<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Economic dispatch & Spot Market Section Head is responsible to achieve full compliance with OETC obligations of (a) reliable and economic operation in all dispatch related and planning functions through appropriate studies, planning and coordination with other stakeholders of dispatch and (b) Spot Market obligations. Develop methodologies for assessing system adequacy and security of supply to support Oman s energy transition and electricity-sector decarbonization. Assist the Director of Planning & Economics in the preparation of the seven year statements. Develop planning methodologies and analytical frameworks to support renewable energy integration, standalone battery energy storage systems, pumped hydro storage, hydrogen and other emerging low-carbon technologies. Liaise with key stakeholders to define data requirements, coordinate data collection and ensure input assumptions are complete, consistent and fit for planning and modelling purposes. Manage and undertake day-to-day modelling activities including generation expansion planning, production cost modelling, plant operational simulation studies and fuel usage studies. Evaluate resource options for electricity and water supply, including specific supply technologies with their cost and operating parameters, and maintain associated databases necessary for resource planning. Assess capacity contribution of conventional and renewable generation technologies. Evaluate system flexibility, operability and balancing requirements under increasing renewable energy penetration, including the role of standalone BESS, pumped hydro storage, demand-side resources and other flexibility options. The program ultimately targets the restoration of 30,000 hectares of land, an estimated 750,000 tCO2e/year in greenhouse gas emission reductions, and the creation of over 1,000 green jobs. The implementation of the ARISE Program is structured around two phases. Phase 1 will cover 2 years, and Phase 2 will be over 4 years. <p> <strong>Role Objective:</strong> </p>
<p>Due to the growing number of pipeline projects, MDO is seeking Principal Mining Engineer to lead Technical Studies to own and drive the technical study process and to bridge between the Exploration, Business Development (BD) and Project Development (PD) teams in advancing projects through successive stages of maturity.</p>
<p>As a suitably qualified and experienced Principal Mining Engineer reporting to the Director of Exploration Planning and Chief Exploration Officer, you will initiate, scope, lead and quality-assure multidisciplinary technical studies across the portfolio, integrating geology, mining, metallurgy and processing, infrastructure, environmental and economic inputs into investment-ready deliverables. You will manage external consultants and contractors, govern study quality against stage-gate criteria, and support the BD and PD teams through the full project lifecycle (scoping, pre-feasibility, feasibility, project assessment, remediation, and decommissioning/closure). Regular site visits and close coordination with a range of consultants will be required.</p>

<p>7. Directing and reviewing short-, medium- and long-term mine design, LOM planning and scheduling produced in-house or by consultants</p>

<p> Minimum 10 years overall experience across mining studies and projects, spanning multiple commodities including base and precious metals, chromite, and industrial minerals (dolomite, gypsum, silica, limestone), with several years in a study management or technical lead capacity</p>
<p> Initiating, leading and delivering technical studies (scoping, pre-feasibility and feasibility) through formal stage-gate processes</p>
<p> Managing multidisciplinary study teams and external consultants from concept through to feasibility and execution</p>

