Senior Contract Engineer

Role Purpose:

Provide support in managing the procurement and supply chain processes related to Corporate Services for the organization as well as assist in development and implementation of procurement strategies, foster vendor relationships, ensure cost optimization, and oversee contract management within the Corporate Services category in line with established policies, processes, and applicable regulations.


Roles and Responsibilities


FUNCTIONAL RESPONSIBILITIES

Strategic Management:

  • Assist in the development and execution of strategic plans for the Corporate Services category, ensuring alignment with company objectives, cost-efficiency and operational effectiveness
  • Support in the formulation of comprehensive category strategies, encompassing procurement plans, risk assessments and vendor management strategies
  • Generate value optimisation opportunities throughout the Pre and Post Award phases of the contract life cycle to support OLNG’s cost leadership aspirations


Contract Issuance or Renewal:

  • Renew assigned contracts and issue new contracts for procurement of materials and services as requisitioned
  • Coordinate with the contract holders to identify suitable contracting strategy and jointly present to secure the necessary approvals
  • Conduct the negotiations with contractors adhering to OLNG policies and coordinate with the contract holder to prepare the award recommendation and present if required to secure the endorsement of the Tender Board and the Board if applicable
  • Advise and assist contract holders in post award issues such as claims, contract variations, contract optimisation reviews, contract amendments, negotiation of new star rates and Tender Board correspondences


Category Procurement:

  • Assist in conducting thorough market analysis to identify potential vendors for Corporate Services
  • Conduct the tendering process, negotiations and contract management, ensuring compliance with procurement policies, industry standards and legal regulations


Analysis, Documentation and Reporting:

  • Carry out required analysis of potential contractors and bids received in order to fulfil OLNG requirements
  • Prepare the commercial section and terms and conditions of the tender, compile the tender documents for review and approval
  • Track and manage all procedures and activities related to the tendering period such as issuance of tender documents, issuance of clarifications and amendments to tenders, collecting and organizing for opening of received bids
  • Ensure contract monitoring reports are generated on a timely basis and submit such reports to the concerned authority
  • Ensure compilation of the final contract documents while adhering to the Manual of Authority and register the contract in ERP system (Oracle) for usage
  • Provide all required information and documentations by the company auditors and provide the necessary clarifications in all audits related to his / her contracts and help in closing all the agreed action items


Compliance:

  • Ensure that the tendering process is auditable and conforms to OLNG standards, policies, procedures, and guidelines


Key challenges

  • Evaluate complex proposals/Deviations/Qualifications received from Contractors / Suppliers
  • Ensure full compliance with established guidelines and procedures specified by the company and maintain the highest level of integrity, ethics, and control over the contracting process
  • Keep abreast with the latest developments in the market for process improvements


QUALIFICATIONS, EXPERIENCE AND WORKING CONDITIONS


Qualifications:

  • Graduate Degree in SCM, Operations Management, Logistics, Purchasing / procurement, Quantity Surveying, Civil Engineering or equivalent


Experience:

  • 5 years of experience in contract preparation and management best practices internationally and locally


Working Conditions:

  • Office-based role with a standard 5-day workweek, from Sunday to Thursday.
