Overall Purpose of Job
- To lead on and provide advice, support, deliver health and safety advice to the
organisation; and to be the responsible named officer for maintaining health and safety
requirements for the Council’s offices and buildings; and the Councils principal liaison
on resilience matters.
Key Roles, Tasks and Responsibilities
- To provide advice and guidance on all aspects of health, safety and welfare to directors,
group managers, managers, staff and Councillors/committees as appropriate.
- To monitor and research new health and safety legislation and best practice giving
guidance on the council’s implementation and compliance.
- To regularly review and update the corporate health and safety policy and
arrangements.
- To advise on the implementation of risk assessments and safe methods of operation,
supporting staff to conduct risk assessments.
To monitor the safety of council operations and premises by co-ordinating regular
checks and audits of the buildings and work practices, preparing reports and making
recommendations for improvement as necessary.
To manage the asbestos containing materials present on council property, taking action
and making recommendations for action as appropriate; and be the Council’s nominated
Asbestos Manager.
- To assist in the investigation of cases of alleged personal injury/health and safety
breaches and provide reports as appropriate.
To advise on the council’s health and safety training programme, including researching
appropriate training solutions and recommending training programmes to meet the
needs of the Authority where necessary/required.
- To maintain and monitor the corporate safety and health risk assessment register.
To be responsible for maintaining the central accident book, recording and reporting all
incidents, monitoring, investigating and ensuring that appropriate remedial action is
taken in all cases.
- To co-ordinate the first aid provision and ensure sufficient qualified persons and supplies
are available at all the Council premises including the vehicle depot.
- To co-ordinate and attend health and safety committee meetings and provide advice as
necessary. To prepare and circulate agenda and minutes.
- Be the responsible named officer for maintaining health and safety requirements for the
Council’s offices premises and landholdings.
Promote and maintain a culture which places the safety of staff and customers first and
aims to deliver a high standard of professionalism within the Property and Assets
service.

Assist the Property Team by proactively carrying out and regularly updating risk
assessments for all council buildings, and advise on how risks could be reduced and
maintain records of the same.
To support the Property and Assets Service Manager to ensure there is sufficient
contractor monitoring arrangements are in place to confirm requirements are met and
assure compliance for all large Council contracts.
- Support HR where appropriate in relation to mental health and wellbeing of staff.
Investigate and keep records of incidents and accidents and produce statistics for
managers in order to identify any trends and provide advice on remedial actions as
required.
- Recommend and implement changes to working practices that are safe and comply with
legislation.
- Keep records of inspections findings and produce reports that suggest improvements.
- Produce management and committee reports as and when required, newsletters and
bulletins.
- Act as Chair of the H & S working group with staff and relevant partners.
- Advise on a range of specialist areas, e.g. fire regulations, hazardous substances, noise,
safeguarding machinery and occupational diseases.
- Represent the Council at meetings of the Local Resilience Forum.
In conjunction with the Resilience Partnerships Liaison Officer provide assurances to the
Senior Leadership Team that the Councils Incident Plan including all subordinate plans
are reviewed, tested, and embedded.
- Manage the resilience on-call rota and out of hours arrangements including ensuring the
contact information is up to date.
Co-ordinate Business Continuity Plans across all services to ensure they are kept up to
date by the relevant managers for each service and maintained on the Resilience Direct
portal.
