ROLE OVERVIEW

The Senior Emergency Services Manager role is responsible for initiating and overseeing the development of appropriate risk assessments in accordance with NFPA 1300 for all existing facilities and all future planned facilities within the Trojena region.  The Senior Emergency Services Manager reports to the Design and Engineering Director. 

 

Responsible for Developing an overarching strategy in line with NEOM specifications & applicable standards for the provision of emergency services (Fire & Rescue and Medical) and Security HCIS for Trojena DMP and temporary / semi-permanent facilities, which includes but not be limited to:  Construction Sites (Low and High Rise), Industrial Facilities, Water / Marine Facilities, People Movement Facilities, Offices and any other facilities required to facilitate the construction of Trojena.

 

Develop the planning and establishment of emergency response program activities and execute enduring program management over established Emergency Services for Trojena. This involves developing a scope of work for the department and implementing emergency response plans, ensuring that the plans are regularly reviewed and updated, and overseeing the training competency of emergency response personnel.

 

Drive innovation in emergency services delivery by adopting advanced technology and sustainable practices.

 

Responsible for auditing and regularly evaluating emergency response capabilities, developing lessons learned, and driving operational improvements to ensure providing best-in-class service to the Program from any third-party providers.

Responsible for managing the budget and resources allocated to emergency management activities.

Responsible for aligning Trojena emergency response capabilities with the wider NEOM regions.

 

KEY ACCOUNTABILITIES & RESPONSIBILITIES

  • The Senior Emergency Services Manager is responsible for the strategic planning, leadership, and oversight of all emergency service functions, including fire and rescue, medical response, disaster management, and public safety operations.
  • Develop policies, implement cutting-edge technologies, and maintain compliance with international standards, ensuring readiness for any emergency.
  • Advise the Leaders of Projects Services & Facilities on establishing and deploying Emergency Services in support of Trojena developments.
  • Responsible for ensuring the function has a strong tie-in to the broader and larger NEOM ecosystem and acting as an effective interface across other  NEOM Sectors and Regions.
  • Responsible for developing and maintaining key relationships within NEOM and Saudi Civil Defense (AHJ) to drive the agenda of the function at the highest levels with the NEOM organization.
  • Act as Trojena’s primary interface with NEOM Life Preservation and Fire Safety Team and all FLS issues for all assets.

 

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills, and Experience

  • 10+ years of professional experience with a background in civilian emergency response services (paramedics, firefighters etc.).
  • Must have Operational Management experience in scalable Emergency Response program operations.
  • Must have begun their career in an operational position with progressively senior roles, culminating in current experience providing strategic leadership to a significant construction/engineering program; they should, therefore, possess a blend of strategic planning and operational management capability.
  • Must be an effective communicator and recognized stakeholder manager.
  • Experience working in multi-jurisdictional or international settings is highly desirable.
  • Knowledge of advanced emergency technologies, including GIS, AI-based systems, and predictive analytics Experience in rescue operations from road traffic collisions, confined spaces and rescue at height is essential.
  • Comprehensive knowledge of international standards such as NFPA, OSHA, and ISO 22301 (Business Continuity).

 

Qualifications

  • A bachelor’s degree in Fire Science/Engineering, Security, or Law Enforcement (or a similar field within emergency response) is required.
  • Potential certifications may include Certified Emergency Manager (CEM), Certified Emergency Medical Technician (EMT), Certified Fire Protection Specialist (CFPS), Certified Hazardous Materials Manager (CHMM), and Certified Emergency Response Specialist (CERS).
  • Professional certifications include NFPA Fire Officer IV, Certified Emergency Manager (CEM), or equivalent.
  • Membership in relevant professional organizations, such as the Institution of Fire Engineers (IFE) or the International Association of Fire Chiefs (IAFC).
