Job Purpose
Provides professional technical advice in the development, implementation, and continuous improvement of process optimization-based activities in SUW and O&L (Sulfur/Utilities/Wastewater & Offsites and Logistics) areas, under TL Process Engineering SUW and O&L (Sulfur/Utilities/Wastewater & Offsites and Logistics) N-5 scope’s; through (1) Identifies opportunities of optimization, as well as investigates and supports optimization proposals from others executing & Leading the corresponding engineering, maintenance and operational activities (2) Execute actions to ensure that Management process optimization Services meets Management strategy and performance goals, and (3) guidance and support operations and the corresponding engineering, maintenance and operational teams in Duqm refinery plants.; in order to ensure projects and service targets are achieved efficiently and to optimum standards
The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.
Main Tasks And Responsibilities
- Analyses plant’s data, using Plant Information (PI) and Laboratory Information Management System (LIMS) - and provides remedial solutions in case of any deviation.
- Identifies opportunities to optimize operations in designated plants, within and across process units or equipment.
- Coordinates and reviews complex design work performed by internal/ external engineering resources, which results in process optimization.
- Develops Heat and Material Balances, Process Flow Diagrams designs minor plant modifications, and follows through to the project completion.
- Monitors specific equipment such as reactors, drums, compressors, etc.,
- Performs Root Cause Analysis (RCA) and proposes corrective actions for performance improvement.
- Participates in HAZOP studies for any modification of existing facilities and plants.
- Participates in PFD, P&ID, 3D models review sessions, HAZOP / SIL / HAZID / PHSER / QRA workshops / reviews / closeout sessions, value engineering sessions, FAT / SAT. Provides technical input to operating manuals and procedures.
- Provides Process Engineering support for the development and authorization of Key Documents (Philosophies, Policies, Design Basis) for all project works covering Assets, Major and minor, expansions, Projects, Brownfield Projects, and New field projects to ensure consistency and efficacy.
- Coordinate / develop computer programs for process plants monitoring, yield prediction, and apply computer simulation models and other advanced techniques to achieve optimum plant performance.
- To provide technical services and assistance to other sections such as Instrumentation, Maintenance, Inspection, and Material as required.
- Reviews process of design basis, process control narratives, location studies, block diagram, process/utility flow diagram, heat and mass balance, piping and instrumentation diagrams, safe charts, cause and effect charts, reliability and availability studies, equipment datasheets.
- Reviews process of specification/datasheets of equipment/instruments. Equipment layouts, hazardous area classification, safety equipment layout/escape routes. Pre-commissioning, commissioning, start-up, and performance test procedures.
- Preparation of preliminary documents for tender submissions.
- Develops technical procedures in line with modifications and new systems implemented.
- Validate the design, analysis, or findings of junior staff
Key interactions
Internal: Liaise with colleagues and stakeholders for day-to-day work.
External: Acts as liaison between Consultants and Public Media.
Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.
Education Requirements
Minimum Qualifications for this position is an Engineering degree preferably in Chemical Engineering.
Language Requirements
Excellent knowledge of written, read, and spoken English (required)
