<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>To provide guidance, insights, and execute with autonomy, the refinery hydrocarbon accounting and reconciliation. This is achieved by practicing defined strategies, plans, and programs for the end-to-end process of comparing and reconciling the production of refinery hydrocarbons among the parties involved in production and sales under the purview of Hydrocarbon Accounting leadership. The individual will act as the Subject Matter Expert for HCA Refinery accounting reconciliation, including measurement, data collection, validation, reconciliation, and reporting.</p><p>1) Provide guidance and insights and ensures that hydrocarbon accounting procedures and reports are prepared accurately and according to agreed schedules. Additionally, conducts routine reconciliation of production and off-take satisfactorily in liaison with reconciliation engineers, Production Planning, Scheduling, and the Financial Accounting team.</p><p>2) Provide guidance and insights while developing strategies for Fuel & loss accounting in accordance with high management performance standards, focusing on control/reduction planning.</p><p>3) Offers guidance for Refinery Production Accounting, including the formulation and drafting of Crude processing and finished product mass balance reports to provide qualitative input to stakeholders.</p><p>4) Provide guidance, insights, and data field analysis to address production difficulties effectively.</p><p>5) Execute the reconciliation of hydrocarbon production data with third parties, ensuring alignment with production targets while tracking and controlling production.</p><p>6) Manage the accounting of Intra-plant & Intercompany streams within Group companies.</p><p>7) Guide and coach younger staff in HCA Refinery Reconciliation processes, identifying potential losses or discrepancies in the production and sales process, implementing corrective actions to prevent future losses, improve efficiency, and ensure accurate compensation for all parties involved in the production and sales chain.</p><p>The position will act in accordance with the Group s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by IT hardware and software platforms, HSE standards, Omani s government & other legal justifications, and best international practices in consonance with national objectives.</p><p><strong>Main Accountabilities</strong></p><p><strong>Scope Refinery Hydrocarbon Accounting and Reconciliation:</strong></p><p>Develop and assess Hydrocarbon accounting procedures and ensure that accounting reports are prepared accurately and according to agreed schedules for routine production reconciliation.</p><p>Conduct off-take activities satisfactorily in collaboration with the Senior Engineer in Production Planning, Scheduling, and Finance Accounting.</p><p>Devise strategies for fuel & loss accounting in alignment with Heat-mass balance (HMB) standards and plan for control/reduction.</p><p>Formulate & draft crude processing and finished products mass balance reports to provide qualitative input to stakeholders.</p><p>Review field data analysis to adopt plans that overcome production difficulties.</p><p>Account for the hydrocarbons produced and reconcile data with third parties while effectively tracking and controlling production to ensure meeting production targets. Handle accounting of Intra-plant & Intercompany streams within Group companies.</p><p><strong>General</strong> Through active participations, recommend actions and manage Mass balance data to ensure the optimum use of resources.</p><p>Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework</p><p><strong>Data collection & Master Data Validation</strong> Manage and maintain the company's records of movements with the operation departments, and ensure updated changes are captured in a timely manner.</p><p>Ensure high quality data is recorded into reconciliation tools & accurate mass balance information in ERP.</p><p>Manage the database and produce monthly reports of each production facilities.</p><p>Maintain database and prepare report for deferment analysis, plant production opportunity losses and related statistics.</p><p>Enable the accurate Master data management for ERP & Reconciliation application.</p><p>Validate the accuracy of the data collected by comparing it to other sources of data and industry standards.</p><p><strong>System development.</strong></p><p>Execute hydrocarbon accounting activities and maintain the reporting system.</p><p>Ensure that product yields and quantities are continuously monitored, analysing performance deviations, and initiating investigations for any deviations. The role ensures the reliability, availability, efficiency, and safe operation of generating units, desalination systems, auxiliary equipment, and balance-of-plant assets.</p><p><strong>ACCOUNTABILITIES AND RESPONSIBILITIES</strong></p><ul><li>Troubleshooting Faulty Machinery: Stay aware of anything unusual, troubleshoot faulty machinery and diagnose the root cause of the malfunction using diagnostic tools and problem-solving abilities.