<section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p><strong>POSITION SUMMARY</strong><br>The Group Chief Executive Officer (GCEO) provides strategic leadership, direction, and oversight across ITHCA Group and its portfolio of subsidiaries, investees, and joint ventures. The GCEO s mandate is to develop new industries in the technology and digital economy sector in a financially sustainable manner building a portfolio of long-term, strategically significant investments that advance Oman Vision 2040 and the national digital economy, in alignment with OIA s strategic direction. Reporting directly to the Board of Directors, the GCEO is responsible for defining and executing the Group s vision, investment strategy, and operating plans; ensuring robust governance and accountability; originating and managing strategic partnerships; optimizing portfolio value and returns; and positioning ITHCA as Oman s leading platform for participation in future emerging-technology value chains, in close coordination with the Oman Investment Authority (OIA) and key stakeholders. The role requires a visionary, results-oriented investor-leader who governs through strategy, capital allocation, and oversight, with a focus on creating new industries for Oman in the technology and digital-economy sector empowering subsidiaries and investees with operational autonomy within an agreed framework rather than intervening directly in day-to-day operations and who integrates commercial returns with national impact, innovation, and digital sovereignty. Accountability is clearly delineated: the GCEO is accountable for portfolio performance, strategic direction, and capital allocation, while subsidiary CEOs remain accountable for the operational execution of their respective businesses.</p><p><strong>KEY RESPONSIBILITIES:</strong></p><p><strong>Strategic Leadership and Governance</strong><br>Define and articulate ITHCA s vision, mission, and long-term investment strategy in alignment with national technology and digital-economy priorities, OIA s direction, and the guidance of the Board. Lead the preparation and execution of annual business and operating plans, ensuring effective performance against approved budgets and KPIs. Establish and enforce group-wide governance frameworks, policies, compliance systems, and accountability mechanisms across all subsidiaries, investees, and joint ventures. Secure strategic alignment between the Group, OIA, and the Board on all major investment, divestment, and capital decisions. Ensure transparency and timely reporting to the Board and its committees, including Executive, Audit &amp; Risk, and Investment committees.</p><p><strong>Portfolio Value Creation and Operational Governance</strong><br>Develop and execute portfolio value-creation initiatives to improve operational performance, commercial growth, technology capabilities, and enterprise value across the Group. Govern through a holding-company model providing strategic guidance, oversight, and direction while empowering portfolio companies with operational autonomy within an agreed framework. Exercise shareholder oversight through subsidiary Boards, governance frameworks, and performance management. Monitor the strategic, financial, and operational performance of subsidiaries, investees, and joint ventures against approved KPIs (e.g., ROI, EBITDA), intervening only where performance or risk thresholds require. Identify, enable, and leverage synergies, economies of scale, and best practice sharing across the Group and its portfolio. Establish a clear delegation of authority so that operational decisions sit with subsidiary leadership while strategic, investment, and capital decisions are governed at Group level. Ensure consistent group-wide standards for risk management, cybersecurity, due diligence, and quality of investment execution.</p><p><strong>Portfolio, Investment and Financial Stewardship</strong><br>Define the Group s investment thesis and lead portfolio construction across long-term, strategically significant technology and emerging technology assets. Lead the origination, strategic analysis, and execution of major acquisitions, divestments, and entry/exit decisions, providing formal recommendations to the Board / Investment Committee for approval. Govern portfolio-level capital allocation with disciplined, risk-adjusted return criteria; review and challenge asset-level business plans and significant capital requests for alignment with the overarching portfolio strategy. Develop and execute divestment and exit strategies including IPOs, private placements, strategic partnerships, and portfolio restructuring to recycle capital and maximize long-term portfolio value. Establish the financial framework, risk appetite, and return hurdles for all investments, ensuring capital is deployed in line with the approved strategy and long-term value-creation plan. Ensure rigorous due diligence on all investments, with accurate financial reporting and compliance against agreed KPIs, budgets, and governance standards.</p><p><strong>Partnerships and Ecosystem Development</strong><br>Originate and manage strategic partnerships, joint ventures, and alliances with international and local investors, technology operators, and government stakeholders. Strengthen public private partnerships that expand Oman s technology and emerging technology footprint and attract foreign direct investment, technology transfer, and localization. Build and maintain trusted relationships with OIA, government ministries and agencies (at Director-General and Ministerial level), regulators, financial institutions, and global technology leaders. Position ITHCA as the partner of choice for locating emerging-technology capabilities and value chains within the Sultanate.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><h2>Education and Experience:</h2><p><strong>Education</strong><br>Advanced degree in Business Administration, Finance, Economics, Technology, or a related field; an MBA or equivalent postgraduate qualification is strongly preferred. A professional finance/investment qualification (e.g., CFA or CAIA) is advantageous. Additional certifications in corporate governance, leadership, or sustainability (ESG) are advantageous.</p><p><strong>Experience</strong><br>At least 18 years of progressive executive experience, including a senior C-Suite or Group CEO capacity, spanning investment management, technology M&amp;A, strategy, and executive leadership. Demonstrated record in managing complex matrix relationships across multiple business entities. Experience engaging with senior government stakeholders, regulators, and commercial partners, preferably at Ministerial or equivalent level. Track record in portfolio management, capital allocation, and securing partnerships, joint ventures, and large-scale investment programs. Management experience in a holding or investment company is strongly desirable. Strong governance experience, including regular engagement with Board committees.
