SITUATION IN ORGANIZATION


Position to report: Construction Head.


ACCOUNTABILITIES


  • To safely and efficiently lead and direct the activities of the E&C Construction, in line with organizational strategic and business objectives, targets and plans.
  • Responsible for all Interfaces with other entities such Major Projects/FOPs/Drilling for the current and new development in terms of engineering and construction Installation strategy for all wells and RFMs.
  • To drive an accident free environment, maintaining a strong safety culture; compliance with HSE rules.
  • To deliver construction projects (Wells hook-up/RFM) on time, to budget and to the required level of quality.


ACTIVITIES


Responsible for leading the construction activities to the works related to the Al Shaheen field, including:


HSE:

  • To drive an incident free (IF) environment in the development, planning and execution of projects.
  • To ensure compliance with HSE (occupational and process) legislation, Company standards and procedures as they apply to project management and project engineering, to ensure employee safety and legislative compliance.
  • To ensure compliance with Company Management System and applicable International Standards.
  • To review and to approve deviations to NOC standards.


Strategic planning and direction:

  • To ensure overall management, contract execution, delivery and integration of the construction projects to the point of hand-over to operations
  • To plan the works in accordance to prioritization agreed with Head of Construction, based on emergency, safety, production and future development critical needs.
  • To assist the Head of Construction in determining long term strategic priorities, targets and annual plans.
  • Provide Head of Construction with regular reports with analysis and comment on performance and results. Be held accountable for area of responsibility.
  • Contribute to improvements, development and implementation of E&C Construction activities, procedures, tools, processes and procedures.


Operational:

  • To take ownership and delivery of key project management deliverables for construction projects, (e.g. Project Execution Plan, Project Execution Schedule, Project Budget, Project Quality Plan, Project Interface Management Plan, etc.) to follow and implement SCIFORMA and update it accordingly.
  • To develop risk register and maintain it as per the potential.
  • To plan for the future Wells Hook-up, and participate with Major Projects at early stage in terms of the wells hookup engineering and Installation philosophy as per NOC requirement.
  • To develop KPI’s for the team and for the reporting to the Construction Head.
  • Ensure relevant reports are maintained and distributed to key stakeholders, incl. (RFM’s) in SCIFORMA.
  • To organize an effective and efficient delivery management team, consisting of Senior Construction Engineers and Construction Engineers.
  • To do Management of change in scope and assessment of resulting cost and schedule impact.
  • To provide support to other departments in E&C to justify the estimations to the clients, assets or partners.
  • To deliver the close out dossier and lesson learned report at the end of the project.
  • To plan the works in accordance to prioritization agreed with the Construction Head, based on emergency, safety, production and future development critical needs.


People Management:

  • To provide leadership and coaching to all direct reports in the execution of their responsibilities; encourage innovative thinking around process safety and production optimization.
  • To ensure direct reports set objectives for themselves; manage the performance of direct reports providing regular feedback and giving guidance on improvements where necessary.
  • To ensure proper target setting and staff performance appraisals against assigned targets.
  • To ensure direct reports have relevant training, competence and support in developing capabilities to fulfil their roles and help create a learning environment.
  • Uphold and be a role model for the company’s core values, Incident Free and leadership behaviours.


Stakeholder Relations:

  • Establish and maintain effective relationships with internal and external stakeholders required to meet NOC’s business and operational objectives.
  • Participate and support Contractor/Vendor performance management through Contract Owner.
  • Represent NOC appropriately and in accordance with core values when interfacing with stakeholders.
  • To lead the interfaces with other departments in E&C, FOP, Major Projects as needed for the good performance of the works.
  • To prepare and facilitate relevant progress and cost reports are maintained and distributed to key stakeholders.
  • To assist the offshore construction team as needed.


Other:

  • To proactively take responsibility for self-progression by keeping abreast with latest best industry practice in project management and project engineering.
  • To carry out any other duties or tasks that may be assigned by his hierarchical superiors.


CONTEXT AND ENVIRONMENT


Doha (Qatar) office with possible mission to project premises (onshore/offshore/in the country/outside the country). Standard office hours, 5 days a week.


QUALIFICATIONS & EXPERIENCE REQUIRED

  • Engineer with more than 12 years’ experience in O&G facility engineering, construction, project management or operations.
  • Experience in design and details engineering of topside facilities of offshore platform as well as Wells Hook-up.
  • Engineering Degree from internationally recognised University is required, plus recognised professional certification.
  • Basic knowledge of Drilling Operation.
  • Good knowledge of industry best practice in Project or Engineering Management.
