Qualification: Bachelor Degree

Experience: Total of 10 years’ experience, minimum 5 years must be in a similar leadership role . PDO HSE Contract Management with minimum 3 years of experience is preferred.

Job Description:

•Ensure all Polices are in place and updated as per PDO CP122 and PL-04

•Ensure compliance with PDO & other concession area contracts by developing and maintaining Contract HSE Plans, Bridging documents with Clients and Service Providers as per PDO PR 1171 or equivalent

•Ensure Compliance with HSE Competence processes such as PDO PR1980 and PDO HSE Training Matrix asper SP 1157 or equivalent

•Manage Incident Investigations as per the PDO Incident Investigation Process PR 1418or equivalent

•Attend all Client HSE Meetings and drive Client HSE Initiatives (e.g. PDO Safety Day, IHTIMAM, Best practice Awards, etc.)

•Ensure Health Risk Assessments are up to date and Controls are in place asper PDO SP1231

•Maintain the Fitness to Work register, schedule FTW examination

•Manage Step outs as per the PDO approved MOC process

•Train the Operations Health and Safety Executive on all PDO Procedures and Standards

•Daily monitor the driving performance of all staff on the contract and investigate violations accordingly

•Monitor compliance of MSWS Contracts towards OHSE

•Oversee the Incident Investigation process of MSWS and monitor the close out of Learning from Incidents Action items

Accountabilities towards the CEO of be’ah :

•Ensure legal compliance with Oman regulations for all be’ah Sectors (MSWS, SWS, HWS,HCW, Admin, etc.)

•Develop the overall OHSE Strategy for be’ah

•Lead the development and implementation of be’ah OHSE plans in line with the strategy, Pis and approved budget

•Set and communicate team & individual OHSE targets and monitor performance in order to ensure shortfalls are identified and addressed in a timely manner

•Ensure all team & individual targets are in alignment with be’ah Corporate Level Targets and lagging HSE Indicators are

•Define and cascade the OHSE operating framework and policies across be’ah for operational compliance

•Initiate and lead technical OHSE audits (inhouse & 3rd party) to identify gaps and/or non-compliance to OHSE standards within the Organization in order to recommend corrective actions in a proactive manner

•Maintain oversight of the departmental and cross-functional coordination and alignment in order to ensure smooth operations

•Lead key stakeholder communication and management in order to ensure that they remain completely satisfied with be’ah’s operational compliance and defined OHSE regulations

•Provide strategic expert input to the various stakeholders in order to influence the development of waste management legislation and regulations and to support be’ah in its operational activities

•Commission and oversee various environmental impact assessment and other related studies as required

•Track and monitor GHG emission resulting from be’ah’s operational activities and report to the concerned authorities as required

•Lead the development of OHSE culture across the Organization for the sustainability of business operations and the Business Continuity

•Ensure the external IMS certification is maintained at all times including ISO 9001, ISO14001, ISO 45001, ISO 50001, ISO 55001

•Set and agree on performance objectives for all direct reports and provide coaching and feedback to teams/individuals in line with good people management practices to ensure job responsibilities are optimally delivered

•Promote and ensure adherence to the 9 LSR among be’ah staff and it’s contractors.

•In case of Emergency follow the instructions from the Fire Warden / Emergency Commander onsite at all times

•Ensure to have a valid ROP Driver's License and a valid OPAL Approved Defensive Driving License (Black Top) – for those driving in Concession Areas additional a graded road – at all times and following the Drivers requirements as per OPAL Road Safety Standard including Safe Journey Management

•Ensure to follow the instructions of the Service Provider / Contractor Safety Department with regards to their own and others Safety at all times. Only enter location with appropriate PPE and wear PPE at all times outside of the Green Zones

•Review Sow and include all OHSE Requirements as per the SoW in new tender documents for all sectors

•Ensure compliance with all HSE requirements as per RD 53/2023 and MD 286/2008
