><p><strong>SAP Performance Optimization</strong></p><ul><li>Identify performance bottlenecks and optimization opportunities within SAP systems by reviewing system metrics, technical patterns, workload trends, interface behaviour, and operational feedback.</li><li>Recommend and coordinate performance improvement actions with SAP Basis, SAP-managed service providers, infrastructure, integration, ABAP, functional, and vendor teams, within the applicable OQ and SAP responsibility boundaries.</li><li>Support review of performance testing and benchmarking outcomes to assess system performance, scalability, and reliability under different workloads and usage scenarios.</li></ul><p><strong>SAP Security and Compliance</strong></p><ul><li>Collaborate with SAP Security/GRC, SAP Basis, Integration, ABAP, infrastructure, SAP-managed service counterparts, and vendors to review security-by-design requirements during SAP technical design and architecture review.</li><li>Provide SAP technical input on access governance, privileged access, segregation of duties, logging, monitoring, auditability, vulnerability remediation, and compliance requirements in coordination with SAP Security/GRC control owners and without owning operational access administration.</li><li>Review SAP technical changes and solution designs to identify security, compliance, resilience, and operational risks before implementation into production environments.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Minimum Qualifications for this position are a bachelor s degree in IT or related disciplines.</li><li>Master s degree in relevant field.</li><li>Excellent knowledge of written, read, and spoken English (required).</li><li>A minimum of 8 10 years experience in SAP technical architecture or senior SAP technical roles, with exposure to standards, design review, and cross-team technical advisory activities.</li><li>Hands-on background in SAP technical roles, with expertise in SAP system architecture, integration architecture review, clean-core principles, and technical design assurance.</li><li>Experience with enterprise applications integrated with SAP, such as laboratory, environmental, operational, or other business systems used in OQ s landscape.</li><li>Experience in application development methodologies and integration techniques sufficient to review and govern designs without owning development or integration delivery.</li><li>Working experience in industries like Oil & Gas, Energy and Utilities is preferable.</li><li>Experience reviewing or contributing to enterprise integration, APIs, and service-oriented architecture solutions.</li><li>Working knowledge of OQ s SAP-enabled Oil & Gas business processes across relevant areas such as finance, procurement, maintenance, supply chain, projects, reporting, integrations, and asset operations.</li><li>Working knowledge of SAP S/4HANA, BW/BI, SAP GRC, Solution Manager, SAP BTP/CPI, SAP Cloud Connector, the SAP RISE operating model, SAP-managed service responsibilities, and related SAP technical components used across OQ s
