Context

This AMIRAL Project, jointly developed by Saudi Aramco and Total, will be a large-scale integrated petrochemical facility (including a mixed feed cracker, downstream derivatives units, integration, utilities, and other support facilities).

  • This is located adjacent to and integrated with the Jubail Export Refinery currently owned and operated by Saudi Aramco & Total Refining and Petrochemical Company (SATORP); a Saudi Aramco and Total joint venture.
  • The existing (and future) industries are (and will) be located at the AL-Jubail Industrial City II industrial area, established west of Jubail, on the east coast of The Kingdom and will be subject to regulation by the Royal Commission for Jubail And Yanbu (RCJY).

The project is to develop a wastewater treatment and reuse plant to receive the wastewater and spent caustic streams from a series of plants located at the AMIRAL facility, recover a target of 70% of the flows, and deliver Demineralized water to the clients.

The main treatment process will include the following key stages:

  • Flow Balancing of influent streams
  • Catalytic Oxidation and Cyanide Treatment
  • DAF clarification for TSS oily waste removal
  • Biological Treatment / MBBR and Bio-DAF clarification
  • Submerged Ultra-Filtration (SUF) pre-treatment for high grade reuse stream
  • Reverse Osmosis for removal of soluble salts to produce high grade process water for reuse
  • Mixed Bed Ion Exchange (MBIX) to generate a highgrade demineralised water for reuse.
  • Brine will be treated through Multilfo, Ozonation, BAF, break point chlorination and GAC
  • Sludge will be dewatered

The Project will be developed under a non-recourse project finance scheme, whose sponsors are Veolia and MARAFIQ. A project company will be established and resourced to deliver the project within the required timeframe.

Main Accountabilities

Responsible for overseeing all aspects of contract management and administration related to the development of the wastewater treatment and reuse plant.

Detailed Job Description

  • Collaborate with the project team and legal experts to manage contract agreements for the wastewater treatment and reuse plant.
  • Support the negotiations of terms and conditions with the EPC contractor, the O&M contractor and other contracts/services issued at SPV/SPC level..
  • Manage the full contract lifecycle, including contract execution, amendments, and terminations.
  • Ensure compliance with contract terms and conditions, identifying any potential risks or non-compliance issues.
  • Monitor performance, deliverables, and adherence to contractual obligations.
  • Address any performance issues or disputes that may arise during the project.
  • Handle contract modifications and change requests, assessing their impact on project scope, timeline, and budget.
  • Coordinate with the project team and stakeholders to manage change effectively.
  • Identify and assess potential contractual risks and work with stakeholders to develop risk mitigation strategies.
  • Ensure that appropriate insurance and indemnity provisions are in place.
  • Collaborate with the project management team to track project costs and expenditures related to contracts.
  • Ensure all contract documentation is accurate, up-to-date, and properly maintained.
  • Ensure compliance with all relevant regulatory requirements and company policies.
  • Handle contract-related disputes, claims, and negotiations including preparation of claims towards the client and contractors (EPC, O&M, Owner’s Engineer and Technical Assistance if any).
  • Work with legal experts and relevant stakeholders to resolve disputes in a timely and amicable manner.
  • Provide regular updates and reports on contract status and performance to project stakeholders and management.

Qualifications

  • Bachelor's or Master's degree in Business Administration, Contract Management, or a related field.
  • Proven experience (minimum 15 years) in contract management and administration function for large-scale industrial projects, preferably in the petrochemical or wastewater treatment sector.
  • Exposure to EPC environments.
  • Knowledge of Legal and contractual laws governing projects.
  • Specialization in EPC, In-depth knowledge of Contract Law and Administration, contract drafting, administration and negotiation of change orders, and effective correspondence.
  • Strong negotiation, communication, and interpersonal skills.
  • Ability to handle multiple contracts simultaneously and manage contract-related complexities effectively.
  • Ability to evaluate the legitimacy of a claim as well as understand and interpret the main contract provisions by challenging costs, and how these affect scope and schedule.
  • Familiarity with relevant regulatory requirements and industry best practices in contract management.
