Petroleum Development Oman is the leading exploration and production company in the Sultanateof Oman. The Company delivers the majority of the country's crude oil production and natural gassupply.
Purpose of the Job
- Assist the Marine Pilot to berth and unberth tankers to SBM (single buoy moorings) for loading and discharging cargoes.
- Supervise the ship’s crew in securing the tanker to the single buoy mooring, connecting and disconnecting loading cargo hoses, monitor the loading, unloading and vessel condition onboard.
- Act as PDO representative and first responder for marine emergencies on board the tankers.
- Carry out the hourly tanker safety ship/shore checklist inspections and to provide first line reporting to any offshore pollution and emergency response.
Education & Experience
- A diploma in Engineering discipline or relevant
- Have a valid Marine STCW Certificate.
- A minimum 6 years of Port operations experience or Marine STCW certificate
- Good command in spoken and written English.
- Clear communication and personal skills to enhance required interface with Ship staff, Agents, and Customer representatives.
- Full driving license.
- Basic knowledge of Safety regulations, port procedures, loading activities and shipping operations.
- Knowledge in problem solving and troubleshooting.
- Be in good physical condition and fitness to climb up and down the ship rope ladder in offshore environment.
Main Responsibilities
- Act as Shore representative to monitor Compliance of safe practices on board ship to avoid any accident or pollution and stop loading operation if required.
- Ensure compliance to International Marine standards and PDO procedures in all port operation activities under his supervision.
- Perform checks in line with OCIMF (Oil Companies International Marine Forum) Ship/Shore Safety Check list.
- To give Safety briefing to visiting ship’s crew on safety aspects of Mooring operations at SBM (Single Buoy Mooring).
- Carry out Inspection of mooring arrangement on visiting tankers before the commencement of berthing operations and report any deficiencies found. Ensure that mooring Operations is conducted safely.
- To provide accurate critical information regarding tankers approach speed, distance and direction of the SBM from the tanker bow to ensure that tanker does not make contact with the SBM during berthing/unberthing operations.
- Inspect the lifting gear on the tanker and hose lifting & securing arrangement, supervise and coordinate the Lifting & connecting of Cargo floating hoses. Ensure the whole operation is conducted safely.
- Ensure and test the shore Emergency Shut Down System before the cargo operations starts. Brief the tanker staff on operations of PDO Emergency Shut Down system.
- Be fully conversant with Ship Board Emergencies and his role as shore representative. Be fully conversant with operations of Ship board life saving appliances.
- Use the operating procedures for safe management of ship/shore activities.
- Monitor all ship-shore interfaces including cargo transfer operations to confirm that it is being conducted in accordance with guidelines and safety regulations.
- Inspect and identify defects with transfer operation equipment.
- Inspect ship/shore access equipment to ensure that it is in good condition and properly rigged.
- Comply with the procedures and requirements contained in the Terminal Information Handbook.
- Effectively carries out the key communication activities with control room and ship/vessel.
HSE Accountabilities
- Implementation and adherence to the requirements of the HSE to include:
- Ensure toolbox talk is conducted before start of any activity.
- Ensure proper use of tools and PPE.
- Advice workers on potential hazards.
- Report HSE incidents.
