يتولى مساعد مدير إدارة مقدمي الخدمات الطبية (MPM) المسؤولية المحلية عن إدارة شبكات مقدمي الخدمات الطبية بكفاءة وفاعلية. ويُتوقع من مساعد المدير التفاوض على التعريفات وتسهيل عملية انضمام مقدمي الخدمات الطبية بهدف إيجاد محفظة متنوعة من الخدمات الطبية التي تحقق منفعة مالية لمجموعة أليانز.
ويتولى مساعد المدير مسؤولية دعم مدير وكبير مديري إدارة مقدمي الخدمات الطبية في قيادة الفريق وإدارة العلاقات مع مقدمي الخدمات المحليين في المنطقة المحددة.
ما ستفعل
ستشمل المسؤوليات، على سبيل المثال لا الحصر، ما يلي:
- دعم وتنفيذ الاستراتيجية المعتمدة من قِبل رئيس إدارة مقدمي الخدمات الطبية على المستويين العالمي والإقليمي.
- تحقيق الأهداف المحددة ضمن النطاق الكامل لإدارة مقدمي الخدمات الطبية في المنطقة، بشكل فردي أو بالتنسيق مع فريق موارد إدارة مقدمي الخدمات الطبية محلياً، حيثما ينطبق ذلك.
- العمل على المشاريع وقيادتها (سواء كانت عالمية أو إقليمية أو تنظيمية محلية) حسبما هو مطلوب لاستمرارية الأعمال في المنطقة.
- دمج وتكامل وصيانة وتطوير شبكة موحدة لمقدمي الخدمات الطبية لشركة أليانز بارتنرز (AP) في المنطقة بتوجيه إقليمي.
- الحفاظ على سمعة الشركة والمستفيدين والجهات الدافتة وجميع الأطراف المعنية الأخرى.
- القدرة على تحقيق الأهداف المحددة محلياً وإقليمياً وعالمياً.
- الاستحواذ على الخدمات الطبية وفقاً لاستراتيجية إدارة مقدمي الخدمات الطبية، وإدارة طلبات الاعتماد والانضمام للشبكة من مقدمي الخدمات الطبية لتقديم شبكة شاملة بتكلفة محسّنة.
- المسؤولية عن تطبيق سياسة تفويض الصلاحيات (DOAP) المحلية والإقليمية.
- العمل كممثل رئيسي لشبكة مقدمي الخدمات في عُمان ونقطة الاتصال الرئيسية للمستشفيات والعيادات والصيدليات.
- قيادة مفاوضات العقود، ومراجعة التعريفات، وتوسيع نطاق الخدمات، وأداء الفوترة المباشرة وفقاً لسياسة تفويض الصلاحيات.
- إدارة عمليات التصعيد، وضمان رضا مقدمي الخدمات، والحفاظ على علاقات استراتيجية قوية مع شركاء الشبكة الرئيسيين.
- الإشراف على جميع أنشطة إدارة مقدمي الخدمات الطبية في عُمان، مع ضمان التوافق مع معايير الشركة والاستراتيجية الإقليمية.
- التملك الكامل وقيادة جميع المخرجات التنظيمية الإلزامية الصادرة عن هيئة الخدمات المالية (FSA) تحت التوجيه الإقليمي.
- التنسيق مع الجهات التنظيمية، ومقدمي الخدمات، والإدارات القانونية الداخلية، وإدارة المطالبات، وتكنولوجيا المعلومات لضمان الالتزام بالمتطلبات التنظيمية.
- قيادة التحول الكامل من الرموز الداخلية إلى التسعير المعياري وفق رموز CPT عبر جميع مقدمي الخدمات المتعاقد معهم.
- إجراء مطابقة فنية للتعريفات، والتحقق من صحة رموز CPT، ومحاكاة الأثر السعري لضمان تطبيق حيادي التكلفة.
- التفاوض على قوائم الأسعار المعدلة مع المستشفيات والعيادات لتجنب تضخم التكاليف وإدارة المخاطر المالية.
