  • To manage and source engineering and technical standards & codes, specifications, Regional, National, and International standards and provide them to Corporate-wise users through a Directorate Technical Standards System (TSS).
  • Responsible for managing preparation, updating, adoption and optimization of technical standards & codes to fulfil the Corporation requirements with an emphasis on standardization.
  • Manage the agreements, contracts, purchases, and subscriptions to manage and maintain the standards.
  • Conceptualization of corporate technical standards requirements and design of document master repository structure, access rights, data retrieval parameters, document version control based on document life cycle workflows and user requirements. Interaction with International, Regional and Local Standard Development Organizations (SDOs) and bodies. Identification of Company user needs, queries, and their fulfillment of Technical Standards requirement.
  • Exposed to a multi-disciplinary, multi-cultural environment requiring special skill for its management.
  • Makes independent decisions on the extent of services to be provided to corporate users with respect to international standards. Make decisions with a global perspective to maintain uniform technical standards across Corporation in accordance with the Corporate Standardization objectives.
  • Operate within the framework of established Company policies, procedures, and departmental technical procedures, guided by Engineering codes, DEPs, Standard practices and procedures. Work accomplishments are subject to audits but not subject to regular checks. The work is occasionally overviewed by the Head of Standards and Assurance.

Your Tasks


  • Evaluate, review, recommend, establish, and maintain engineering codes and standards, specifications, technical guidelines & philosophies, National and International codes & standards, International Oil Company (IOC) Specifications etc., with consistency and in compliance with Company Corporate standardization requirements. Support in technical assessment of impact of the revisions, updates, new standards, regulations etc. on the company business process.
  • Administer Contracts and licensing Agreement/subscriptions required to provide Engineering Standards to Corporate users with respect to their technical, legal and contractual aspects according to the company procedures, including budget review, scope of work, tendering process including Tender Plan Submission, Contract Request Document (CRD), clarifications to tender queries, techno-commercial evaluation of bids and Contract administration after award and processing of invoice and authorizing payments, and coordinating with Legal and Finance departments for amendments to the existing agreements.
  • Analyze, develop, operate, and manage Directorate Technical Standards System (TSS) that makes on-line availability of Engineering Standards (Shell DEPs and others), Corporate Standards, Qatar National Regulations and National Standards and external industry, national, regional, and international standards to ensure continuous availability of these standards for corporate use.
  • Conceptualize and design standards development systems comprising related business processes, systems solutions, and ensure their alignment with departmental business objectives and Company Engineering requirements.
  • Investigate, evaluate, and recommend new techniques to automate and streamline standard life cycle processes to contribute to Corporate and departmental Standardization requirements with an objective of developing Company’s own technical standards as a long-term strategy.
  • Develop services strategy and related processes to manage the services delivery and support to ensure high customer satisfaction and good technical outcomes including Service Desk function, Access management, availability management, incident management and request fulfilment.
  • Measure the technical standard services performance to continually optimize and improve services quality to effectively deliver value to corporate customers and comply with department mandate. Monitor contractor’s progress and performance and provides timely progress reports on Technical Standards and Specifications activities to Management.
  • Coordinate with external agencies, national and international standardization bodies and organizations (e.g., ISO/GSO) to fulfil the roles of Company as permanent.
  • Member and represent in the committees/sub-committees as departmental focal point with a view to fulfil the standardization requirements of Company with such bodies.


Your Profile


  • The candidate shall be a graduate in engineering discipline or equivalent from an internationally recognized University.
  • Membership of recognized professional International, Regional and/or Local Standard Development Organizations (SDOs) and bodies is preferable.
  • Minimum 15 years relevant experience with 5 years in supervisory position.
  • Work experience in a multi-disciplinary Oil & Gas and Infrastructure project environment in Gulf region. Should have worked on the standardization and evaluation of company technical standards and engineering practices. Should be conversant with sourcing, contracting, and subscribing to the IOC/National/International Standards. Should have a working knowledge of the information technology processes.
  • Oral/written communication, analytical and presentation skills
  • Must be able to work independently with a high degree of independence, leadership, organizational skills, and initiative as well as within multi-disciplinary teams with planning and organizational skills.
  • Knowledge of legal and contractual aspects of agreements and subscriptions.
