Description

The opportunity

A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027.

We are hiring an Operations Lead to design the operational function from a blank sheet in Build, and then operate it in Run. Issuers, primary dealers, custodians, settlement banks, and investors will depend on this platform to do what it says it will do, on time, every time, without exception. The Operations Lead is the person accountable for making that happen day after day once the platform is live.

Scope is all operational activity except controls. Reconciliations, regulatory reporting, client money compliance, and data governance sit with the Head of Operations Control. Everything else operational sits here.

What the role covers

Designing the operational function from a blank sheet: team structure, capability profile, operating procedures, runbooks, calendars, cut-offs, and escalation paths

Owning the operational execution of settlement: trade input, matching, instruction processing, cash and securities movement, settlement finality, and exception management

Owning the operational execution of registry maintenance: account opening, amendments, position management, and holding statements

Owning end-to-end operational responsibility for asset servicing and corporate actions: notification, election capture, processing, distribution, and reconciliation back to issuers and participants

Designing and operating the participant onboarding process; owning day-to-day participant services including enquiry handling, instruction support, and issue resolution

Owning first-line operational risk identification, recording, mitigation, and escalation; operating the operational incident management process

Owning operational relationships with custodians, settlement banks, the exchange, SWIFT, and paying agents

Owning operational readiness for go-live: trained team, tested procedures, signed-off runbooks, and completed dress rehearsals

Line managing the Operations Analyst, Corporate Actions Specialist, and the wider Operations team as it builds

Requirements

Who we are looking for

At least 10 years in securities operations, custody operations, settlement operations, or financial market infrastructure operations. Direct, demonstrable experience operating securities settlement and registry processes at scale: this is non-negotiable.

Direct, hands-on experience of corporate actions operations across a range of event types.

Demonstrated experience designing or significantly redesigning an operational function, including procedures, runbooks, team structure, and training, rather than only operating one inherited from elsewhere.

Track record of operating under regulatory expectations for an FMI or a securities-services business.

Experience managing operational relationships with custodians, settlement banks, and exchange or CSD counterparties.

Fluent in English.

Direct experience in a CSD, ICSD, or custody bank is a strong advantage. So is experience operating SWIFT-based settlement messaging and familiarity with Islamic-finance instrument operations.

What this is

The operational function does not exist yet. The procedures have not been written, the runbooks have not been drafted, and the team has not been built. The person who takes this role will have done all of it. If you have the settlement and registry operations background to design this from first principles and the leadership to run it to a regulated FMI standard, this is worth a conversation.

Description

The opportunity
A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027.

This is one of the two most important hires the organisation will make, alongside the Project Manager. We are hiring a Product Owner to own the product in its entirety: the platform itself, the commercial proposition wrapped around it, the offerings made to each participant type, the fee schedule, the rulebook, the participant documentation, and the operating model that governs how participants interact with the platform. The role sets the what; the Project Manager delivers the when.

The post-holder must be a deep domain expert in central securities depository, custody, and post-trade infrastructure: fluent in settlement, registry, asset servicing, corporate actions, repo, and the operational realities of how a CSD works. They will engage with the regulator, anchor issuers, custodians, primary dealers, and the build vendor and must be unquestionably authoritative on what the platform is, how it works, and why it has been designed the way it has.

What the role covers

Owning the product vision and roadmap end-to-end; defining the commercial proposition for each participant category

Owning the fee schedule: design, benchmarking against international comparators, and ongoing maintenance

Translating the product vision into functional requirements the build vendor delivers against; owning the functional specification across settlement, registry, asset servicing, corporate actions, repo, primary issuance, and participant interfaces

Approving vendor functional design documents on behalf of the Company

Owning the rulebook: structure, content, drafting, version control, and approval cycle

Owning participant-facing documentation: admission criteria, membership agreements, participant operating manuals, fee schedules, and service level agreements

Owning the operating model design: how participants interact day-to-day, cut-off times, settlement windows, corporate actions calendars, and exception handling

Acting as the Company's authoritative voice on the platform design in regulatory engagements, with issuers, custodians, and international counterparties

Line managing the functional Business Analysts and working in tight partnership with the Project Manager

Requirements

Who we are looking for
At least 15 years in central securities depository, custody, post-trade, or capital markets infrastructure, with substantial time in a product, design, or operating-model role rather than a purely operational one. Direct, demonstrable experience as the functional and product authority on a CSD, custody platform, post-trade platform, or financial market infrastructure of comparable scale and complexity: this is non-negotiable. The post-holder must have personally led, not merely participated in, the functional design of a build of similar weight.