</li><li>Mechanical Preventive and Corrective maintenance: performing preventive, predictive, and corrective maintenance on mechanical equipment to ensure the safe, reliable, and efficient operation of the power and water plant. This includes inspecting, troubleshooting, repairing, and overhauling rotating and static equipment such as pumps, compressors, valves, fans, heat exchangers, gearboxes, and associated auxiliary systems.</li><li>Contractor Management: Coordinate and supervise contractor personnel performing mechanical maintenance activities within the plant. Inspect completed contractor work to verify compliance with technical specifications, maintenance standards, and plant requirements.</li><li>Collaboration on Complex Mechanical Issues: Ensure maintenance procedures reflect current best practices, OEM recommendations, safety requirements, and plant operational needs.</li><li>SOP & Manual Update and Development: Support the development, review, and periodic update of Standard Operating Procedures (SOPs), maintenance procedures, and equipment manuals for mechanical systems and equipment. Ensure SOPs and maintenance documentation are aligned with OEM recommendations, industry best practices, plant requirements, and HSE standards.</li><li>Document Maintenance and Repairs Daily Log: Complete work orders and maintenance records accurately using SAP, Maximo, or other CMMS systems. Prepare maintenance reports and equipment history records. Update equipment inspection checklists and maintenance logs.</li><li>Coaching New Hires: Coach newly hired/Junior Mechanical Technicians and teach them various policies, procedures, and repair techniques.</li><li>Safety Compliance: Comply with all plant safety procedures, permit-to-work systems, and lockout/tagout (LOTO) requirements. Ensure proper use of Personal Protective Equipment (PPE). Participate in toolbox talks, safety meetings, and risk assessments. Report hazards, near misses, and incidents promptly.</li><li>Technical Skills: Mechanical troubleshooting and fault diagnosis. Pump and compressor maintenance. Turbine auxiliary systems maintenance. Mechanical seal and bearing replacement. Shaft alignment using laser alignment tools. Reading and interpreting P&IDs, engineering drawings, and manuals. Hydraulic and pneumatic systems maintenance. Knowledge of condition monitoring techniques. Familiarity with SAP PM, Maximo, or similar maintenance systems.</li><li>Health, Safety & Quality: Comply with all relevant health, safety and quality requirements, to guarantee employee safety and legislative compliance.</li><li>Continuous Improvement: Participate in continuous improvement initiatives to enhance equipment reliability, plant availability, and maintenance efficiency. <p>Lead a team(s) of materials corrosion engineers to carry out the materials activities to generate relevant deliverables on time, meeting QMS requirement according to client requirements.<br>
Able to handle efficiently multiple projects. Ensure design integrity and deliverables quality for all areas within a project with special emphasis on interfaces.<br>
Ability to develop CTR based on scope of work and provide input to finalize the project execution schedule.<br>
Manage work assignments, workload, work forecasting for assigned projects.<br>
Participate in HAZID, design reviews, HAZOPs, IPF classifications, HSE related workshops. Implement, practice, and monitor quality management system in assigned projects in line with ISO 9001.<br>
Ensure seamless handover of deliverables to project teams.<br>
Manage and control all interfaces of the related discipline with other disciplines and design product suppliers.<br>
Liaise with vendors, contractors, and other client personnel to satisfy the various aspects of the project.<br>
Preparation of requisitions and technical evaluation of subsequent bids for discipline material and equipment purchases and SACP and ICCP cathodic protection systems.<br>
Ensure designs are executed in line with international, client, and company specifications, standards, and procedures.<br>

<li>Identify, evaluate, and recommend materials suitable for various operating environments, considering factors like temperature, pressure, and corrosive media.</li>
<li>Develop and implement corrosion protection systems, including coatings, cathodic protection, and chemical treatment solutions.</li>
<li>Supervise and guide a multidisciplinary engineering team to meet project objectives and deadlines.</li>
<li>Coordinate with project stakeholders to ensure compliance with regulatory requirements and industry best practices.</li>
<li>Monitor project progress and ensure technical accuracy, cost control, and adherence to schedules.</li>
<li>Perform detailed failure analysis, risk assessments, and life-cycle evaluations for materials and equipment.</li>

<h4>Education, qualification & experience</h4>
<p>Degree in relevant engineering subject (B.Sc., B.Eng., M.Sc.); chemical, mechanical, materials.<br>
Senior engineer / engineer shall have membership of an internationally accepted applicable professional body.<br>
Minimum 15 years of experience in oil & gas.<br>
Minimum 10 years of experience in engineering design (concept, FEED, detailed design & operations).<br>
Experience in the Middle East is preferred.</p>
