JOB CONTENT
To plan, organize and direct all activities and tasks related to coordination of the vessels within the Port Of Duqm. Provide essential information to vessels calling Port of Duqm to avoid collisions or incidents by managing movements from a port control centre. Enhancement of marine safety in the entire port: the anchorages, the approach channel, and the port basin.
2. Duties and Responsibilities
Operational:
1. Supervise and administrate the VTS Operators duties and work roster.
2. Supervise and control data quality in IFS and others.
3. Support VTS operators in case of work overload, shortage in the VTS Operators due to sick leave or emergency leave.
4. Ensure proper VTS procedures are applied for all vessel movements in the port.
5. Coordinates administrative activities related to port control & ship services (FW delivery, sewage, garbage and oily water removal).
6. Ensure operational condition of all VTS Equipment and coordinate rectification if any defects.
7. Review daily vessels forecast and marine reports.
8. Maintain close coordination with duty operation manager/supervisor to ensure optimum utilization of berths. Supervise the application of the agreed berthing procedures and berthing forecast documentation.
9. Attend & supervise dockings and berthing of vessels and ensure safe mooring and good lines are being used. Carry out regular routine rounds (inspections) along all berths and jetties to ensure safe berthing of vessels alongside.
10. Board vessels during cargo operations and check that appropriate loading or discharging plan has been followed.
11. Inspect oil transfer operations for compliance with approved safety standards.
12. In coordination with the Port Security Manager, meet ships security officer to control the compliance with the ISPS CODE.
13. Lead initial response activities to various marine emergencies
14. Train trainee port control officers.
15. Assist in training VTS Operators.
16. Performs other related assignments as required
17. Apply the procedures of the port contingency plan.
HSE Responsibilities:
1. Ensure that all HSE instructions are fully understood and complied with.
2. Must demonstrate total commitment to the company safety policies through participation and proactive involvement in the safety exercises and drills.
3. Ensure all HSE Audit recommendation are being followed HSE Audit recommendations related to VTS and Port Control tasks to be implemented.
4. Report HSE incidents, near misses, and violations to HSE responsible person.
5. Responsible to participate in safety meetings to ensure VTS and Port Control operations comply with HSE operating procedures and practices.
People Development:
1. Setting of goals/ KPIs.
2. Drive continuous human capital improvements through business-driven initiatives or as directed by Port of Duqm’s Human Resources department.
3. Complete the necessary tasks on people development areas as requested by the direct manager.
MINIMUM EDUCATION & QUALIFICATIONS
Education and Experience:
– Requires a four-year college degree in marine related discipline, preferably from a marine academy or naval college Or, as per the Minimum Qualifications and Experiences matrix in PODC.
Experience:
– Requires at least 6 years of Relevant work with 2 years in Supervisory level for Bachler degree. Or for diploma at least 8 years of Relevant work with 2 years in Supervisory level. Or for secondary school at least 10 years of Relevant work with 2 years in Supervisory level as VTS operator. Or, as per the Minimum Qualifications and Experiences matrix in PODC.
Special Skills & Knowledge:
- Must have good knowledge vessels cargo operations.
- Must have good knowledge of ship to ship and bunker and fuel transfer operations.
- Must have working knowledge of the ISPS Code.
- Must have working knowledge of various IMO conventions, other maritime laws, and port rules and regulations.
- Must be familiar with the particulars of all types of vessels that call at port.
- Must be thoroughly familiar with all safety procedures that apply to vessels in and around the port.
- Must be thoroughly familiar with all oil spill and hazardous materials handling procedures.
- Must be thoroughly familiar with emergency rescue operations at sea or in the port or surrounding area.
- Must be able to demonstrate proficiency in wireless/radio frequency communications equipment, including certification.
- Requires advanced level of verbal and written communications skills in English.
- Other language will be accredited (Arabic and Hindi…etc)
- Requires good interpersonal skills, interacting with multiple departments and customer clients.
- Ability to complete documents and logbooks neatly, accurately and completely.