Deep, current expertise across settlement, custody, registry, corporate actions, asset servicing, repo, primary issuance, and post-trade transparency. Demonstrated experience drafting CSD rulebooks, participant documentation, fee schedules, and operating manuals. Track record of acting as the functional counterpart to a major build vendor and signing off vendor functional design. Fluent in English.

Experience with Islamic-finance-compatible CSD design, familiarity with CPMI-IOSCO principles, and Arabic language skills are all advantages.

What this is

The product does not exist yet. The rulebook has not been written, the fee schedule has not been set, and the functional specification has not been drafted. The person who takes this role will have done all of it. If you are unquestionably expert in CSD and post-trade design, have personally led a build of comparable weight, and want to own a product from a blank sheet, this is worth a conversation.

Description

The opportunity

A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027.

We are hiring two business analysts to sit at the engine room of the programme. A regulated financial market infrastructure being built from a blank sheet generates an enormous volume of design, process, and operational documentation that needs to be produced, standardised, kept current, and used to drive downstream artefacts including test plans, training materials, runbooks, and regulatory submissions.

This programme operates as a highly AI-leveraged programme office, with Claude adopted as the standard productivity tool. The business analyst is the human who knows the business, knows the documentation standards, prompts Claude well, and rigorously checks and refines its output. The principle is clear: AI is the servant, never the master. Human accountability for accuracy, judgement, and domain interpretation is non-negotiable.

What the role covers

Producing, structuring, and maintaining the programme's delivery documentation: process maps, workflow diagrams, design documents, decision logs, operational procedures, runbook drafts, training materials, and papers

Driving consistency of documentation across the programme: common templates, terminology, structure, and version control

Operating as a skilled user of Claude: prompting effectively, iterating, refining, and treating AI output as a first draft to be improved, never as a finished product

Identifying opportunities to use AI to compress effort across the programme, for example generating test plans from design documents or training material from runbooks

Mapping current-state and target-state processes across the operating model in collaboration with the product owner, operations lead, head of operations control, and other business owners

Maintaining the programme RAID log; supporting the project manager on plan maintenance, dependency tracking, and status reporting

Generating test artefacts from upstream design documentation: test plans, test cases, test data requirements, and traceability matrices

Absorbing domain knowledge actively: how a CSD works, how settlement happens, how registry is maintained, how corporate actions flow, and what the regulator requires

Requirements

Who we are looking for

At least three years in a business analyst, process analyst, or documentation-heavy role, ideally in financial services or another regulated industry. Strong process mapping and documentation skills: able to translate verbal discussion into clear, structured written output.

Fast learner: able to absorb new domain knowledge quickly and use it accurately. High proficiency in Microsoft Office and standard process-mapping tools (Visio, Lucidchart, Miro, or equivalent). Fluent in English.

Demonstrable, hands-on fluency with Claude or equivalent large language models as a productivity multiplier in real work is required. Candidates should be able to describe specific examples. Candidates without prior Claude experience but with strong evidence of fast AI adoption will be considered.

Exposure to financial market infrastructure or capital markets and post-trade processes is an advantage. So is experience producing documentation subject to regulatory inspection or external audit.

What this is

This is a hands-on, productive role for fast learners who want to operate at the frontier of how a modern programme office works. The post-holder will not be a passive note-taker. They will be expected to absorb domain knowledge quickly, drive their own work, and continuously raise the standard and consistency of programme documentation. If that is the way you work and you have the AI fluency and documentation discipline to back it up, this is worth a conversation.
