Direct integrated project reviews across planning, design, and construction to maximise deliverability and cost-effectiveness in line with business unit requirements. <br>
Develop and maintain an overarching project portfolio framework, including project scheduling, planning and project-management systems, milestone identification, and performance reporting. <br>
Oversee the development and continuous update of the integrated OQEP capital project master plan, and set project strategies, policies, processes, and procedures to realise its goals while ensuring effective interface management between projects. <br>
Maintain portfolio design and construction standards, govern design reviews for new construction, and advocate appropriate system and technology choices. <br>
Integrate project budgets and capital-plan budgets to maximise deliverability and cost-effectiveness, and govern cost control across the portfolio. <br>
Oversee portfolio and integrated facilities contracts, including construction bidding and contracting documentation, ensuring all contractual and project documentation requirements are met. <br>
Govern the selection and evaluation of qualified engineers, specialist consultants, and contractors in coordination with the Projects CoE, chairing or participating in selection committees as required. <br>
Implement facilities design guidelines to raise the quality and consistency of project outcomes, and maintain the technical knowledge base for OQEP's physical facilities as part of asset registration. <br>
Govern the inspection, commissioning, and close-out process, ensuring adherence to standards, contracts, codes, and regulations, and proper handover to operations and Facilities Management. <br>
Implement a post-completion evaluation programme covering clients, project/construction managers, contractors, and consultants to drive continuous improvement. <br>
Establish and govern robust project controls, risk management, and assurance across the portfolio, ensuring transparent cost and schedule status and effective change management. <br>
Champion a strong health, safety, security, and environment culture, ensuring all project activities comply with QHSE and regulatory requirements. <br>
Develop and manage proactive communication protocols with all stakeholders, including executive leadership, the Board, business lines, community, and external partners. <br>
Maintain constructive relationships with the external design and construction community to facilitate effective consultant and contractor engagement. <br>
Lead and manage the function's workforce planning, performance management, capability development, succession planning, and Omanization, in consultation with the Projects CoE, to build a high-performing organisation. <br>

<p>The objective of this assignment is to embed a Financial Planning & Analysis (FP&A) to support enhanced financial management processes, to strengthen governance and operational efficiency within subsidiaries. The consultant will be seconded to selected subsidiaries to address operational inefficiencies by strengthening financial control processes, improving monthly financial reporting discipline, optimizing working capital utilization, and introducing effective cash, debt management, and financial restructuring practices. This includes identifying refinancing opportunities, developing debt servicing strategies, and supporting engagement with creditors where required. A core component of the engagement will be to lead the development of a robust and actionable Annual Business Plan (ABP) that aligns operational execution with financial performance targets. The overarching goal is to enable operational stability, financial sustainability, and improved internal decision-making across the subsidiaries.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Bachelor s degree in Finance, Accounting, Economics, or Business Administration.</li><li>6 10 years of experience in FP&A, strategic finance, or business planning across business cycles, including growth, turnaround, and restructuring.</li><li>Proven experience supporting strategic financial planning, capital investment evaluation, and M&A transactions.</li><li>Proven experience managing financial accounts, budgets, rolling forecasts, and working capital optimization.</li><li>Ability to support debt refinancing, restructuring, and lender negotiations; familiarity with repayment schedules and leveraged finance metrics.</li><li>Experience with cash flow management, forecasting, and liquidity stress testing.</li><li>Ability to generate and interpret management reports, dashboards, KPIs, and financial ratios.</li><li>Proven experience with industry-specific financial knowledge (e.g. food, agribusiness, FMCG, manufacturing).</li><li>Demonstrated skill in building dynamic 3-statement financial models and executing scenario analyses.</li><li>Good understanding of IFRS financial principles and financial statement interpretation.</li><li>Preferred Requirements: FCA, CMA or CPA certifications.</li><li>Experience with automation tools.</li></ul>
