External representation and communications: Level 5

Interpersonal contact is regular and varied – both oral and written. The role involves negotiation, influencing skills, and representation of SC Jordan’s position with senior level representatives including governmental level decision makers, donors, as well as the wider global SC community. Exemplary level of spoken and written English is critical. The leadership role will have a significant impact on the reputation and performance of the organization.

ROLE PURPOSE:

The Project Manager will lead and coordinate a national project for refugee and host community boys and girls, covering a wide geographical scope. The project will improve access to quality, inclusive, safe and integrated non-formal education services for out of school refugee and Jordanian boys and girls through identifying and mitigating the barriers at the individual, classroom, and community levels through integrated interventions focusing on:

  1. Reintegration and retention of out of school children into certified non-formal education pathways, and improve their sense of safety and well-being.
  2. Strengthening the capacity of education service providers (Ministry of Education (MoE) personnel and community mobilizers) and ensuring an inclusive and safe learning environment.
  3. Improve social cohesion between refugee and host communities within the targeted areas to promote a sustained, protective environment for children to learn.

 

The Project Manager is expected to provide overall leadership and oversee project administration with a focus on donor compliance. S/he will serve as the principle institutional liaison with MoE and stakeholders, ensuring the quality, timeliness, and efficiency of all products and activities generated and implemented under the project. S/he will have financial and human resource management and will take on a strategic leadership role in Monitoring, Evaluation, Accountability and Learning (MEAL).

 

SCOPE OF ROLE:

Reports to: Head of Education Programs

Dimensions: The program will operate on a national scale and manage key relationships within MoE, SC member offices, donors, SCJ project staff, and other key stakeholders.

Staff directly reporting to this post: 3 (1Project Officer, 3 Project Coordinator, 1 Outreach and Mobilization Officer)

 

KEY AREAS OF ACCOUNTABILITY:

Support the delivery of an effective project by:

  • Supervise the activities implemented under the project, and guarantee that they are in line with the project design, and procedures outlined by the donor and Save the Children.
  • Manage field teams and oversee implementation of project components directly under the management of SCJ.
  • Ensure excellent coordination with MoE and and key stakeholders.
  • Work with the Education and Protection Technical Advisors to ensure quality implementation of all activities and technical development of MEAL (Monitoring, Evaluation, Accountability, and Learning) tools.
  • Develop and oversee the detailed workplans, cross-training initiatives, budgets and any other project-related documents (Procurement Plan, Recruitment Plan, Communication Plan, Spending Plan, etc.); 
  • Develop and provide oversight of the capacity building plan of MoE personnel and support budget management according to donor compliance.
  • Develop and oversee a nation wide outreach & mobilzation campaign to identify, mobilize, enroll, and retain the children in the target locations using a community based approach.
  • Ensure targeted children are provided with individualized, age, disability, and gender appropriate protective services as per the project design.
  • Collaborate with the MEAL Department on the design and development of MEAL tools, MEAL Plan and coordinate regular MEAL workshops.
  • Monitor and analyze project performance through a range of measures, and communicating this back to the relevant departments and consortium members, with appropriate recommendations.
  • In collaboration with the MEAL Department, establish mechanisms for knowledge sharing and learning between key steakholders and with other parties.
  • Ensure that lessons learned are consolidated and used to inform ongoing and future practices.
  • Work with relevant project staff to identify any implementation-related technical issues/challenges.
  • Supervise the recruitment, interviewing and placement of applicants project staff and volunteers.
  • Supervise the design, planning and implemention of cross-trainings of the key approaches for implmentation quality assuance.
  • Provide technical assistance, training and mentorship to SCJ staff.
  • Prepare periodical project narrative and financial progress reports.
  • Facilitate regular coordination meetings between the relevant stakeholders for project progress monitoring.  
  • Monitor budget regularly with the Finance Director, hold BVA meetings with SCJ team, and ensure  financial procedures and in compliance with the donor.
  • Hold regular meetings with the Advocacy, Media and Campaign Director to ensure propoer visibility of the donor in accordance with the project design.
  • Coordinate the implementation of the communication strategies, including case studies.
  • In conjunction with financial, logistics and program staff, oversee internal and external audits and project planned  evaluation, ensuring that any agreed recommendations are implemented and adopted within the project implementation period.
  • Ensure timely close-out of the project.
  • Perform other duties as assigned by the responsible parties.

QUALIFICATIONS AND EXPERIENCE

  • A post-graduate degree in Education, Social Science or related subjects.
  • At least 7 years’ experience in a project management role in an international NGO or similar organization, in the areas of Education and Protection.
  • Proven experience in managing a large program.
  • Substantial experience in working on educational projects with Ministry of Education.
  • In depth knowledge of the education system in Jordan.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Good technical knowledge of policy and practice in the fields of Education and Protection.
  • High-level communication and people skills.
  • Excellent writing, articulate, good networker, able to adroitly negotiate between various stakeholders.
  • Strong leadership skills demonstrated by the ability to bring together a multi-disciplinary team with diverse backgrounds and educational levels;
  • Proven ability to maintain oversight of all elements of program implementation and operational support
  • Experience of working with and building the capacity of implementing teams
  • Previous experience in donor reporting.
  • Ability to design, roll out and maintenance of monitoring and evaluation tools and frameworks.
  • Highly developed diplomacy and interpersonal skills.
  • Commitment to the values and principles of Save the Children.
  • Fluent in English and Arabic writing and communication skills.