- العمل عن كثب مع فريقي المطابقة والمطالبات للتحقق من دقة الترميز والآثار المالية.
- قيادة تطبيق الوصفات الطبية الإلكترونية (ePrescriptions) عبر جميع الصيدليات المتعاقد معها وضمان التكامل السلس مع نظامي "ضماني" و"PBM" تحت التوجيه الإقليمي.
- قيادة إنجاز الشروط الخاصة بالعقد (SPC) الملزمة تنظيمياً.
- ضمان اعتماد مقدمي الخدمات للشروط التعاقدية المطلوبة وهياكل التسعير والبنوك التنظيمية.
- إدارة المفاوضات مع مقدمي الخدمات الطبية لتقليل متوسط تكلفة المطالبة لكل شبكة.
- تقديم تحليلات تكاليف مقدمي الخدمات الطبية إقليمياً ومحلياً لتسهيل الحد من التكاليف وتحقيق وفر مالي.
- التفاوض على التعريفات وإعادة التفاوض وإدراج خدمات جديدة مع مقدمي الخدمات للحفاظ على تعريفات تنافسية وفقاً للمؤشرات المرجعية المحددة.
- تحسين هيكل إيرادات مقدمي الخدمات لتحقيق وفورات بما يتوافق مع استراتيجية إدارة مقدمي الخدمات الإقليمية، حسب الإمكان وضمن الإطار التنظيمي.
- المسؤولية عن دعم التقارير الدورية لإدارة مقدمي الخدمات الطبية مركزياً وإقليمياً.
- صيانة وتحديث جميع أدوات التتبع والتقارير ولوحات المتابعة المطلوبة ضمن قسم إدارة مقدمي الخدمات الطبية.
- الحفاظ على صحة بيانات مقدمي الخدمات الطبية والهيكل التنظيمي والروابط للمنطقة وتحديث خدمات البوابة التفاعلية عبر الإنترنت.
- إدارة التفاوض بشأن باقات الفحص الطبي، وترتيبات طبيب الأسرة (Gatekeeper)، والبرامج الخاصة مع مقدمي الخدمات الطبية مع تحديد اتفاقيات مستوى الخدمة (SLA).
- تقديم تقارير أسبوعية وشهرية للمدير وتحديثات يومية حول الأمور ذات الأولوية.
- إدارة الشكاوى الخاصة بإدارة مقدمي الخدمات الطبية من خلال التحقيق والإغلاق والتصعيد عند الحاجة.
- التكيف مع البنية التحتية التقنية الكاملة لشركة أليانز بارتنرز عبر جميع خطوط الأعمال المطلوبة لتحقيق الأهداف والمهام الموكلة بنجاح.
- العمل عن كثب مع جميع الإدارات داخل المؤسسة لحل الاستفسارات المتعلقة بإدارة مقدمي الخدمات الطبية.
- ضمان استمرارية أعمال إدارة مقدمي الخدمات الطبية وكفاءتها ومستويات الخدمة في المنطقة.
- أنشطة ومشاريع خاصة أخرى حسب توجيهات أو تكليفات كبير مديري MPM والرئيس الإقليمي لـ MPM لمنطقة الشرق الأوسط وإفريقيا من وقت لآخر.
- الجهوزية للذكاء الاصطناعي: العمل بفاعلية في بيئة تشكلها تقنيات الذكاء الاصطناعي (AI)، والتعلم الآلي، والبيانات، والتحليلات، والأدوات السحابية، مع استخدام الرؤى والتحليلات بمسؤولية ووفقاً لمعاييرنا وحوكمة البيانات والأمن والاستخدام الأخلاقي.
ما ستحتاجه

About the role
The assistant manager for MPM is locally responsible to efficiently and effectively manage the medical provider networks. The assistant manager MPM is expected to negotiate the tariff and facilitate the onboarding of medical providers with an objective to have a diverse portfolio of medical services which are financially beneficial to the Allianz group.
