Role Summary
- We are looking for an exceptional, self-driven, and commercially sharp Contracts & Procurement Senior Manager to lead our contracting and procurement function within an upstream oil and gas environment in Oman. This is a high-impact leadership role for a proven go-getter who combines deep regulatory knowledge, systems thinking, and the drive to build and transform procurement operations from the ground up. The role reports directly to the Chief Financial Officer (CFO).
Key Responsibilities- Ensure compliance with all regulatory requirements for contracts
& procurement.
- Define and execute procurement strategies tailored to
upstream operations, covering drilling, well services, EPC, and O&M
contracts.
- Systems, processes, and governance frameworks, including
end-to-end ERP integration.
- Manage high-value contract negotiations, supplier
relationships, and performance monitoring through structured KPI frameworks.
- Provide senior commercial advisory support to operations,
projects, legal, and finance teams.
- Build, mentor, and lead a high-performing procurement team
with a culture of accountability and excellence.
RequirementsRequired Qualifications & Experience
- Omani National — mandatory requirement.
- Bachelor's degree in Engineering, Business, Supply Chain,
Law, or related field; Master's preferred.
- Minimum 15+ years of contracts and procurement experience,
with substantial upstream oil and gas exposure in Oman.
- Proven experience with major Omani upstream operators in
Oman.
- Thorough knowledge of MEM and TBC guidelines, compliance,
and regulatory requirements.
- Proven experience in rolling out procurement systems and
processes and leading ERP integration within the contracts and procurement
function.
- Strong track record in high-value contract negotiation and
upstream commercial risk management.

Reporting Structure
- This role reports directly to the Chief Financial Officer
(CFO) with close collaboration across Operations, Projects, Legal, and Finance
functions. The position carries direct line management responsibility over the
contracts and procurement team.
