<p>RESPONSIBILITIES </p><p><br></p><p>Strategic Contribution Develop and implement AASAAL s supply chain strategy, annual procurement plan and category priorities in alignment with business, investment, project and operational requirements across AASAAL and its hospitality asset portfolio. Develop, maintain and continuously improve procurement, purchasing, tendering and contract management policies, procedures, templates and controls, ensuring compliance with applicable laws, OIA requirements, delegated authorities and AASAAL policies. Prepare and monitor the Supply Chain budget, procurement pipeline and spend forecasts, and identify opportunities for savings, cost avoidance and process improvement. Procurement & Purchasing Lead end-to-end procurement and purchasing activities across AASAAL and its hospitality asset portfolio from demand planning and sourcing strategy through RFQ/RFP/tendering, evaluation, negotiation, award, purchase order issuance and delivery. Manage day-to-day and project-related purchasing to ensure goods and services are procured at the required quality, commercial terms and timelines. Lead commercial evaluations and coordinate technical evaluations with business owners; prepare award recommendations and obtain approvals from the relevant authorised signatories. Ensure complete and accurate procurement documentation is maintained to provide a clear audit trail and support effective governance and reporting. Oversee supplier registration, categorisation and vendor master data, including alignment with ERP requirements and approved vendor management processes. Contracts & Tendering Lead contracting activities across pre-tender, tender, contract preparation, review, administration, variations, renewals and close-out, ensuring adherence to stakeholder requirements and approved standards. Lead commercial and contractual negotiations to secure favourable terms while ensuring specifications, obligations, delivery requirements, pricing and commercial risks are appropriately addressed. Coordinate with Legal and relevant business owners on contract terms and conditions, amendments, claims, disputes and contractual risk matters, and support timely resolution where required Monitor key contracts, deliverables, expiry and renewal dates, variations and supplier obligations, and escalate potential breaches or performance issues in a timely manner. Supplier & Commercial Management Establish and oversee a supplier management approach that achieves required quality, delivery, service and commercial performance, supported by regular supplier evaluation and performance reviews. Maintain strong knowledge of the local and regional supplier and contractor market and develop a competitive, capable and appropriately diversified supplier base. Drive value-for-money initiatives through effective negotiation, demand consolidation across the hospitality asset portfolio, long-term agreements and other appropriate commercial approaches. Support the development of Omani suppliers and SMEs and monitor in-country value requirements across relevant procurement and tendering activities. Governance, Reporting & Stakeholder Management Ensure procurement and tendering activities are conducted transparently, ethically and in accordance with approved authorities, policies, procedures and applicable regulatory requirements. Build effective working relationships with Finance, Development, Asset & Operations, Audit, Risk & Compliance and other business functions to ensure timely and effective supply chain support. Prepare accurate and timely reports on the procurement pipeline, spend, savings, contract status, supplier performance, cycle times, in-country value and other key supply chain indicators. </p><p><br></p><p>EDUCATION & EXPERIENCE</p><p><br></p><p> Bachelor s degree in Supply Chain Management, Procurement, Business Administration, Engineering, Quantity Surveying or a related discipline. Professional qualification in procurement, supply chain or contract management from a recognised institution is highly desirable. Minimum of 10 years of experience in procurement, purchasing, supply chain and/or contract management, including managerial or supervisory responsibility. Strong experience in end-to-end tendering, commercial evaluation, negotiation, contract administration and supplier management. Experience in managing high-value contracts and complex supplier or contractor relationships. Experience in hospitality, tourism, real estate, construction or project-related procurement is preferred. <p>Provide executive leadership and single-point accountability for the delivery of OQEP's capital projects portfolio, directing the planning, engineering, construction, pre-commissioning, commissioning, and close-out of all upstream projects in accordance with agreed scope, schedule, budget, quality, and functionality. The role owns the project portfolio framework and master plan, optimises resources and deliverability in consultation with the business lines and Opportunity and Project Management System (OPMS) Guidelines and Procedures, and governs integrated project reviews to maximise value and cost-effectiveness. As the senior project authority, the position sets project delivery standards, governs design integrity and contracting strategy, ensures rigorous project controls and assurance, and champions the highest standards of health, safety, security, and environment across all project activities, while building organisational capability and safeguarding people, assets and the Company's reputation.</p>

<p>The position will act in accordance with the OQEP's Mission, Vision, Values & Strategies, as well as policies, guidelines, and international standards, supported by the IDS platform, QHSSE & Energy Management System requirements and standards, Oman's government & other legal justifications, and best international practices in consonance with national objectives.</p>
<p> <strong>Main Tasks and Responsibilities:</strong> </p>
<ul>
<li>Manage and deliver capital projects for the upstream portfolio from planning through commissioning and close-out, in accordance with agreed scope, schedule, budget, and functionality. </li>
<li>Lead upstream project portfolio planning and resource optimisation in consultation with the business lines and the Projects Centre of Excellence (CoE). </li>
<li>Direct integrated project reviews across planning, design, and construction to maximise deliverability and cost-effectiveness in line with business unit requirements. </li>
<li>Develop and maintain an overarching project portfolio framework, including project scheduling, planning and project-management systems, milestone identification, and performance reporting. </li>
<li>Oversee the development and continuous update of the integrated OQEP capital project master plan, and set project strategies, policies, processes, and procedures to realise its goals while ensuring effective interface management between projects. </li>
