1. Strategic Sourcing & Supplier Management:

  • Market Research: Conduct extensive market research to identify potential suppliers, manufacturers, and service providers for various construction materials, equipment, and specialized services. Stay updated on market trends, pricing, and new technologies.
  • Supplier Qualification & Evaluation: Develop and implement rigorous criteria for evaluating and qualifying new suppliers. Assess their capabilities, quality standards, financial stability, reliability, and past performance.
  • Supplier Relationship Management: Build and maintain strong, long-term relationships with key suppliers and subcontractors. Foster partnerships to ensure consistent quality, timely delivery, and potential for cost savings.
  • Supplier Performance Monitoring: Regularly monitor and evaluate supplier performance based on criteria such as on-time delivery, quality of goods/services, responsiveness, and adherence to contractual terms. Address and resolve any performance issues.

2. Technical Understanding & Specification Compliance:

  • Requirements Analysis: Collaborate closely with the project team (technical office, engineering, project managers, quality control) to fully understand the technical specifications, quantity requirements, and quality standards for all procured items.
  • Technical Evaluation of Bids: Work with technical teams to technically evaluate supplier proposals, ensuring that proposed materials and equipment meet the required specifications and performance criteria.
  • Value Engineering: Identify opportunities for value engineering in collaboration with engineering and design teams to optimize material selection, reduce costs, and improve efficiency without compromising quality or safety.

3. Negotiation & Contract Management:

  • Request for Quotation (RFQ)/Tender Preparation: Prepare and issue detailed RFQs or tender documents to pre-qualified suppliers, clearly outlining technical specifications, quantities, delivery schedules, and commercial terms.
  • Bid Analysis & Comparison: Receive, analyze, and compare technical and commercial offers from various suppliers. Prepare detailed comparison reports to facilitate informed decision-making.
  • Price & Terms Negotiation: Lead negotiations with suppliers to secure the best possible prices, payment terms, delivery schedules, warranties, and other contractual clauses, ensuring cost-effectiveness and favorable terms for the company.
  • Contract Drafting & Review: Assist in drafting and reviewing purchase orders (POs) and contracts with suppliers and subcontractors, ensuring all agreed-upon terms, conditions, and specifications are accurately reflected and legally sound.
  • Contract Administration: Administer contracts throughout their lifecycle, ensuring compliance from both the company and the supplier's side. Manage variations, claims, and disputes that may arise.

4. Cost Control & Budget Adherence:

  • Cost Optimization: Proactively seek opportunities for cost reduction through bulk purchasing, alternative sourcing, negotiation strategies, and continuous market analysis.
  • Budget Adherence: Ensure all procurement activities remain within the allocated project budgets. Track expenditures and report any variances to relevant stakeholders.

5. Logistics & Expediting:

  • Order Placement & Tracking: Place purchase orders accurately and efficiently. Track the status of orders, from manufacturing/preparation to shipment and delivery to the project site.
  • Expediting: Proactively expedite deliveries to ensure materials and equipment arrive on-site according to the project schedule, minimizing delays and maintaining project progress.
  • Inventory Management (Indirectly): Coordinate with site teams and warehouses to optimize inventory levels, minimizing overstocking or stockouts.

6. Documentation & Reporting:

  • Record Keeping: Maintain comprehensive and organized records of all procurement activities, including RFQs, bids, comparison sheets, purchase orders, contracts, delivery notes, and supplier communications.
  • Reporting: Prepare regular procurement reports, including cost savings achieved, supplier performance metrics, procurement lead times, and potential risks, for management review.

7. Compliance & Ethics:

  • Policy Adherence: Ensure all procurement activities comply with company policies, procedures, and ethical guidelines.
  • Regulatory Compliance: Stay informed about relevant industry regulations, import/export requirements, and legal frameworks related to procurement.

Technical Skills & Knowledge:Construction Knowledge:Strong understanding of construction methods, materials, equipment, and their specifications.Ability to read and interpret technical drawings, blueprints, specifications, and Bill of Quantities (BOQs).Knowledge of quality control standards relevant to construction materials.Procurement Processes:In-depth knowledge of the entire procurement lifecycle, from requisition to delivery and payment.Proficiency in preparing RFQs, RFPs, and purchase orders.Understanding of strategic sourcing principles and vendor management best practices.Negotiation Skills: Exceptional negotiation and bargaining abilities to secure favorable terms and prices with suppliers.Communication Skills: Excellent written and verbal communication skills to interact effectively with internal stakeholders (project managers, engineers, finance) and external parties (suppliers, subcontractors).Analytical & Problem-Solving: Strong analytical thinking to evaluate complex data, identify trends, assess risks, and resolve supply chain issues.Attention to Detail: Meticulous in reviewing documents, contracts, and specifications to ensure accuracy and compliance.Organizational & Time Management: Highly organized, capable of managing multiple priorities, and working efficiently under pressure to meet tight deadlines.
