Context
Veolia is set to commence the Engineering, Procurement, and Construction (EPC) of gas-to-energy plants at its managed landfills, Al Multaqa and Barka, both of which are engineered facilities. This project aims to implement an efficient solution for converting landfill gases into usable energy, which will either power onsite operations or be supplied to the electrical grid.

Main Accountabilities
Oversee the Engineering, Procurement, and Construction (EPC) of two Landfill Gas to Energy Plants located at Barka and Al Muntaqa Landfills. The successful candidate will be responsible for managing all aspects of project execution, from initial engineering through construction, commissioning, and handover of the plants to the client, while ensuring compliance with environmental regulations and safety standards.
Detailed Job Description
- Manage the complete project lifecycle for both landfill gas to energy facilities, including engineering, procurement, construction, commissioning, handover phases, knowledge transfer to client, and warranty period-related aspects
- Oversee LFG wellfield and collection systems design, construction, and implementation.
- Coordinate LFG treatment and installation of energy generation systems.
- Manage project resources, schedules, and budgets to meet project objectives.
- Coordinate with contractors, subcontractors, and suppliers throughout the project execution.
- Ensure compliance with environmental permits and regulations.
- Oversee construction quality assurance and control.
- Oversee all necessary commissioning activities
- Oversee project completion within the allocated budget and in timely manner
- Prepare and review technical documentation, including permits, compliance reports, and engineering designs.
- Manage client relationships and stakeholder communications.
- Monitor and report project progress, including schedule status, budget updates, and corrective actions.
- Coordinate materials, equipment, and labor for construction activities.
- Ensure adherence to environmental, health, and safety (EHS) standards.
- Ensure successful and effective operation and maintenance activities during the 3-month operational phase after project completion.
- Ensure readiness of all related EPC documentation for handover to the client (E.g P&IDs, Construction packages, SLDs, Control Philosophy, O&M Manuals, etc.)
Project-Specific Requirements
- Coordinate simultaneous project execution at both Barka and Al Muntaqa sites.
- Manage the interface between LFG collection systems and energy generation facilities.
- Ensure optimization of gas collection for maximum energy recovery.
- Oversee commissioning and testing of energy generation systems.
- Coordinate with local authorities and regulatory bodies.
- Implement and maintain project quality management systems.
Qualifications
- Bachelor's Degree in Civil Engineering, Environmental Engineering, or related field
- Professional Engineering licence (P.E.).
- Minimum 6+ years of professional engineering experience in the solid waste industry.
- Demonstrated experience with landfill gas management systems and energy recovery projects.
- Strong understanding of LFG collection, treatment, and energy conversion systems.
- Proven track record in managing large-scale EPC projects.
- Knowledge of environmental permitting and regulatory compliance.
- Excellent project management and resource optimization skills.
- Familiarity with renewable energy projects and waste-to-energy systems.
- Proficiency with database applications and project management software.
- Strong expertise in Microsoft Office and Google Drive suite.
- Experience in managing multiple stakeholders and contractors.