<li>Maintain portfolio design and construction standards, govern design reviews for new construction, and advocate appropriate system and technology choices. </li>
<li>Integrate project budgets and capital-plan budgets to maximise deliverability and cost-effectiveness, and govern cost control across the portfolio. </li>
<li>Oversee portfolio and integrated facilities contracts, including construction bidding and contracting documentation, ensuring all contractual and project documentation requirements are met. </li>
<li>Govern the selection and evaluation of qualified engineers, specialist consultants, and contractors in coordination with the Projects CoE, chairing or participating in selection committees as required. </li>
<li>Implement facilities design guidelines to raise the quality and consistency of project outcomes, and maintain the technical knowledge base for OQEP's physical facilities as part of asset registration. </li>
<li>Govern the inspection, commissioning, and close-out process, ensuring adherence to standards, contracts, codes, and regulations, and proper handover to operations and Facilities Management. </li>
<li>Implement a post-completion evaluation programme covering clients, project/construction managers, contractors, and consultants to drive continuous improvement. </li>
<li>Establish and govern robust project controls, risk management, and assurance across the portfolio, ensuring transparent cost and schedule status and effective change management. </li>
<li>Champion a strong health, safety, security, and environment culture, ensuring all project activities comply with QHSE and regulatory requirements. </li>
<li>Develop and manage proactive communication protocols with all stakeholders, including executive leadership, the Board, business lines, community, and external partners. </li>
<li>Maintain constructive relationships with the external design and construction community to facilitate effective consultant and contractor engagement. </li>
<li>Lead and manage the function's workforce planning, performance management, capability development, succession planning, and Omanization, in consultation with the Projects CoE, to build a high-performing organisation. </li>

The HSE Officer is responsible for conducting inspections, supporting incident investigations, delivering toolbox talks, and promoting a safe, healthy, logistic plans and environmentally responsible workplace under the guidance of the HSE Manager, once onboard.</p><p><b>KEY ACCOUNTABILITIES AND RESPONSIBILITIES</b></p><ul><li>Conduct regular safety inspections and risk assessments to identify potential hazards in the workplace. Ensure that identified hazards are reported and addressed through corrective actions. Able to make a Risk Assessment form as per regular safety inspections.</li><li>Support day-to-day compliance with health and safety laws, regulations, and standards at the site/work location. Keep up to date with health and safety legislation and industry s best practices.</li><li>Assist the HSE Manager in implementing and reviewing health and safety policies, procedures, and programs at the site level.</li><li>Deliver toolbox talks and safety training/inductions for employees on proper use of equipment, emergency protocols, first aid, and other relevant health and safety topics. Organize drills, such as fire drills, to ensure readiness in emergencies</li><li>Support the investigation of accidents, near misses, and safety-related incidents, and help determine causes and propose corrective actions. Maintain detailed records of incidents and accidents.</li><li>Prepare Daily, Weekly and Monthly HSE Reports on health and safety performance, including accident rates, safety inspections, and training records, and submit to the HSE Manager. Maintain records of all safety-related documentation for compliance purposes.</li><li>Support the implementation of emergency response procedures (e.g., fire, chemical spills, medical emergencies). Ensure that all employees are aware of and trained in emergency procedures.</li><li>Monitor the correct use of safety equipment and ensure that appropriate PPE is available to employees and inspection, and maintenance of Personal Protective Equipment (PPE). Regularly inspect safety equipment for maintenance and replace damaged items</li><li>Work closely with managers, supervisors, and employees to foster a safety culture. Recommend improvements to workplace safety practices and culture. Stay informed about new safety technologies and practices that can enhance workplace safety.</li><li>Conduct and report daily and weekly to the HSE Manager on HSE toolbox talks and site walkarounds to ensure ongoing compliance and hazard identification.</li><li>Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed investigation reports with recommendations.</li><li>Monitor high-risk activities, including excavation, lifting operations, work at height, confined space entry, hot work, and electrical work.</li><li>Inspect firefighting equipment, first aid facilities, emergency exits, and welfare facilities to ensure readiness and compliance.</li><li>Monitor housekeeping standards, waste management practices, environmental protection measures, and pollution prevention controls.</li><li>Maintain accurate HSE records, inspection reports, incident reports, training records, and statutory documentation.</li><li>Conduct regular HSE audits and inspections to verify compliance with company procedures, client requirements, and applicable legislation.</li><li>Follow up on corrective and preventive actions to ensure timely closure of identified findings.</li><li>Promote a positive safety culture through effective communication, coaching, employee engagement, and continuous improvement initiatives.</li><li>Ability to work independently and effectively within multidisciplinary teams</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Diploma or Bachelor's degree in health and safety, environmental, occupational health, or a related field/equivalent.</li><li>Professional HSE certification such as IOSH Managing Safely or NEBOSH International General Certificate (IGC) is preferred</li><li>Bachelor with minimum 7 years of experience in a health and safety role, preferably in a similar industry (Facilities management/Construction)</li><li>Diploma with minimum 10 years of experience in a health and safety role, preferably in a similar industry (Facilities management/Construction)</li><li>Experience in construction or high-rise building projects is an advantage</li><li>Familiarity with international HSE management standards, including ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management).</li><li>Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.</li><li>Good command of written and spoken English language skills is an advantage.</li></ul>
