<p>Responsibilities Strategic Contribution Translate the approved South Cluster business plan, destination strategy and development priorities into an integrated portfolio delivery plan for Janaen Salalah, Khor Rori and other assigned projects. Act as the single accountable owner for the South portfolio across the full development life cycle, ensuring alignment of scope, cost, schedule, quality, HSE and commercial outcomes. Sponsor projects and phase releases through the applicable G0-G6 stage-gates within delegated authority, ensuring that required evidence, business cases and recommendations are robust and timely. Maintain a strong understanding of real-estate, tourism, hospitality and residential market dynamics relevant to the South portfolio and use market evidence to inform development and monetization decisions. Leadership Lead, build and develop the South Cluster delivery team, including project managers, PMO/project controls, commercial and handover resources and other assigned personnel. Set clear accountabilities, objectives and performance expectations for the cluster team and create a culture of ownership, transparent reporting, collaboration and delivery discipline. Develop Omani project leadership capability through coaching, knowledge transfer, succession planning and meaningful delegation. Organization Structure Establish and operate the approved cluster delivery blueprint, with appropriate project leadership for each asset and effective coordination with embedded or centrally deployed design and technical resources. Review portfolio resourcing requirements and recommend the optimum mix of internal resources, consultants, project managers and contractors to support efficient delivery. Budgets and Plans Own and manage approved portfolio and phase budgets, cash-flow forecasts, schedules, resource plans and delivery priorities, ensuring timely corrective action where material variances arise. Ensure portfolio financial and schedule performance is accurately forecast, monitored and reported to the Chief Development Officer and relevant governance forums. Policies, Systems, Processes & Procedures Ensure consistent application of OMRAN policies, the stage-gate framework, Delegation of Authority, project controls, procurement requirements and all applicable statutory and regulatory requirements across the South Cluster. Drive disciplined reporting, risk management, change control, lessons learned and continuous improvement across the portfolio. Operational Lead delivery of the South portfolio across all active phases, with overall accountability for scope, schedule, cost, quality, HSE, risk, procurement, approvals and handover. Run the standard cluster delivery model, including project management by asset, cluster PMO/project controls, commercial and handover activities, stakeholder approvals and effective integration of central design and technical authorities. Ensure projects are delivered to Design & Master Planning standards, Technical Services specifications and approved land-use/GFA parameters, including effective coordination of secondary infrastructure and utility interfaces with centrally delivered trunk infrastructure. Oversee procurement and contracting activities with Capital Procurement & Contracts and the relevant Tender Committee, ensuring appropriate tender strategies, contract administration, claims avoidance and disciplined variation control. Manage the performance of project managers, consultants, designers, cost consultants and contractors, ensuring timely decisions, effective issue resolution and accountability for agreed deliverables. Provide strong commercial oversight of the portfolio, including cost management, contract administration, claims, variations, cash flow and forecast final cost, escalating material exposures in a timely manner. With Sales & Leasing, shape residential villa and plot products based on market evidence, support off-plan launches and escrow compliance, ensure agreed pre-sales thresholds are achieved before construction release where applicable, and oversee customer handover. Enforce OMRAN HSE standards across all sites and ensure appropriate management of environmental, coastal, archaeological and heritage constraints, particularly at Khor Rori and other sensitive locations. Represent OMRAN with Dhofar Municipality, relevant ministries, utility providers, local authorities and the community, building effective relationships and securing the approvals and local support required for delivery. Oversee testing, commissioning, snagging, practical completion and customer/asset handover, including transfer of common areas and estate obligations to the relevant Asset Management or community-management arrangements. Coordinate with Destinations Management and other relevant functions on destination experience requirements and seasonal programming, including Khareef-related requirements where applicable. Drive Omanisation and in-country value through recruitment, capability development, contracting and supply-chain decisions across the South Cluster. Provide accurate, transparent and timely portfolio reporting, decision papers and recommendations to the Chief Development Officer and relevant management and governance committees. Key Performance Indicators Portfolio cost and schedule variance against approved business plans and phase budgets. Achievement of approved project milestones, G0-G6 stage-gates and central-function SLA requirements. HSE performance, including LTIFR and zero major safety, environmental or heritage incidents. Effective management of portfolio risks, claims, variations and forecast final cost. Timely achievement of design, technical, statutory, authority and utility approvals. Residential pre-sales thresholds, absorption pace and launch readiness achieved in accordance with approved plans, where applicable. Handover quality, including