التقرير إلى: رئيس المالية والمخاطر في عمان شركة تجارة المعادن OMTC الغاية من الدور: مسئول مالي أول يقود ويخطط ويجهز وينظم المحاسبة المالية ودفتر الأستاذ العام والأصول الثابتة والحسابات الدائنة والذمم الدائنة والاندماج والتقارير القانونية والضريبية لنشاط OMTC. يضمن الدور الإبلاغ المالي الدقيق والامتثال لمعايير المحاسبة الدولية والمحلية وعمليات الدمج الفعالة وحوكمة الضرائب القوية. يقدم القيادة المحاسبية الفنية ويراقب الامتثال والتقارير الضريبية. يحافظ على أصول الشركة ويضمن الالتزام بمعايير IFRS وOIA للحوكمة ويقود جميع عمليات التدقيق الداخلي والخارجي. علاوة على ذلك، يتحمل مسئولية إعداد MIS شهري وتقارير المساهمين والمشاركة بشكل عميق في التخطيط التجاري وإدارة الخزينة. الواجبات والمسؤوليات:
المحاسبة المالية
- ضمان الإغلاق الشهري والربع سنوي والسنوي في OMTC على مستوى الفرد والمنظومة بشكل دقيق وفي الوقت المحدد.
- إعداد البيانات المالية والدمج والتقارير الإدارية لـ OMTC والشركات التابعة بما يتوافق مع IFRS.
- مراجعة واعتماد قيود المحاسبة بين الشركات وضمان التسوية الزمنية للأرصدة بين الشركات.
- إدارة عملية الإغلاق السنوي وضمان إعداد الحسابات وفقاً للمعايير المحاسبية والالتزام بالجدول الزمني للنشر القانوني.
- صياغة خطة إغلاق العام وضمان الانتهاء في الوقت المحدد من الحسابات السنوية القياسية حسب نطاق المسؤولية.
- المسؤول عن التسويات الدقيقة والفي الوقت المناسب قبل نهاية السنة.
- إبراز وضمان اتخاذ الإجراءات الكافية حيال جميع البنود المعلقة لإغلاقها في الوقت المحدد.
- الحفاظ على سياسات وإجراءات المحاسبة في OMTC وتحديثها والتأكد من توافقها مع OIA والمعايير القانونية.
- ضمان تسجيل جميع المعاملات المالية بدقة والتسوية بما في ذلك دفتر الأستاذ العام والمنشآت الدائنة/الذمم المدينة والرواتب والأصول الثابتة.
- إعداد المحاسبة للاستثمارات والبيع/التخارج والإغلاق المالي للمشروعات وفق حوكمة Stage-Gate.
- التأكد من أن المحاسبة بين الشركات متوافقة مع المعايير المحاسبية ومتوافقة مع متطلبات الدمج.
- معالجة فواتير الموردين عند الاستلام، متابعة المدفوعات المنفذة والتعامل مع جميع الاستفسارات المرتبطة بشكل منتظم.
التدقيق والامتثال
- قيادة تنسيق عمليات التدقيق الداخلي والخارجي وضمان الإغلاق الفوري لتوصيات التدقيق.
- مساعدة مدققي الخارج من خلال توفير المعلومات والشرح عند الحاجة.
- ضمان معالجة جميع ملاحظات رسائل الإدارة وإغلاقها وفق خطة العمل المتفق عليها.
- ضمان سير العمل التدقيقي بسلاسة وتحقيق الأهداف قبل الموعد النهائي.
- الاحتفاظ باستعداد التدقيق عبر المنظمة.
- ضمان تلبية جميع الالتزامات القانونية وتقديم تقارير المساهمين.
الضريبة والتقارير القانونية
- الإشراف على إعداد وتقديم جميع الإقرارات الضريبية، مع الالتزام بقوانين الضرائب العمانية ومتطلبات تقارير OIA.
- إدارة أسعار النقل والضريبة المؤجلة والضريبة المحتجزة.
- الحفاظ على علاقات استباقية مع هيئة الضرائب لضمان الامتثال وإدارة المخاطر بكفاءة.
- إعداد إقرار الدخل النهائي بملء جميع المعلومات اللازمة بالتنسيق المطلوب.
- الرد على استفسارات السلطة الضريبية بمناقشة القضايا والحلول مع مدير المالية بشكل مناسب وفي الوقت المناسب.
- إغلاق عمليات التدقيق والتقييم الضريبي مع سلطة الضرائب في الوقت المناسب من خلال تزويد المعلومات بصيغة ذات صلة.
التخطيط الاستراتيجي:
- التعاون مع الإدارة العليا لتطوير وتنفيذ استراتيجيات مالية لـ OMTC تتماشى مع أهداف الشركة على المدى الطويل.
- المساهمة في صياغة استراتيجيات الأعمال والخطط المالية.
- تقديم الرؤى والتوصيات المالية لدعم المبادرات الاستراتيجية.
- المشاركة في ميزانية السنة والتخطيط المالي طويل الأجل.
إدارة التقارير المالية MIS:
- الإشراف على إعداد ونشر تقارير مالية شاملة وأنظمة معلومات إدارة (MIS) لضمان دقة وخصوصية المعلومات المالية.
