Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.
Purpose of the Job
A strong Contracting, Procurement and integrated supply chain function is a critical strategic enabler of PDO value chain and a significant lever for creating and preserving value. The Supply Chain function is not structured nor performing at top quartile according to rigorous and exhaustive external benchmarks. PDO supply chain spans multiple directorates consisting of Operations, Wells, Maintenance, Engineering, Projects, Finance, CIDO and Logistics and is not seamlessly integrated. This leads to significant value erosion for PDO. The Supply Chain function has launched an ambitious multiyear transformation journey and a Supply Chain Integration strategy to close the value gap. This role’s objective is to lead the transformation of CP third quartile into an Integrated top quartile Supply Chain.
Education & Experience
- Bachelor’s degree in Engineering / Business (both would be a plus).
- Extensive end to end Supply chain experience (minimum of 12 years of which at least 6 in management or supervisory roles). Ideally within Oil & Gas as well as other sectors.
- Expert in C&P, supply chains and experience in leading large-scale C&P and supply chain transformations.
- Significant Experience required in Contract Engineering, Contract Management, Category Management, Warehousing & Logistics, Purchasing, Vendor management, Supplier Relationship Management, Costs Reductions and Supply Chain resilience programs, but also program management, staff development, functional redesigns, performance management and reorganizations.
- Externally focused with extensive experience in stakeholder management with a demonstrated ability to influence and motivate others. Ideally has experience of leadership of communities.
- Extensive process improvement experience in continuous improvement, process re-engineering and project management, including managing and motivating a team of diverse professionals in a multi-national environment.
- Proven experience in Supply Chain Data and Systems design, selection and implementation.
- Ability to drive results through influencing and motivating stakeholders, continuous improvement and visible leadership.
- Strong interpersonal, communication, people management and influencing skills, with evidence of driving change initiatives at the senior level and at the working level across the organizational boundaries.
- Requires proven leadership capabilities with excellent communication skills, hardworking individual with high energy levels, and the highest Ethical standards.
- Demonstrates ability to interact effectively and persuasively with all levels in the organization.
- Must work with a high degree of autonomy, creating a structure on their own and manage multiple priorities while delivering excellent results.
- Certified Black Belt and/or Master Black Belt in Lean and/or Six Sigma from a company with a history of developing and mentoring process improvement talent is a bonus.
Main Responsibilities
- Maintain HSE as first priority through compliance to PDO house rules, PDO HSE golden rules and PDO LSR (lifesaving rules).
- Design, Own and Drive the Supply Chain transformation roadmap and lead the function to attain top quartile in external benchmarks
- Responsible for designing, developing and implementing an end to end integrated supply chain strategy/model and a transformation roadmap aimed at achieving the objective of creating seamless and highly effective supply chain for PDO cutting across organizational boundaries.
- Bring external perspective and best practices in designing an integrated supply chain model for PDO.
- Design and implement end to end integrated supply chain processes and end to end measurement systems that will enable an integrated supply chain within a matrix organization structure.
- Drive change in processes and culture, breaking down silos between planning, projects delivery, wells, operations, maintenance, engineering, quality, IT, contracting & procurement, warehousing and logistics.
- Continuously challenge and improve the C&P and Logistics function and integrated supply chain processes via the implementation of LEAN methodology and process redesigns. Deliver the value stream value.
- Influence and accelerate improvements in the Operations, Maintenance, Contracts, Procurement, Materials Management and Logistics interfaces in collaboration with the respective organizations towards achieving the vision of true integrated planning.
- Collaborate with FPP to formulate an overall procurement and channel strategy and support implementation.
- Collaborate with FPH to ensure overall contracting process and portfolio strategies are integrated within the Supply Chain and support implementation.
- Collaborate with various functions to formulate and implement an overall inventory strategy.
- Imbed agile supply chain concept in PDO and design a self-reflection system with established external benchmarking mechanisms to ensure sustainability.
- Collaborate with Maintenance teams to review and optimize MIE function and improve planning, data and demand management.
- Collaborate with logistics to review the existing logistics model and strategy and drive integration.
- Collaborate with IT and supply chain functions to create an implement an IT roadmap delivering significant efficiency gains and upskilling.
- Act as end to end supply chain coach and Coach Asset Operations, MIE, Procurement, Warehousing and Logistics team members on end to end supply chain strategy, integrated planning and management.
- Manage significant change to the existing systems, processes, Risks Controls Assurance framework, Capability building processes and, organizational design and culture through leading a project team.