The assistant manager is responsible for supporting MPM manager and senior manager in leading the team and managing the local provider relationship management for the assigned region.
What you will do
Responsibilities will include, but are not limited to, the following:
- Support and drive the strategy devised by the global and regional head of MPM.
- Deliver assigned objectives within full scope of medical provider management within the region individually or in coordination with a team of medical provider management resources locally, where applicable.
- Work and lead the projects (global, regional, local regulatory) as required for the business continuity in the region.
- Consolidation, integration, maintenance, and development of a single AP medical provider network in the region with regional direction.
- Maintain the reputation of the company, beneficiaries, payers, and all other parties involved.
- Ability to deliver on targets set locally, regionally, and globally.
- Acquire medical services in accordance with MPM strategy and manage empanelment requests from medical providers to provide a comprehensive network at an optimized cost.
- Responsible for implementing the local and regional delegation of authority policy (DOAP).
- Act as the senior representative for the Oman provider network and the primary point of contact for hospitals, clinics, and pharmacies.
- Lead contract negotiations, tariff revisions, service expansions, and direct billing performance per DOA policy.
- Manage escalations, ensure provider satisfaction, and maintain strong strategic relationships with key network partners.
- Oversee all Oman MPM activities, ensuring alignment with corporate standards and regional strategy.
- Fully own and lead all regulatory deliverables mandated by the Financial Services Authority (FSA) under the regional guidance.
- Coordinate with regulators, providers, internal legal, claims, and IT to ensure compliance with regulatory requirements.
- Lead the full transition from internal codes to standard CPT pricing across contracted providers.
- Conduct technical tariff mapping, CPT validation, and price impact simulations to ensure cost-neutral implementation.
- Negotiate revised price lists with hospitals and clinics to avoid cost inflation and manage financial risks.
- Work closely with mapping and claims teams to validate coding accuracy and financial implications.
- Lead the rollout of ePrescriptions across all contracted pharmacies and ensure seamless integration with Damani and PBM systems under regional direction.
- Drive the completion of the regulatory mandated SPC.
- Ensure providers adopt required contractual terms, pricing structures, and regulatory clauses.
- Manage negotiations with medical providers to reduce average claim cost per network.
- Provide regional and local medical provider cost analysis to facilitate cost containment and financial savings impact.
- Negotiate tariffs, renegotiations, and new service inclusions with providers to maintain competitive tariffs in line with defined benchmarks.
- Enhance the provider revenue structure to generate savings in line with the regional MPM strategy as applicable and in compliance with the regulatory framework.
- Responsible for supporting periodic reporting of MPM centrally and regionally.
- Maintain and update all required trackers, reports, and dashboards within the MPM function.
- Maintain valid medical provider data, hierarchy, and links for the region and update web interactive portal services.
- Manage negotiation of health checkup packages, gatekeeper arrangements, and special schemes arrangements with medical providers with specification of SLA.
- Provide weekly and monthly reports to the manager and daily updates on priority matters.
- MPM complaint management by investigation, closure, and escalations as needed.
- Adapt to the entire Allianz Partners technical infrastructure within all lines of business required to successfully deliver the assigned objectives and tasks.
- Work closely with all departments within the organization to resolve MPM related queries.
- Guarantee medical provider management business continuity, efficiency, and service levels within the region.
- Other activities and special projects as directed or assigned by the MPM senior manager and regional head of MPM MEA from time to time.
- AI readiness: work effectively in an environment shaped by artificial intelligence (AI), machine learning, data, analytics, and cloud-based tools, using insights responsibly with our standards of data governance, security, and ethical use.
What you will need
To be successful in this position you will need to have the following skills and experience:
- Bachelor’s or master’s degree; medical background preferred.
- 3-5 years’ experience in a network administration environment (preferably gained in hospitals, insurance companies, TPAs).
- Physically fit to carry out duties.

- Strong communication (verbal and written), presentation, and interpersonal skills.
- Fluent in written and verbal English, French, and Arabic; other languages are an advantage.
