ROLE OBJECTIVE
The Sr. Business Analyst Specialist will play a critical role in the implementation of the Takamul Digital Government Platform, acting as the primary bridge between Omani government stakeholders and technical implementation teams.
The role is responsible for translating complex, fragmented legacy government processes into a unified, transparent, and digitally governed system, ensuring full compliance with Omani laws, financial regulations, and national strategic objectives.
Responsibilities
Business Analysis & Requirements Management
Lead stakeholder workshops with PTLC and other government entities to capture and document “to-be†business processes. Develop comprehensive Business Requirement Documents (BRDs) and functional specifications. Translate legal, financial, and operational requirements into system-ready workflows. projects into steady-state operations, with documentation and SLAs in place.
Workflow & Process Design
Design automated multi-level approval workflows based on authority matrices and financial thresholds. Define conditional routing logic for tenders, contracts, variations, and payments. Standardize cross-government processes to ensure consistency and transparency.
Oracle Primavera Unifier Solution Design
Define and design Unifier Shell Hierarchies at Government, Ministry, Program, and Project levels. Specify cost structures, data roll-ups, and system control mechanisms. Configure Business Processes (BPs), Cost Sheets, Document Manager, and User-Defined Reports.
Integration & Interoperability
Design functional and technical integration points between:Oracle Primavera Unifier Oracle E-Business Suite (Finance & Procurement) Maliyah Financial System Support integration with external platforms including banks, insurance companies, GIS systems, and national registries. Ensure real-time budget validation and financial commitment recording.
Regulatory & Compliance Alignment
Ensure all workflows comply with:Royal Decree No. 36/2008 – Omani Tender Law Royal Decree No. 59/2024 – Electronic Signatures & Financial Commitments Embed governance, audit trails, and approval controls within the system design.
Local Content & ICV Enablement
Integrate In-Country Value (ICV) requirements into procurement and contract lifecycles. Design automated scoring mechanisms for:Omanization Local product usage SME participation.
Reporting & Decision Support
Define KPIs and dashboards covering:Cost Performance Index (CPI) Schedule Performance Index (SPI) SLA compliance

Qualification
Bachelor’s in Information Systems/Engineering/Business Administration/or related Discipline
Certification
Oracle Primavera Unifier Certification Oracle E-Business Suite Certification PMP or equivalent project management certification
Experience
10+ years of relevant experience in large-scale government or enterprise systems. Experience working with Omani or GCC government entities. Proven involvement in large national digital transformation programs. Strong stakeholder management and leadership skills.
Skills
Strong understanding of Omani public-sector regulations. Knowledge of Oman Vision 2040 and alignment of projects to national objectives. Experience implementing digital governance and transparency frameworks.
