<p><strong>Purpose</strong> Lead the delivery of OMRAN's South Cluster - including Janaen Salalah, Khor Rori and other current or potential projects in the South - as the single accountable owner for scope, cost, schedule, quality, HSE and stakeholder outcomes across all active phases. The General Manager is responsible for operating the approved cluster delivery model within OMRAN's stage-gate framework, ensuring that projects are delivered in accordance with approved master plans, design standards, technical requirements, business plans and delegated authorities, while coordinating effectively with central functions and representing OMRAN with key stakeholders in Dhofar.</p><p><strong>Responsibilities</strong></p><p><strong>Strategic Contribution</strong></p><ul><li>Translate the approved South Cluster business plan, destination strategy and development priorities into an integrated portfolio delivery plan for Janaen Salalah, Khor Rori and other assigned projects.</li><li>Act as the single accountable owner for the South portfolio across the full development life cycle, ensuring alignment of scope, cost, schedule, quality, HSE and commercial outcomes.</li><li>Sponsor projects and phase releases through the applicable G0-G6 stage-gates within delegated authority, ensuring that required evidence, business cases and recommendations are robust and timely.</li><li>Maintain a strong understanding of real-estate, tourism, hospitality and residential market dynamics relevant to the South portfolio and use market evidence to inform development and monetization decisions.</li></ul><p><strong>Leadership</strong></p><ul><li>Lead, build and develop the South Cluster delivery team, including project managers, PMO/project controls, commercial and handover resources and other assigned personnel.</li><li>Set clear accountabilities, objectives and performance expectations for the cluster team and create a culture of ownership, transparent reporting, collaboration and delivery discipline.</li><li>Develop Omani project leadership capability through coaching, knowledge transfer, succession planning and meaningful delegation.</li></ul><p><br></p><p><strong>Education &amp; Experience</strong></p><ul><li>Bachelor's degree in Engineering, Construction Management, Architecture, Quantity Surveying, Real Estate or a related discipline; PMP, chartered status or equivalent professional qualification is an advantage.</li><li>A minimum of 15 years of relevant real-estate, destination or development delivery experience, including at least 5 years leading multi-project portfolios at Project Director, Development Director or General Manager level.</li><li>Proven track record of delivering a master-planned community, resort or mixed-use destination through multiple phases, preferably including residential build-to-sell components.</li><li>Strong experience in residential development, including off-plan sales, escrow requirements, phased construction and customer handover.</li><li>Extensive experience managing consultants and contractors, with strong commercial knowledge of cost management, contracts, claims and variation control.</li><li>Experience operating in stage-gated, PMO-driven and matrix delivery environments with central design and technical authorities.</li><li>Proven government and community stakeholder-management experience; familiarity with Dhofar or southern Oman is a distinct advantage.</li><li>Strong HSE leadership and demonstrated sensitivity to environmental, coastal, archaeological and heritage constraints.</li><li>Arabic is strongly preferred given the local stakeholder environment.</li></ul><p><strong>Key Skills &amp; PMP, chartered status or equivalent professional qualification is an advantage.</li><li>A minimum of 15 years of relevant real-estate, destination or development delivery experience, including at least 5 years leading multi-project portfolios at Project Director, Development Director or General Manager level.</li><li>Proven track record of delivering a master-planned community, resort or mixed-use destination through multiple phases, preferably including residential build-to-sell components.</li><li>Strong experience in residential development, including off-plan sales, escrow requirements, phased construction and customer handover.</li><li>Extensive experience managing consultants and contractors, with strong commercial knowledge of cost management, contracts, claims and variation control.</li><li>Experience operating in stage-gated, PMO-driven and matrix delivery environments with central design and technical authorities.</li><li>Proven government and community stakeholder-management experience; familiarity with Dhofar or southern Oman is a distinct advantage.</li><li>Strong HSE leadership and demonstrated sensitivity to environmental, coastal, archaeological and heritage constraints.</li><li>Arabic is strongly preferred given the local stakeholder environment.</li></ul>
