Job Overview:
The Manager Subcontracts requires an in-depth understanding of subcontract concepts, theories, and principles and basic knowledge of other related disciplines. The Manager Subcontracts must be able to apply an understanding of the industry to improve effectiveness, provide guidance, and influence processes and policies for the subcontracts discipline as well as identify and resolve technical, operational, and organizational problems that impact effectiveness. The Manager Subcontracts impact the level of service and the subcontract team’s ability to meet quality and timeliness objectives. Decisions made by the Manager of Subcontracts should be guided by policies, resource requirements, budgets, and the business plan.
Responsibilities
Key Tasks and Responsibilities:
- Support project staffing resource staffing plans
- Develop and maintain the Project Subcontract Execution Plan
- In association with Engineering, Construction, and Project Management, develop Subcontract sourcing documentation
- Review and approve Subcontracts tendering and award documentation, and make a recommendation for award
- Negotiate commercial terms and conditions, in conjunction with Project Manager and other disciplines
- Issue Subcontract Award and proceed with administration and management of subcontracts
- Facilitate pre-award clarifications, kick-off, and all post-award meetings; ensure proper meeting minutes are recorded and distributed in a timely manner Establish and manage all post-award subcontract administration procedures
- Interface with subcontract coordinators and specialists regarding subcontractor’s progress
- Manage subcontract correspondence files using electronic document management system (EDMS)
- Ensure that a “Gap Analysis” of risks is done for all Subcontract items; and participate actively in change management and risk management sessions Reconcile and approve subcontract invoices
- Handle invoice queries with subcontractors and internal personnel as required
- Provide input to the project weekly and monthly reporting regimes
- Perform all duties in compliance with company procedures maintaining a defined audit trail Support annual performance reviews for assigned subcontract resources
- Manage commercial close out of Subcontract Agreement
- Work with systems to record subcontract commitments, documentation, and payments
Qualifications
Essential Qualifications and Education:
- Bachelor’s degree in construction, Engineering, or Business
- 10 to 15 years of relevant experience in offshore construction or the oil and gas industry
- 5 to 8 years of relevant experience in procurement/material management including offshore subcontracts administration