defects, close-out performance and customer satisfaction. Achievement of approved commercial and financial outcomes, including phase monetization and contribution toward infrastructure investment recovery. Consultant, contractor and project-team performance against agreed deliverables and service levels. Achievement of Omanisation, Omani talent-development and ICV targets across the cluster. Authorities Operates within the Company's Delegation of Authority and approved phase budgets, with decision-making authority across the South Cluster portfolio within delegated limits. Material changes to land use, GFA, scope, phasing, budget or other matters beyond delegated thresholds are referred to the Chief Development Officer and the appropriate governance authority. The General Manager is accountable for planning to central design and technical approval SLAs and escalating material delays through the Development PMO.</p><p><strong>Desired Candidate Profile</strong></p><p>Education & Experience Bachelor's degree in Engineering, Construction Management, Architecture, Quantity Surveying, Real Estate or a related discipline; PMP, chartered status or equivalent professional qualification is an advantage. A minimum of 15 years of relevant real-estate, destination or development-delivery experience, including at least 5 years leading multi-project portfolios at Project Director, Development Director or General Manager level. <p>The Traffic Management Supervisor supervises work activities of Traffic Management personnel engaged in the movement of GPMS-Prepositioned cargo via land, air and sea. Responsible for training, establishing and maintaining effective outbound and receiving planning functions. Monitors cargo operations using Logistics Tool Suite (LTS), Global Freight Management (GFM), Cargo Movement Operating System (CMOS), Integrated Logistics Supply (ILS-S), Global Air Transportation Execution System (GATES), Integrated Computerized Deployment System (ICODES), Integrated Booking System (IBS), Joint Container Management system (JCM), Wood Packaging Materials (WPM) Management Toolset, Global Asset Reporting Tool (GART) and web-based tracking systems such as integrated Data Environment/Global Asset Reporting Tool (GART) and web-based tracking systems such as Integrated Data Environment/Global Transportation Network Convergence (IGC), Radio Frequency Identification (RFIDITV) Tracking Portal, Global Decision Support Systems (GDSS-2) and Single Mobility System (SMS) to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS). Verifies the Nomenclatures, Quantity, Transportation Control Numbers (TCN), Transportation Account Code (TAC), Consignor and Consignee Codes, Hazardous/Classified materials, ITARS certifications and other essential transportation data.</p><p>Properly classified freight, selects commodity codes, selects the most efficient mode of shipment and controls obligations for government transportation funds.</p><p>Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo and Maintains Manifest and TCN logs.</p><p>Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS, GATES or IBS.</p><p>May perform System Administrator duties.</p><p>Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604, 49 Code of Federal Regulation, International Air Transport Association (IATA) and International Maritime Dangerous Goods (IMDG).</p><p>Inspects, accepts and inventories all incoming freight and containers for overages, shortages and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR).</p><p>Provides asset visibility and real-time view to track customer queries using IGC, RFID-ITV, GDSS2 or SMS.</p><p>Prepares shipping documents and Movement Requests for international and domestic shipments between sites and container movements from the Sea Port of Embarkation (POE) to the Sea Port of Debarkation (POD) shipped by surface or sealift.</p><p>Performs Port Handling and Inland Transportation (PHIT) and ensures the subcontractor performs all duties and responsibilities according to the Statement of Work (SOW). Inspects and documents each shipment for contract compliance on a Customer Service Survey form.</p><p>Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution Command (SDDC) - Integrated Booking System (IBS).</p><p><br></p><p><b>Minimum Requirements</b></p><p>Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum, Power Point, Excel and Word programs.</p><p>Excellent organizational skills and the ability to effectively work under pressure and strict timelines required.</p><p>Ability to maintain an effective working relationship with coworkers, including multi-national staff, and external and internal customers is required.</p><p>Must be able to communicate clearly and concisely, orally and in writing to coworkers and customers while maintaining Communication Security (COMSEC), Operational Security (OPSEC) and Computer Security (COMPUSEC).</p><p>Will be required to receive training and operate material handling equipment.</p><p>Knowledge and understanding of MHE equipment operations and associated hazards required.</p><p>Must possess a valid home country driver's license and ability to obtain host nation driver's license.</p><p>High School diploma or equivalent required.</p><p>Minimum of three years of experience in Traffic Management (TMO)/Air Freight operations or associate degree in a related field of study required.</p><p>Experience may include but is not limited to import/export, freight acceptance, preparation, handling, cargo shipping/receiving by surface, sea and air, data records, container management, customer service, cargo operating computer systems or other related experience.</p><p><br></p><p><b>Preferred Qualifications</b></p><p>Knowledge of related shipping/receiving procedures and the ability to detect/report problems to appropriate personnel preferred.</p><p><strong>Desired Candidate Profile</strong></p><p><br></p>