The Officer will work in close collaboration with the Regional MEL Senior Officer for the Middle East and North Africa (MENA) to implement GGGI s organizational-wide MEL framework at the program level. This role involves coordinating MEL implementation, data collection, analysis, and visualization, learning & reporting following the comprehensive MEL plan for ARISE, including supporting baseline assessments such as Knowledge, Aptitude, and Practices (KAP) surveys and ecological data tracking. Additionally, the Officer will collaborate with the Program Implementation Unit (PIU) to create tailored MEL tools, assist in internal and external reporting, and contribute to the capacity of local partners and government stakeholders.</p><p>PURPOSE • Coordinate the implementation and periodic review of MEL framework and MEL Plan specifically for the Oman ARISE Program, ensuring alignment with overall program objectives and GGGI s global MEL standards. • Support updates to the Theory of Change (TOC) and Detailed Implementation Plan (DIP) based on field validations and data collection. • Coordinate and execute formal baseline assessments including integrating GIS spatial data, GHG emission tracking, and socio-economic data within the first months of the inception phase. • Collaborate with the Program Lead and technical experts to design tailored mobile data collection tools and dashboards that effectively monitor and evaluate program outputs and outcomes. • Compile lessons learned and best practices to refine the program s adaptive management strategies.</p><p>ENGAGEMENT • Collaborate with program team members to design, test, and implement tailored MEL and data collection tools that effectively monitor and evaluate community-level project activities. • Maintain close communication with the RO-MENA and collaborates closely with the Regional MEL Senior Officer (MENA) to ensure adherence and contribute to GGGI s Project/Program Cycle Management (PCM) guidelines and MEL methodologies. • Engage actively with key Omani government stakeholders, including the Environment Authority (EA), the National Centre for Statistics and Information (NCSI), and the Oman Zero Carbon Center, to align program MRV methodologies with national tracking systems and NDCs. • Partner with local academic institutions, primarily the Dhofar University Biodiversity Research Center (BRC), to execute randomized field surveys, focus group discussions, and ecological data triangulation.</p><p>DELIVERY • Coordinate and support mixed-methods baseline assessments, including large-scale KAP surveys targeting Dhofar communities, ensuring high-quality data collection following statistically valid random sampling frameworks. S/he assists in conducting engineering assessments, preparing technical specifications, drawings, and cost estimates, and ensuring that all infrastructure complies with applicable standards, environmental requirements, and project work plans. Working closely with project teams and local counterparts, the Officer ensures that deliverables are produced in a timely manner to support broader project objectives within established scope, schedule, and budget.</p><p>ENGAGEMENT • Work closely with the Chief of Party (ARISE Program Lead), Regional Director, the Program Implementation Unit (PIU), the Regional PIU Support Team, and Stakeholders to support technical design of infrastructures and engineering assessments, complying with established GGGI policies, and Omani Government standards, while ensuring timely action and response. • Keep abreast on civil engineering changes in policies and regulations, and undertake timely strategic review of GGGI's country program ensuring continued relevance. • Maintain close communication with the PIU Team, MENA Regional Support Team, and Omani Authorities to share project requirements, coordinate field activities, and facilitate smooth technical collaboration. In consultation with the Regional PIU Support Team, advise the Program Director and PIU Team on general Engineering rules, standards of internal and external best practices, and supervision of construction works. • Provide timely and high-quality support to the ARISE Program Director and PIU Team for the effective end-to-end execution of the engineering assignments. • Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA Regional PIU Support team.</p><p>DELIVERY • Assist in conducting engineering assessments, site investigations, and feasibility studies for water resource infrastructure, ensuring technical, environmental, and economic viability. • Prepare and review technical designs, technical specifications, drawings, bills of quantities (BoQs), and cost estimates for project infrastructure. • Oversee the design and construction supervision of boreholes, water harvesting dams, storage facilities, distribution networks, irrigation systems, and associated civil works. • Design and supervise the installation of fog water harvesting (fog catchment) systems tailored to the climatic conditions of Dhofar Governorate. • Provide technical leadership for water conservation measures, including fencing, erosion control, and watershed protection structures. • Ensure all engineering works and documentation comply with national regulations, international engineering standards, environmental safeguards, and climate resilience requirements. • Coordinate with contractors, consultants, government entities, and local communities to facilitate effective implementation, quality assurance, and timely delivery of infrastructure works. • Monitor construction progress, conduct site inspections, review contractors' deliverables, and certify completed works in accordance with contractual requirements. • Identify engineering risks and propose practical, cost-effective solutions to address technical challenges during design and implementation. • Support procurement processes by preparing technical documentation, evaluating bids, and providing technical recommendations for contractor and consultant selection. • Contribute to project planning, budgeting, reporting, and knowledge sharing by documenting engineering progress, lessons learned, and best practices. • Strengthen the capacity of project staff and local stakeholders through technical guidance and on-the-job support in sustainable water resource infrastructure development. • Maintain a reputation for quality and reliability through the provision of services consistently and in keeping with the policies and principles of the organization</p><p>WORKING CONDITIONS Water Resource Management Officer is a G8NAT grade level in GGGI s national salary scale. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. <p><b>Purpose </b>of the Position Muscat University is looking to grow its Faculty of Business & Management through the appointment of a Assistant Professor in a wide area of Business Management specializations. The candidate is expected to manage and support cross-faculty delivery of postgraduate, undergraduate, and executive programmer. With an ethos of providing an exceptional student experience, the post holder will work with the Faculty Dean and teaching staff as any partner faculty/University to ensure efficient and effective delivery of modules. S/he will be responsible for ensuring that curriculum management and enhancement activities comply with required standards of the Omani accreditation authorities and those with partner(s). The post holder is expected to drive His/her research agenda in alignment with the University s Research Strategy.
