Team Lead Monitoring and Control

Role Objective

JOB CONTENT

The primary responsibility of the Team Lead (Monitoring & Control) to assist, direct, supervise coordinate facilitate and mentor the team of Deputy Team Lead / Senior Controllers / Controllers engaged to monitor the work plans, control, administrate and coordinate the day to day activities in the port including ship, and truck (rail, in future) discharging and loading operations whilst ensuring safety, service and operating efficiencies are achieved to optimize resources and minimize delays. To ensure all activities are being carried out as per the guidelines, defined processes of the company. Need to continuously communicate with execution / planning staff, crane / equipment operators, truck drivers and key customers (Vessel / Cargo Agents & Freight Forwarders in relation to ship / cargo / vehicle movements adhering to Terminal Management Department’s policies and procedures. Full training will be provided as required.


2. Duties and Responsibilities

Operational:

  1. Determine shift operational priorities as per work plans generated by the Planning Section and to effectively manage and control productivity across all port operations under Terminal Management with ability to prioritize, report, communicate and follow-up.
  2. Operate the Jade Master Terminal - Terminal Operations System & other tools to keep the information systems updated in real-time.
  3. Plan, understand, evaluate, monitor and control execution of Vessel / Yard work plans considering vessel details / stowage plan / sequence / berth allocation / storage location especially the discharge and loading of vessels and trucks from berths and other storage areas – Yard, CFS, Sheds and others. Manage Port Operations space usage to optimize efficiencies.
  4. Adhere to all Health, Safety & Environmental Policies.
  5. Monitor the entire port using the “Port Overview” electronic feed displayed on the Electronic Displays.
  6. Maintain proper radio communication and act as focal point with a positive and motivating attitude towards colleagues and outside labour (truck drivers, vessel crew etc,) during ongoing operations.
  7. Knowledge of all relevant laws and procedures:Tariffs and other charges; licenses and restrictions;
  8. Record and maintain all required documentation and logs. Liaise with other departments for daily operations requirements.
  9. Maintain high levels of customer service to key stakeholders.
  10. Any other duties including break bulk stevedoring operations as directed by Team Lead (Monitoring & Control).

HSE Responsibilities

  1. Ensure that all HSE instructions are fully understood and complied with.
  2. Must demonstrate total commitment to the company safety policies through participation and proactive involvement.
  3. Must ensure that all relevant safety procedures and practices are followed during performing operations.
  4. Reporting HSE incident, near misses and violation to immediate supervisor or through PDC software as appropriate.
  5. Responsible to participate in safety meetings and safety drills held on board and ensures operations abide by established/HSE operating procedures and practices and equipment is used within predetermined capacities.

People Development

  1. Lead department contribution to Port of Duqm’s Omanization targets through the setting of goals/KPIs in relation to the hiring and development of Omani Nationals into the workforce.
  2. Embrace and drive continuous Human Capital improvements through business-driven initiatives or as directed by Port of Duqm Human Resources Department.
  3. Complete the necessary tasks as requested by Management/Directors on people development areas.
  • MINIMUM EDUCATION & QUALIFICATIONS


    Education:

    Minimum Bachelor’s degree. Preferably degree in logistics, maritime and port, or a marine qualification at least at Masters 1st Class level OR Diploma with 15 years of experience in Port Operations.

    Completed post-graduate studies in Port and Terminal Management or related business studies is a plus.

    Experience in cost and productivity optimization is a plus or as per the Minimum Qualifications and Experiences matrix in PODC.


    Experience:


    Minimum of 10 years of experience in Terminal Operations roles in port and terminals, preferably multi-purpose port or terminal, Or as per the Minimum Qualifications and Experiences matrix in PODC.


    Special Skills & Knowledge:

    Understanding of Shipping and Port Industry

    Excellent communication skills and negotiating skills in English.

    Good presentation skills.

    Planning & Operations with initiative, logical thinking and problem-solving abilities.

    Proficiency in MS Office & in Terminal / Port Operating System(s).

    Good understanding of International maritime law and guidelines of Ports’ Industry.

    Highly motivated, flexible and an ability to multi-task (including detail oriented tasks) with ability to obtain cooperation and assistance to meet objectives within a multi-cultural environment.

    Hands-on understanding of modern terminal operations including computer terminal management systems and vessel & yard planning.

    Strong communication skills with the ability to communicate with teams.

    Extensive knowledge of operational practices.

    Fluent in English, both written and spoken


    Business Understanding:

    Solid understanding of the shipping industry in general and Port & Terminals in specific.
