About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

To lead and coach a team of surveyors managing post-contract valuation of work and of changes and settling of final accounts. The role will involve estimating, quantification and progressive valuation of work done compared against plan, reporting trends, influencing demand and specifications, and resolving disputes in a principled manner while protecting the Company’s interests and preserving contract value. The candidate will also be required to plan, prepare procedures, manage, and execute quantity surveying activities influencing contracting tactics development, contributing to tender preparation, evaluation model development and conducting evaluations, contractor selection.

Education & Experience

  • Bachelor’s Degree in Quantity Surveying or equivalent.
  • Minimum of 7 years of experience in quantity surveying of which a significant time must be in leadership positions; majority in oil & gas or primary industry.
  • Membership of a professional body (e.g. The Royal Institution of Chartered Surveyors or the Australian Institute of Quantity Surveyors) an advantage.

Main Responsibilities

  • Maintain HSE as first priority through compliance to PDO house rules, PDO HSE Golden Rules and PDO Life Saving Rules.
  • Adhere to the Code of Conduct, Anti-Bribery and Corruption Policy and the Company’s General Business Principles.
  • To declare any Conflicts of Interest
  • Proven track record of effective and successful delivery of complex projects
  • Preparation and reporting of cost estimates at the different stages of project design and execution
  • Post-contract management and reporting of expenditure
  • Establishing and working to an appropriate cost allocation system and tracking of expenditure over the life of the Work
  • Measurement and appropriate valuation of various construction works
  • Managing the quantity surveying team’s contribution post-award administration of the Contract in accordance with its terms and conditions from commencement to final completion and close-out
  • Demonstrate knowledge and understanding of the role and its function in the organisation including the expectations of it
  • Proven understanding of the risks to Health, Safety and to the Environment that are typical to the industry and of the behaviours and controls necessary to mitigate them
  • Managing a team of Quantity Surveyors including resource planning, tasks allocation, managing workload and performance
  • Provide leadership direction and control in respect of assessing team’s development requirements and forming plans to achieve it.
  • Develop all necessary processes, procedures, forms, documents, required for accurate quantification purposes in line with contract provisions.
  • Enforce administrative procedures for effective performance (Contractor and staff)
  • Identify commercial value leakage risks and introduce control measures to mitigate those risks