- ضمان دقة واكتمال التقارير المالية.
- تطوير وإدارة MIS لتتبع المقاييس المالية الأساسية ومؤشرات الأداء.
- التعاون مع الأقسام الأخرى لجمع ودمج البيانات المالية لأغراض التقارير.
إدارة الخزينة:
- إدارة التدفقات النقدية والموضع السيولة للشركة.
- تطوير وتنفيذ سياسات وإجراءات الخزينة.
- رصد المخاطر المالية وتطوير استراتيجيات للحد منها.
الملف المرغوب فيه للمرشح
- درجة البكالوريوس في المحاسبة أو المالية أو التجارة.
- يفضل وجود شهادة مهنية (CPA، ACCA، CMA).
- خبرة لا تقل عن 6 سنوات في المحاسبة المالية والتوحيد والتقارير والضرائب والتدقيق.
- خبرة مثبتة في تطبيق IFRS وإدارة التدقيق والدمج.
Reporting to: Head of Finance & Risk Oman Minerals Trading Company (OMTC) Role Purpose : The Senior Finance Officer is responsible to lead, plan, prepare and organize Financial Accounting, General Ledger, Fixed Asset, Accounts Payable, Accounts Receivables, consolidation, statutory reporting, and tax activities for OMTC. The role ensures the accurate financial reporting, compliance with international and local accounting standards, effective consolidation processes, and robust tax governance. The role provides technical accounting leadership, oversees tax compliance and reporting. The role safeguards company assets, ensures adherence to IFRS and OIA governance standards, and leads all external and internal audit processes. Further, Senior Finance Officer is responsible to prepare monthly MIS, shareholders reporting and involve deeply in business planning and treasury management. Duties and Responsibilities:
Financial Accounting
- Ensure timely and accurate month-end, quarter-end, and year-end close of OMTC Standalone and consolidated level.
- Preparation of financial statements, consolidations, and management reports for OMTC and subsidiaries in compliance with IFRS.
- Review and approve intercompany accounting entries and ensure timely reconciliation of intercompany balances.
- Manage the annual closing process and ensure that the accounts are prepared in accordance with accounting standards and meet the statutory publication timetable.
- Draft the year end closing plan and ensure timely completion of the standard year end accounts as per the area of responsibility.
- Responsible for timely and accurate reconciliations prior to the yearend.
- Highlight and ensure adequate actions are taken on all outstanding items in order to close them on time.
- Maintain and update OMTC s accounting policies and procedures, ensuring alignment with OIA and statutory standards.
- Ensure all financial transactions are accurately recorded and reconciled, including general ledger, accounts payable/receivable, payroll, and fixed assets.
- Prepare the accounting for investments, divestments, and project financial close-outs under Stage-Gate governance.
- Ensure intercompany accounting is compliant with accounting standards and aligned with consolidation requirements.
- Process supplier invoices as and when received, keep track of payment made and handle all related queries on regular basis.
Audit & Compliance
- Lead coordination of internal and external audits and ensure timely closure of audit recommendations.
- Assist the external auditors by providing desired information and explanation wherever required.
- Ensure all management letter observations are dealt with & closed as per the agreed action plan.
- Ensure smooth functioning of the audit related work and targets are met before the deadline.
- Maintain audit readiness across the organization.
- Ensure all statutory and shareholder reporting obligations are met.
Taxation & Statutory Reporting
- Oversee preparation and filing of all tax returns, ensuring compliance with Omani tax laws and OIA reporting requirements.
- Manage transfer pricing, deferred tax, and withholding tax obligations.
- Maintain proactive relationships with the Tax Authority to ensure efficient compliance and risk management.
- Prepare the Final Income tax return by filling in all the necessary information in desired format.
- Respond to Tax authority inquires by discussing issues and solutions with the Finance Manager in appropriate and timely manner.
- Close the Tax audits & assessment with the Tax authority on timely basis by proactively providing information in relevant format.
Strategic Planning:
- Collaborate with senior management to develop and implement financial strategies for OMTC that align with the company's long-term objectives.
- Contribute to the formulation of business strategies and financial plans.
- Provide financial insights and recommendations to support strategic initiatives.
- Participate in the annual budgeting and long-term financial planning processes.
Financial Reporting MIS:
- Oversee the preparation and dissemination of comprehensive financial reports and management information systems (MIS) to ensure accurate and timely financial information.
- Ensure the accuracy and completeness of financial reports.
- Develop and manage MIS to track key financial metrics and performance indicators.
- Collaborate with other departments to gather and integrate financial data for reporting purposes.
Treasury Management:
- Manage the company s cash flow and liquidity position.
- Develop and implement treasury policies and procedures.
- Monitor financial risks and develop strategies to mitigate them.
Desired Candidate Profile
- Bachelor's degree in accounting, Finance, or Commerce.
- Professional certification (CPA, ACCA, CMA) preferred.
- Minimum 6 years of progressive experience in financial accounting, consolidation, reporting, tax, and audit.
- Proven experience in implementing IFRS, managing audits, and consolidation.
