Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

The Logistics Manager is tasked with leading the safe, efficient, and cost-effective delivery of logistics services across PDO, aligning these efforts with the strategic goals of the Integrated Supply Chain. This pivotal role supports the organization’s refreshed strategy and new purpose of "Building a sustainable and low-carbon future to maximize value for Oman." The Logistics Manager will optimize logistics operations, integrate them with procurement and contract management functions, and ensure that these services bolster PDO's strategic pillars. As PDO’s Logistics Manager under the broader Integrated Supply Chain Function, you will be responsible for overseeing the efficient and cost-effective movement of materials, equipment, and personnel to support the company's operations.

Overall, the Logistics Manager plays a crucial role in ensuring the smooth and efficient operation of the supply chain in the oil and gas industry, contributing to the company's operational excellence, cost-effectiveness, and safety performance.

Education & Experience

Bachelor's degree in in Logistics, Transportation, Integrated Supply Chain Management, Business Administration, or a related field, with substantial exposure to logistics operations.

Minimum of 12 years of experience in logistics or supply chain management, including significant leadership responsibilities. Experience within an integrated supply chain and a large, complex organization is preferred.

Certifications

  • TA1 Logistics Certification or equivalent.
  • HSE Leadership accreditation.
  • Lean Six Sigma or other Continuous Improvement methodologies certification.

Cross-Functional and Strategic Expertise: Strong preference for candidates with a background that spans multiple business functions such as Health, Safety, and Environment (HSE), Contracts & Procurement (C&P), and Projects. Experience managing financial aspects of supply chain operations, including budgeting, forecasting, and cost control, is highly valued.

Regulatory and Compliance Skills: Experience navigating regulatory frameworks and establishing productive relationships with stakeholders, including local government entities, to ensure compliance with industry-specific regulations.

Leadership and Communication Skills: Demonstrated ability in leading and inspiring cross-functional teams within a dynamic and fast-paced environment. Must possess strong analytical, problem-solving, and decision-making skills, along with effective communication, negotiation, and interpersonal skills.

Main Responsibilities

  • Supply Chain Management: Collaborate with sourcing and procurement to implement strategies for the management of the company's supply chain, including sourcing, procurement, inventory management, and distribution. Ensure the availability of materials and equipment needed for exploration, production, refining, and distribution activities, while optimizing inventory levels and minimizing costs.
  • Transportation and Distribution: Coordinate the transportation of goods, refined products, chemicals, and equipment, using various modes of transportation channels, trucks, ships, and rail.
  • Warehousing and Inventory Management: Oversee the management of warehouses, storage facilities, and inventory control systems to ensure the availability of materials and equipment when needed.
  • Logistics Planning and Execution: Develop logistics plans and schedules to support project execution and operational activities, ensuring timely delivery of materials and equipment to meet project deadlines and production targets.
  • Health, Safety, and Environmental (HSE) Compliance: Ensure compliance with health, safety, and environmental regulations and standards in all logistics activities, including transportation, storage, and handling of hazardous materials. Implement measures to minimize risks and prevent incidents related to logistics operations, such as spills, accidents, and injuries.
  • Vendor Management and Contract Negotiation: Manage relationships with logistics service providers, freight forwarders, carriers, and other vendors to ensure high-quality services and competitive pricing. Negotiate contracts, terms, and rates with vendors.
  • Performance Monitoring and Continuous Improvement: Establish key performance indicators (KPIs) and metrics to measure the performance of logistics operations, such as on-time delivery, inventory accuracy, and transportation costs.
  • Emergency Response and Contingency Planning: Develop and implement contingency plans and emergency response procedures to address potential disruptions to logistics operations.
  • Safety and Efficiency in Logistics Operations: Ensure all logistics services are executed safely, efficiently, and in compliance with corporate governance and standards
  • Strategic Leadership and Compliance: Execute the duties of TA1 in accordance with PDO Corporate Policy PR-1444, and Supply Chain Policy/Framework. Lead the development and implementation of short, mid, and long-term logistics strategies that incorporate innovation, digitization, and transformation in alignment with external benchmarks and best practices.
  • Service Strategy and Competitiveness: Regularly update and refresh strategies for Lead Logistics Providers and 4PL services to ensure competitiveness and reliability in meeting business objectives.
  • People Management and Development: Manage and lead the logistics team by promoting safety leadership and a continuous improvement mindset.
