The Country Manager – Oman is responsible for the overall leadership, representation,
governance, and performance of the company’s operations in the Sultanate of Oman. The role
provides strategic direction, ensures full regulatory and financial compliance, drives business
growth, and oversees operational and technical excellence across infrastructure design and
construction supervision projects.
The Country Manager acts as the primary representative of the firm in Oman, maintaining strong
relationships with government entities, clients, and strategic partners, while ensuring alignment
with Group strategy and standards.
Key Responsibilities
1. Company Representation & Governance
• Represent the company in meetings with government authorities, ministries,
municipalities, Tender Board, utilities, free zones, embassies, and industry bodies.
• Act as the authorized signatory for the Oman entity in line with the Board-approved
Delegation of Authority.
• Serve as the official spokesperson for the company in Oman, coordinating media and public
communications with Group Communications.
• Ensure all company registrations, licenses, permits, visas, and renewals are obtained and
maintained in full compliance with Omani laws and regulations.
• Maintain strong corporate governance and ensure alignment with Group policies and
ethical standards.
2. Business Development & Commercial Leadership
• Develop and execute business development and market expansion strategies across
infrastructure, engineering consultancy, and construction supervision sectors.
• Identify, qualify, and pursue new opportunities with public and private sector clients.
• Lead pipeline management from opportunity identification through prequalification, tender
submission, negotiation, and contract award.
• Oversee joint ventures, consortiums, and strategic partnerships, including partner
selection, structuring, and governance.
• Lead and approve prequalification documents, technical proposals, and financial bids.
• Oversee contract drafting, negotiation, and review for consultancy, EPCM, supervision, and
subcontract agreements.
3. Financial Leadership & Compliance
• Manage the financial performance of the Oman branch, including budgeting, forecasting,
and financial planning.
• Monitor revenue, margins, cash flow, and cost control to ensure sustainable profitability.
• Ensure compliance with tax, VAT, and local financial regulations, including timely filings and
audit readiness, in coordination with Group Finance.
• Enforce internal financial controls, reporting standards, and contractual compliance.
4. Operations & Team Management
• Oversee day-to-day operations of the Oman branch, ensuring efficient and effective project
delivery.
• Lead and supervise a multidisciplinary team of approximately 70 employees (30 officebased, 40 site-based).
• Directly manage senior leadership roles, including:
o Human Resource Manager
o Tender & Proposal Manager
o Head of Design Division / Technical Manager
o Head of Supervision Division
o Finance and Commercial Functions
• Drive operational excellence, ensuring projects meet agreed quality, cost, safety, and
schedule objectives.
• Establish, implement, and enforce standard operating procedures (SOPs), project controls,
and a country-level QA/QC system aligned with international standards.
5. Client & Stakeholder Engagement
• Build and maintain strong, long-term relationships with clients, regulators, and strategic
partners.
• Represent the company in client meetings, negotiations, claims, and dispute resolution, as
required.
• Act as a trusted advisor to key clients, supporting repeat business and long-term
partnerships.
• Ensure effective communication, coordination, and reporting between the Oman branch,
HQ in Italy, and other regional offices.
6. Technical & Strategic Oversight
• Provide strategic oversight for infrastructure design, flood risk studies, slope stability, and
construction supervision projects.
• Ensure adherence to best engineering practices, applicable codes, and international
standards.
• Promote innovation and digital delivery, including BIM, model-based coordination, and
data standards.
• Ensure brand and technical consistency across all proposals, reports, and public-facing
materials.
• Degree in Civil Engineering (preferred) with strong management experience,
OR a Business/Management degree with substantial exposure to the engineering
consultancy sector.
• Minimum 10+ years’ experience in civil engineering consultancy, infrastructure
development, or related sectors.
• Proven leadership experience in business development, financial management, and
operations.
• Strong experience in MENA/GCC markets, preferably Oman.
• Demonstrated ability to manage technical, commercial, and financial aspects of engineering
projects.
