To learn more please visit about GGGI web page.</p><p>In the Sultanate of Oman, under the oversight of the Regional Office (RO) for the Middle East and North Africa (MENA), the Regional Director (RD) has been leading a multi-disciplinary team of experts to develop a partnership with the Government through the leadership of the Environment Authority (EA) to develop the "Accelerating Resilience and Innovation for Sustainable Ecosystems management" (ARISE) Program . The ARISE Program is a USD 100 million initiative spanning six years, designed to deliver climate action, ecosystem restoration, and economic growth through Nature-based Solutions (NbS) integrated into the Bioeconomy and Sustainable Special Economic Zones (SSEZs) . The program ultimately targets the restoration of 30,000 hectares of land, an estimated 750,000 tCO2e/year in greenhouse gas emission reductions, and the creation of over 1,000 green jobs. The implementation of the ARISE Program is structured around two phases. Phase 1 will cover 2 years, and Phase 2 will be over 4 years. The funding has been approved for Phase 1.</p><p>PURPOSE The Water Resource Management Officer (Civil Engineer) applies specialized civil engineering concepts under close supervision to support the planning, technical design, and implementation of water resource and related infrastructure under Phase 1 of the project. S/he assists in conducting engineering assessments, preparing technical specifications, drawings, and cost estimates, and ensuring that all infrastructure complies with applicable standards, environmental requirements, and project work plans. Working closely with project teams and local counterparts, the Officer ensures that deliverables are produced in a timely manner to support broader project objectives within established scope, schedule, and budget.</p><p>ENGAGEMENT • Work closely with the Chief of Party (ARISE Program Lead), Regional Director, the Program Implementation Unit (PIU), the Regional PIU Support Team, and Stakeholders to support technical design of infrastructures and engineering assessments, complying with established GGGI policies, and Omani Government standards, while ensuring timely action and response. • Keep abreast on civil engineering changes in policies and regulations, and undertake timely strategic review of GGGI's country program ensuring continued relevance. • Maintain close communication with the PIU Team, MENA Regional Support Team, and Omani Authorities to share project requirements, coordinate field activities, and facilitate smooth technical collaboration. In consultation with the Regional PIU Support Team, advise the Program Director and PIU Team on general Engineering rules, standards of internal and external best practices, and supervision of construction works. • Provide timely and high-quality support to the ARISE Program Director and PIU Team for the effective end-to-end execution of the engineering assignments. • Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA Regional PIU Support team.</p><p>DELIVERY • Assist in conducting engineering assessments, site investigations, and feasibility studies for water resource infrastructure, ensuring technical, environmental, and economic viability. • Prepare and review technical designs, technical specifications, drawings, bills of quantities (BoQs), and cost estimates for project infrastructure. • Oversee the design and construction supervision of boreholes, water harvesting dams, storage facilities, distribution networks, irrigation systems, and associated civil works. • Design and supervise the installation of fog water harvesting (fog catchment) systems tailored to the climatic conditions of Dhofar Governorate. • Provide technical leadership for water conservation measures, including fencing, erosion control, and watershed protection structures. • Ensure all engineering works and documentation comply with national regulations, international engineering standards, environmental safeguards, and climate resilience requirements. • Coordinate with contractors, consultants, government entities, and local communities to facilitate effective implementation, quality assurance, and timely delivery of infrastructure works. • Monitor construction progress, conduct site inspections, review contractors' deliverables, and certify completed works in accordance with contractual requirements. • Identify engineering risks and propose practical, cost-effective solutions to address technical challenges during design and implementation. • Support procurement processes by preparing technical documentation, evaluating bids, and providing technical recommendations for contractor and consultant selection. • Contribute to project planning, budgeting, reporting, and knowledge sharing by documenting engineering progress, lessons learned, and best practices. • Strengthen the capacity of project staff and local stakeholders through technical guidance and on-the-job support in sustainable water resource infrastructure development. • Maintain a reputation for quality and reliability through the provision of services consistently and in keeping with the policies and principles of the organization</p><p>WORKING CONDITIONS Water Resource Management Officer is a G8NAT grade level in GGGI s national salary scale. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. General Purpose <br><p>Direct and execute the commercial strategy under the general direction of the Chief Executive Officer.
