We are seeking an experienced Civil Inspector to oversee and verify civil works for a Combined Cycle Gas Turbine (CCGT) power plant during construction and pre-commissioning. The role ensures compliance with drawings, specifications, ITPs, method statements, and applicable standards, with a strong focus on quality, safety, and timely delivery. You will work closely with the EPC/Contractor, Owner’s Engineer, and HSE teams to ensure all civil and structural works meet project requirements.
Site Supervision & Quality Control
- Inspect and supervise civil and structural works: foundations (GT/HRSG/STG/transformers), pedestals, pipe racks, control building, cooling towers/basins, chimneys/stacks, tanks, equipment foundations, culverts, underground utilities (stormwater, sewer, potable water, firewater), approach roads, pavements, trenching/backfilling, fencing, and buildings/ancillaries.
- Verify compliance with approved IFC drawings, project specifications, ITPs, method statements, and codes/standards (e.g., ACI, ASTM, AISC/BS EN, BS 8007/BS 8110/Eurocodes where applicable).
- Monitor and witness concrete works (formwork, rebar fixing, embed plates, anchor bolts, grouting), earthworks (compaction per Proctor/field density), asphalt, waterproofing, structural steel erection, painting/coating, rebar, precast, and piling (if applicable).
- Review and approve material deliveries against MARs and MTCs; ensure traceability and proper storage.
- Coordinate material testing with labs: slump, compressive strength, trial mixes, FDT, plate load tests, rebar tensile/bend tests, weld NDT (if scope overlaps), coating DFT checks, etc.
Documentation & Reporting
- Implement and maintain inspection records, RFI/WIR logs, checklists, daily site reports, NCRs, SNCs, CARs, and punch lists.
- Review and comment on method statements, ITPs, shop drawings, as-builts, and red-line markups.
- Support QA/QC audits, root-cause analysis, and preventive/corrective actions.
- Assist with turnover dossiers, as-built packages, and handover to commissioning for civil scope.
Coordination & HSE
- Interface with EPC/contractors, Owner’s Engineer, client representatives, and multi-discipline teams (mechanical, electrical, I&C) to plan civil works and resolve clashes (cable trenches vs foundations/utilities, elevations, sleeves, embeds).
- Enforce HSE compliance per project HSE plan and Oman regulations; conduct toolbox talks related to civil activities; verify permits to work (PTW), lifting plans, excavations/shoring, confined space, and working at height controls.
- Ensure temporary works design/inspection compliance (scaffolding tags, formwork stability, access platforms, edge protection).
Schedule & Progress
- Track daily/weekly progress against look-ahead schedules; flag risks/constraints (drawings, materials, manpower, plant).
- Support readiness for commissioning by ensuring civil areas are defect-free and accessible; close punch items.
Skills
- Diploma or Bachelor’s in Civil Engineering or equivalent.
- 5–10 years of civil site supervision/inspection experience, with at least 3+ years on power plants (preferably CCGT or large industrial process plants).
- Strong QA/QC background with hands-on experience in ITPs, method statements, RFIs, NCRs, and material testing.
- Proven experience in: heavy foundations, equipment pedestals, anchor bolt alignment, grouting, underground utilities, roads & drainage, structural steel, coatings, and buildings/architectural finishes.
- Familiarity with relevant standards: ACI / ASTM / BS EN / AISC / Eurocodes, BS 8007, BS 8110 (or current equivalents), ASD/ LRFD basics for steel verification.
- Proficient in reading IFC drawings, rebar schedules, setting out, and as-built verification.
- Excellent written/verbal communication in English; ability to generate clear inspection reports.
