<p>A new financial markets infrastructure venture is being established in Oman, backed by prominent institutional investors and operating under an international common law framework. The platform is a greenfield central securities depository being built to go-live in 2027, designed to operate as a regulated financial market infrastructure from day one.</p>
<p>This is one of the two most important hires the organisation will make. We are not looking for a process-led project administrator. We are looking for a delivery-obsessed operator who hustles for outcomes, pushes the organisation when it needs pushing, and knows precisely when to escalate and pull in support rather than letting an issue fester. The project manager forms a tight core delivery unit with the programme director and the product owner, and is accountable for the end-to-end internal delivery of the platform and the operating model that surrounds it.</p>

Domain credibility in financial market infrastructure (CSD, CCP, exchange, or payment system) or capital markets platform delivery; able to speak the language of settlement, custody, clearing, and post-trade fluently. Ensure effective management of project risks, changes, and mitigation plans. Oversee document, drawing, data management, handover, and project close-out activities. Ensure project delivery complies with applicable HSSE, Quality Assurance, company, and regulatory standards. Support project audits, compliance reviews, and timely closure of audit actions. Coach and develop team members to drive performance, collaboration, and continuous improvement.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>BSc in Engineering Science or equivalent.</li><li>Preferably certified as a Project Services Manager or equivalent.</li><li>Minimum 12 years of experience in the Oil & Gas industry, including at least 6 years in a managerial position.</li><li>Experience across operations, engineering, projects, and Project Services roles.</li><li>Strong experience in brownfield project controls, cost and schedule management, reporting, handover, and close-out.</li><li>Experience in document/drawing and data management and handover.</li><li>Demonstrated leadership and coaching experience with diverse teams.</li><li>Experience in the execution, engineering, construction, commissioning, or management of major industrial projects, preferably within the Oil & Gas or energy sector.</li><li>Technical Authority Level 2 (TA-2) is desirable.</li></ul>
