<h4>Principal responsibilities</h4>
<p>To ensure safety of commissioning activities, with good coordination with other parties involved, and in respect with company regulations.<br>

<h4>Commissioning preparation:</h4>
<p>Manage preparation of commissioning according to the responsibility matrix in respect with company methodology (OPERCOM) and all applicable company specifications - task identification, procedures, requirements for tools, vendors, equipment, manpower and ensure that these resources will be mobilized in time.<br>
Ensure interface with the project team to integrate the commissioning schedule to the overall project schedule.<br>
Ensure the preparation of system limit drawings.<br>
Ensure the preparation of commissioning test procedures for approval and identify resource requirements for its performance.<br>
Populate or supervise as required the completion database (ICAPS) in his trade.<br>
Approve, follow, record and test all software modifications with the approval from the company.</p>

The COO leads the asset through Mechanical Completion, Commissioning, Ramp-Up, and into sustained, safe, and reliable commercial production. The role carries full operational accountability across Mine Operations, Processing Plant, Process Engineering, Maintenance, Tailings, Utilities, and all site infrastructure, and leads the transition from a construction-led organisation to a fully functioning operating business.</p><p>DUTIES AND RESPONSIBILITIES:</p><p>COMMISSIONING & OPERATIONAL READINESS</p><ol><li>Operational Readiness & Transition Lead the seamless transition from Mechanical Completion through Cold Commissioning, Hot Commissioning, and Commercial Production. Define, implement, and execute a comprehensive Operations Readiness Plan covering staffing, training, procedures, maintenance systems, spares, logistics, and control systems. <p><b>Job purpose</b><br>Provide strategic leadership, technical direction, and management oversight for exploration activities across OQEP s operated and joint-venture new assets, leading a multidisciplinary Geoscience (G&G) team to deliver a robust inventory of prospects and leads, high-quality geological evaluations across diverse reservoirs, fluids, and maturity levels, and well-matured exploration and appraisal opportunities underpinned by sound data-acquisition strategies. The role is accountable for the safe, efficient, and compliant execution of all asset-related operational activities, for managing contracts and controlling exploration expenditure to optimise value, and for developing the long-term asset exploration strategy together with a robust annual Work Program and Budget (WP&B). <p>A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027.</p>
<p>We are hiring an Operations Lead to design the operational function from a blank sheet in Build, and then operate it in Run. Issuers, primary dealers, custodians, settlement banks, and investors will depend on this platform to do what it says it will do, on time, every time, without exception. The Operations Lead is the person accountable for making that happen day after day once the platform is live.</p>
<p>Scope is all operational activity except controls. Reconciliations, regulatory reporting, client money compliance, and data governance sit with the Head of Operations Control. Everything else operational sits here.</p>
<h4>What the role covers</h4>
<ul>
<li>Designing the operational function from a blank sheet: team structure, capability profile, operating procedures, runbooks, calendars, cut-offs, and escalation paths</li>
<li>Owning the operational execution of settlement: trade input, matching, instruction processing, cash and securities movement, settlement finality, and exception management</li>
<li>Owning the operational execution of registry maintenance: account opening, amendments, position management, and holding statements</li>

<p>Who we are looking for</p>

<li>At least 10 years in securities operations, custody operations, settlement operations, or financial market infrastructure operations. Direct, demonstrable experience operating securities settlement and registry processes at scale: this is non-negotiable.</li>
<li>Direct, hands-on experience of corporate actions operations across a range of event types.</li>
<li>Demonstrated experience designing or significantly redesigning an operational function, including procedures, runbooks, team structure, and training, rather than only operating one inherited from elsewhere.</li>
<li>Track record of operating under regulatory expectations for an FMI or a securities-services business.</li>
<li>Experience managing operational relationships with custodians, settlement banks, and exchange or CSD counterparties.</li>
<li>Fluent in English.</li>
